Re: Broche Residence (5100 Cliffhanger Drive) — Building Pad Certification — Paradise, Ca
We were employed to provide compaction verification on the engineered fill in the newly constructed
building pad for the Broche Residence located 5100 Cliffhanger Drive in Paradise. The project
consisted of removing all organic and deleterious material from the building pad site and constructing
an import engineered till (ranging in depths of fill approximately 0-3 feet deep) which meets County of
Butte, CBC, and ASTM requirements.
• Our technicians found the import material contained in excess of 30% + 3/, inch material. Per ASTM
D1557 section 1.2 and ASTM D4718 section 1.3, we cannot proceed with conventional density testing
procedures on this material. Per our agreement with the Butte County Building Department, all
engineered fill would have to be monitored during construction to verify that adequate moisture
conditioning and compactive efforts were achieved.
We. monitored fill operations on site from 4-4-16 to 4-8-16. Pad was completed on this date.'

verified that all areas to receive fill were bearing on firm stable ground prior to any fill placement. All
engineered fill was moisture conditioned, placed in 8"-12" loose lifts and compacted with a sheepsfoot
compactor. We were on site for much of the fill operations and were satisfied with the compactive
effort throughout the import fill.
Based on our experience and witnessing much of the earthwork operations, we certify per Article 3,
sections 6735.5 and 6735.6a of the Business and professions Code that the engineered fill was properly
moisture conditioned and compacted in accordance with Chapters 18 and 33 of the 2013 California
• Building Code.

I am writing this letter to provide approval for.the construction methods used during the forming of the
foundation system for the new residence and garage.. The first item to address are the foundations at the
front of the garage which support the Simpson Strong Walls at each corner. After reviewing the
reinforcing and formwork present at the site it has been determined that the mass of the foundation as
formed will be sufficient to resist the overturning forces of the walls. In addition the anchors as placed are
also adequate to resist the imposed uplift forces. No, ties are required between the stem walls and slab of .
the garage.
The next item to address are the subslab level foundation walls which are greater than 36" above grade.
The walls at the rear high points extend to approximately 57" and have been verified to be adequate as
constructed without modification. The foundations previously poured are adequate for the imposed
loading and the stem wall reinforced with #5 vert @ 16" o.c. is sufficient to resist the bending forces
imposed on the wall. This wall has also been verified to be adequate without ties to the slab of house.
The final item is the piers at the rear porch supporting columns. The foundations were over excavated to
the native soil level at these locations.. ,It has been determined that the foundations may be poured at this
location and extended to the future slab location using sono tube formed columns. At the time that these
foundations are poured (4) #4 vertical bars will need to be wet set for the tie of the second pour of the
