The average lot size is 0.222 square feet. Approximately 0.20 acres (30%) of the parcel will remain in flood plain open space. The equivalent residential gross density of the development would be approximately 4.5 units per acre. The project site is located on the west side of 14th street approximately 250 feet south of Grand Avenue in the Thermalito area of Oroville. The property is within Oroville Airport compatibility zone "C." SUMMARY: Staff recommends ALUC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Oroville Airport. BACKGROUND: The project site size is 0.666 net acres and is located in the Thermalito area of Oroville. The site is approximately 1.4 miles northeast of the Oroville Airport runway 1-19. The current General Plan land use designation is Low Density Residential (1 acre parcels to 6.7 dwelling units per acre) and zoning is Agricultural Residential (AR). The project area is currently developed with one single family dwelling, which will remain. CRITERIA: ,' �> . • The subject parcels are located in Airport Compatibility Zone "C." • ACLUP density requirement is 4 or more dwelling units per acre (Table 2A). Hazards to flight include physical (e.g. tall objects), visual and electronic forms of interference (Policies 4.3.2 and 4.3.6) • Objects over 100 feet tall need airspace review. • Deed notice required. ANALYSIS: • The proposed parcel map to divide a 0.666 net acre parcel into 3 lots of 0.183, 0.190, and 0.284 square feet in size, with one dwelling per parcel. • Each parcel would qualify for a permanent 640 square foot attached second dwelling. • As proposed, the project's density of 4.5 dwelling units per acre is consistent with 2000 ACLUP compatibility zone "C" of a higher density of four or more dwellings per acre. • ACLUP density requirements of 4 or more dwelling units per acre (Table 2A). • Open space requirements are being met by the provision of flood plain open space, and a 1. road right-of-way of 80 feet in width and more than 300 feet long. • Proposed uses are residential dwellings - • No objects over 100 feet tall are proposed. • Deed notice required. C: Tentative Parcel Map D: Project Location illustrated on Oroville Airport Compatibility Map AV Butte County Department of Development Services i Airport Land Use Commission i 4 Silveira A04-08 Page 2of 5 EXHIBIT A BUTTE COUNTY AIRPORT LAND USE COMMISSION CONSISTENCY FINDINGS FOR: ALUC File No. A04-08: Silveira Tentative Parcel Map, APN 030-110-076 The Airport Land Use Commission has prepared the following findings based on data contained in the 2000 Butte County Airport Land Use Compatibility Plan (ACLUP) for the Oroville Airport, as well as site specific information submitted by the applicant and the ALUC staff. These data are based on the findings of a number of studies, documents, and reports generated by individuals, firms, and agencies recognized as having expertise in the field of Airport Land Use Planning and land use compatibility (refer to Exhibit B, List of References). The following findings have been prepared at the direction of the ALUC and are for the consideration of the Lead Agency when making a decision on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation was submitted for this project review. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. This is a proposed parcel map to divide a 0.666 net acre parcel into 3 lots of 0.183, 0.190, and 0.281 square feet in size. The average lot size is 0.222 square feet. The project would result in the density of 4.5 dwellings per acre. This density is consistent with the density requirement of Airport Compatibility Zone "C." C. Approval of the project without implementation of the requirement below would necessitate the adoption of Overriding Findings by a 2/3 vote of the governing body. Overriding Findings cannot be adopted as matters of opinion, heresay, or on the unsubstantiated fears and desires of the governing body. 1.
