FOR: Airport Land Use Commission Meeting of October 15, 2003 SUMMARY: Staff recommends AL UC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Oroville Airport. BACKGROUND: The project site is located in the Thermalito area of Oroville and is within the Oroville Sphere of Influence Area. The site is located approximately 1.6 miles northeast of the Oroville Municipal Airport runway 30, near the intersection of Feather Avenue and 10th Street. The current General Plan land use designation is Low Density Residential and zoning is Agricultural Residential. The site can potentially be developed with up to 6 dwelling units per acre. The site is currently developed with one single family dwelling and a barn. ANALYSIS: This is a consistency review for a proposed tentative subdivision map to create 28 parcels for single family dwellings. The project is a major land use action as defined by Policy 1.5.3(a)(3), "Proposed residential development, including land divisions, consisting of five or more dwellings units or parcels," of the 2000 Butte County Airport Land Use Compatibility Plan (ACLUP). According to the 2000 ACLUP for the Oroville Municipal Airport, the property is located in the Compatibility Zone "D" — Traffic Pattern. Compatibility Zone D has no limits on residential densities. It does prohibit uses that would be hazards to flight (e.g., tall objects, uses that attract birds, visual, and electronic forms of interference) and requires airspace review for any structures over 100 feet tall. The proposed dwellings are estimated to be 25 feet in height. The proposed project is consistent with density and height requirements. These data are based on the findings of a number of studies, documents, and reports generated by individuals, firms, and agencies recognized as having expertise in the field of Airport Land Use Planning and land use compatibility (refer to Exhibit B, List of References).
