BACKGROUND: The property is within the unincorporated area southwest of Oroville. The current General Plan Land Use designation is (AR) Agricultural Residential and the zoning is AR -5 (Agricultural Residential, 5 -acre minimum). The City of Oroville has pre -zoned the site AR -10 (Agricultural Residential — 10 acre minimum). The site is currently undeveloped. The site is located approximately 6,700 feet (1.26 miles) south of runway 1-19 of the Oroville Airport. ANALYSIS: , i' This project is not a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALCUP). But under Section 1.5.3(d) "any other land use action, as determined by the local planning agency, involving a question of compatibility with airport activities," it was determined that a review was necessary. According to the ALUCP for the Oroville Airport, the property is located in a Traffic . . Pattern Compatibility Zone. "C" —Traffic Pattern. Two categories of compatible residential densities exist in Zone C: • C(1) - very low density (1 dwelling unit per 5 or more acres) • C(2) - higher density (4 or more dwelling units per acre) iButte County JFAirport Land Use Commission Ar -. 1 This two-option criterion is based on a determination that the intrusiveness of aircraft noise is the most significant compatibility factor in Zone "C safety is only a minor concern. The project site is approximately 3,000 feet south east of the 55 CNEL noise impact areas. Certain land uses are'prohibited in Compatibility Zone C, such as children's schools, day care centers, hospitals, and hazards to flight (i.e., uses that attract birds, tall objects, bright lights, and radio frequency emissions). Compatibility Zone "C" calls for a disclosure notice regarding airport noise, annoyance, and discomfort. The project does not qualify as an- infill development because all of the surrounding parcels are less dense than that proposed by the project (ACLUP Section 2.4.4.).
