An exemption to the grading permit may be requested if an environmental review is performed under the control of another regulatory agency. Environmental Review for Grading Permit GRD 1.4-0003; APN 041-040=056 Dear Mr. Oritt: The Grading Permit application you recently filed with Butte County Public Works has been referred to the Butte County Planning Division to determine the applicability of the California Environmental Quality Act (CEQA). The purpose of CEQA is to consider and disclose to the public the environmental implications of.any project that is being considered for approval by the. County. CEQA applies to all projects. that require discretionary approval, unless.the. project is determined to be exempt. In cases, grading permits are subject to the CEQA process and will require preparation of an Initial. Study and a Negative Declaration (IS -ND). Based. on a'preliminary review of your Grading Permit application, it was determined that your project will be subject to CEQA, thus requiring .an Initial Study to be prepared prior to approval of your. grading permit. To complete the .CEQA environmental review process, you have the option of either contracting with a private -firm to prepare the Initial Study or the County can prepare the document. In either case, the County would need additional fees (see attached invoice) to complete or review the Initial Study, and to bring your project before the decision authority for a determination. At this time, your grading permit application is considered incomplete until the requested fees are provided to the county. As an incomplete application, the County will not perform any further work towards your application including bringing it forward to the decision authority for consideration. The Planning. Since some of the work Mr. Oritt has performed in the past has encroached onto my property, I would like to be added to the grading permit application submitted and currently being processed by Mr. Chad Orit. Mr. Oritt is currently working to finalize the grading permit process.
