The purpose of the application is annexation to the City of Oroville and development of industrial and residential uses. The project parcels are located on the south side of Grand Avenue, approximately one-third of a mile west of 20`x' Street, Thermalito. SUMMARY: The project proposes an amendment of the City of Oroville General Plan and rezone for two parcels totaling approximately 75.6 acres within the C, B2 & B1 Compatibility Zones of the Oroville Municipal Airport. The purpose of the application is annexation to the City of Oroville and development of industrial and residential uses. Staff recommends that ALUC find the proposed general plan amendment and rezone consistent with the 2000 Butte County Airport Land Use Compatibility Plan for the Oroville Municipal Airport. BACKGROUND:. • The project parcels are currently undeveloped. • The project parcels are located approximately 1,800 feet north of the Oroville Municipal Airport. ANALYSIS: • The parcels are within Airport Compatibility Zones C (Traffic Pattern), B2 (Extended Approach/Departure Zone), B 1 (Approach/Departure Zone and Sideline Zone). • All proposed residential development is located in Compatibility Zone C. The project is required to come before ALUC as a General Plan Amendment as stated in the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP), Section -1.5.1(a) and a . pre -zoning associated with a future annexation of land to a city as stated in Section 1.5.3 (a)(2) • Parcel information is as follows: 1. ' The following findings have been - prepared at the direction of the ALUC and. are for the consideration of the Lead Agency (City of Oroville) when making a decision' on the project. SECTION 1: ENVIRONMENTAL FINDINGS A. No environmental documentation has been completed for this project by ALUC staff. Your Commission's review of the proposed project and determination of consistency is not a "project" under the California Environmental Quality Act. Determination of environmental review will be completed during the process'of annexation, the general plan amendment and rezone by the City of Oroville. SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT A. The City of Oroville's proposed general plan and pre -zoning designations for the parcels are consistent with the 2000 Butte County Airport Land Use Compatibility Plan. B The project exceeds the open space requirements by 1.0 acre (12.7 acres proposed versus 11.7 acres required) SECTION 3: PROJECT FINDINGS: A. The 75.6 acre project is subject to 3 different Airport Compatibility Zones: • Airport Compatibility Zone C (Traffic Pattern Zone) — 36.6 acres • Airport Compatibility Zone B2 (Extended Approach/Departure) — 26.3 acres • Airport Compatibility Zone B 1 (Approach/Departure Zone) — 2.7 acres B. No structures of the project will extend into protected airspace. C. Prior to the recordation of the Final, Map record as a separate instrument an , ' Avigation Easement granting the right of continued use of the airspace above the proposed parcels by the Oroville Municipal Airport and acknowledging any and all existing or potential airport operational impacts. ' 3.
