Avigation Easement granting the right of continued use of the airspace above the project
parcel by the Oroville Municipal Airport and acknowledging any F.nd all existing or potential
airport operational impacts.

030-200-092: A consistency review for the addition of eight mobile home spaces
in an existing mobile home park. The mobile home park currently has 102 mobile
spaces on the 17.6 acre parcel. The project site is located on the north side of Oro
Dam Boulevard, approximately 420 feet west of 14'' Street. The mobile home park
is also located on the west side of 14`" Street, approximately 700 feet north of Oro
Dam Boulevard, Thermalito.
SUMMARY:
The project proposes to add eight (8) additional mobile home spaces to an existing 102 space
mobile home park. The project parcel is located within the C Compatibility Zone of the Oroville
Municipal Airport. Staff recommends that ALUC find the proposed mobile home spaces
consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Oroville
Municipal Airport.
BACKGROUND:
• The project parcel is 17.6 acres and is developed with 102 mobile homes, office, a single
family dwelling and a parking area.
• The property is within the sphere of influence of the City of Oroville and is zoned by Butte
County as C-1 (Light Commercial) and C-2 (General Commercial) and has General Plan
Land Use Designations of Commercial and Medium Density Residential.
• The proposed eight (8) mobile home spaces would increase the number of mobile homes to
110.
ANALYSIS:
• The project site is located approximately 0.84 miles east of the end of runway 1:19 and 0.61
miles to the southeast of the extended centerline of runway. 1:19. The project site is located
approximately 1.02 miles northeast of the end of runway 12:30.

• The residential density of 6.3 dwelling units per acre of the project is consistent with Airport
Compatibility Zone C.
• The project site is an existing mobile home park with 102 mobile =-fomes, a single family
dwelling, an office and parking area. The proposed eight (8) spaces will be located in an area
of approximately 0.65 acres (28,424 square feet) which is not large enough to provide open
space. However, more than 50 percent of the C Compatibility Zone is zoned Resource
Conservation and dedicated as open space.
• The project site is outside of the 55. dB CNEL noise contour
ENVIRONMENTAL DOCUMENTATION:
No environmental documentation has been completed for this project -:)y ALUC staff. Your

BUTTE COUNTY AIRPORT LAND USE COMMISSION
CONSISTENCY FINDINGS FOR:
ALUC File No. ALUC06-0001: Petlock(Chateu Mobile Home Park). -

The Airport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Oroville Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (Butte County) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by ALUC
staff. Your Commission's review of the proposed project and determination of
' consistency is not a "project" under the California Environmental Quality Act.
Determination of environmental review will be completed during the process of
the Tentative Subdivision Map by the Butte County Planning Division.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposed eight (8) mobile home space added to the existing 102 mobile
homes and the one single family dwelling will bring the project site density to 6.3
dwelling units per acre, which is consistent with Compatibility Zone C.

B. The project site area is too small to meet the open space requirement and the
overall project parcel is already more than 95% developed.
C. There is more than 50 percent of Compatibility Zone C zoned Resource
Conservation and dedicated as open space.
D. The project site is outside of the 55 dB CNEL noise contour.
E. No structures of the project will extend into protected airspace.
SECTION 3: PROJECT CONDITIONS:
1. Place as a condition of approval on the use permit: "Airspace review by the
Airport Land Use Commission is required for all objects over 100 feet in height.
