CLUP Review Paradise Skypark Airport — Issues Meeting Mr. Michelena gave a power point presentation on the Skypark Airport. He submitted a hard copy of , j the power point. He said he talked to the Airport Manager, Jaine Hutsell. He said they have one new application for a new hangar. He said the changes to the airport have been very minor over the . years. He said growth in the area has been minimal. Commissioner Baldridge asked for a definition of a "Community Use Airport." r 'Mr: Baker said he would bring back the definition at the next meeting. CLUP review Paradise Skypark Airport — Issues meeting and public input Mr. Michelena gave a brief summary of the project. He said the Paradise Skypark Airport is in the process of adding two additional hangers. He said the Airport is working on a new access road. He recommended the Commission adopt the two findings. Commissioner Lundy said the grading for the road is going on now. He said they will be constructing the road next winter. He said they are installing the hangers now. It was moved by Commissioner Harp, seconded by Commission Hennigan, and unanimously carried to adopt the following: A. Find that the Paradise Skypark Airport are adding two additional hangars, and are proposing a road located at the north end of the airport for access to hangers on the west side of the airport (to reduce/eliminate vehicle crossing of the runway). B. Background The following is a summary of the Paradise-Skypark Airport annual review conducted for 2004/2005. Land Use Review and Evaluation • The following tasks were completed in an effort to evaluate land use compatibility with the Paradise-Skypark Airport: ' A. Reviewed the ongoing development at the Paradise-Skypark Airport which included: + 1. The addition of two hangars (approximately 3,290 square feet each) located on the west side of the airport; and 2. A proposed road located at the north end of the airport for access to hangars on the west side of the airport (to reduce/eliminate vehicle crossing of the runway). ` B. Reviewed the Town of Paradise and County of. Background On May 19, 2004, the Commission instructed Staff to return with language for a motion to adopt . the finding of consistency of the land uses created in 2003 surrounding the Paradise Skypark Airport with the Butte County Airport Land Use Compatibility Plan (CLUP). Recommendation Staff recommends that the Butte County Airport Land Use Commission move to adopt the following: 1. ' That the Butte County Airport Land Use Commission finds that the land uses as approved and executed within the Airport Compatibility Zones surrounding the Paradise Skypark Airport from 2000 to 2003 are consistent with the Butte County Airport Land Use Compatibility Plan. 2. Further find that the Paradise Skypark Airport has added one additional hanger, had the FAA survey the airport in 2003 and had new measurements for the runways, and the airport was re -striped per FAA regulations and approved by Cal Trans. 3. Further find that Butte County and the Town of Paradise land use entitlements granted from 2000 to 2003, within the Paradise Skypark Airport Compatibility Zones, have been consistent with the Butte County Airport Land Use Compatibility Plan. The focal point of the April Meeting will be a general update on the Paradise Skypark Airport. There really haven't been any major changes to speak of. The last year I've been working with Cal -Trans to get the airport re- permitted. The PAA had the airport surveyed in January of 2003, the enact measurements of the runway are on the attached Airport Master Recon{ from the FAA's website. We are planning to build two new. buildings that make up four new hangars. 'They will go in on the north/east side of the nnnwa, hopefully we'll begin conswxtion by the end of summer. There is a high demand for hangars at the airport, about fifteen on the waiting list and counting. Also two months ago the airport was re -striped per FAA guidelines and approved by the Cal- Tlarl$. r . On occasion I receive a complaint or two from a resident surrounding the airport, but generally it's an informal complaint about someone doing a touch and go's or landing on runway 17 at night, which is not authorized The Skydive in Paradise business just recently announced that he is no longer going to be in business after June 1". This will significantly reduce the in and out traffic at the airport As far_ as the sunounding areas of the airport, I am not aware of any changes other than a new home on the skyline here and there.
