Map/Planned Development (VTSM 05-08), which would create 25 residential lots
and one commercial lot from a 5.23 acre parcel. The project site is located on the
south side of State Highway 32/Nord Avenue between West East Avenue and Rio
Linda Avenue/Glenwood Avenue, at 2281 Nord Avenue, Chico
SUMMARY:
Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use
Compatibility Plan for the Ranchaero Airport.
BACKGROUND:
• -The 5.23 acre parcel is currently developed with an existing dwelling, a commercial building, a
and accessory structures, all to be retained. An existing garage, wells and sep-ic tanks will be
removed.

rural residential uses to the northwest and southwest, and agriculture and commercial uses to
the north.
The property is within the unincorporated area of Butte County, but is in the process of being
annexed into the City of Chico.
• The project area is designated Medium Density Residential by the Butte CoLnty Land Use
Element of the General Plan and is zoned A-10 (Agricultural 10 -acre minimum).
• The project area is designated Low Density Residential by the City of Chico's General Plan
and is pre -zoned R-1 (Low Density Residential).
4' Residential lot sizes range in size from 5,200 square feet (0.12 ac) to 10,765 square feet (0.25
ac). Proposed uses are single family dwellings.

Note 1. Residential development should not contain more than the indicated number of dwelling units (both.
primary and secondary) per gross acre. With clustering, some parcels may be much smaller than the
others as long as the maximum overall density criterion is not exceeded. ClLstering of units is
encouraged in Compatibility Zones B2 and C — see Policy 4.2.6 for limitations. .
6. The total number of people permitted on a project site at any time, except rare special events, must not
exceed the indicated usage intensity times the gross acre of the site. Rare special ev:nts are ones (such
as an air show at an airport) for which a facility is not designated and normally not used and for which

'The project would result in 25 residential lots, which is a density of 4.96 dwelling units per
acre (with an average gross parcel size of 0.24 acres) and one commercial lot, with an
existing commercial use, which will allow up to 9.5 people on the site (50/ac x ).19 acres).

The existing commercial use has two employees and averages no more than 1 or 2 customers .

Requirements in the "C" Compatibility Zone require that 10 percent of the zone remain open
(� space. More than 75 percent of the "C" Compatibility Zone around the Ranchaero Airport is
zoned agricultural and is on the agricultural side of the greenline. Wi:h the large area of
agricultural uses in the "C" Compatibility Zone, west, south and northwest of the airport, the
10 % open space requirement for the "C" zone is being met. -

and is located directly east of extended runway centerline.

CONSISTENCY FINDINGS FOR ALUC File No. 05-24 (Marshall and Conroy),

The Airport Land Use Commission (ALUC) has prepared the following findir_gs based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Ranchaero Airport,
as well as site specific information submitted by the applicant and ALUC staff
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (City of Chico) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by ALUC
staff. The City of Chico planning staff will complete an environmental initial
study and make a determination per the California Environmen`al Quality Act as
part of their processing of the vesting tentative subdivision map.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal for the Vesting Tentative Subdivision Map/Planr_ed Development
(S/PDP 03-18), which would create 25 residential lots and one (l) commercial lot
on 5.23 acres, is consistent with Compatibility Zone "C" as found in. the 2000
Airport Land Use Compatibility Plan for the Ranchaero Airport.
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zone C as listed in the 2000
Airport Land Use Compatibility Plan for the Ranchaero Airport,
B. The project is consistent with Compatibility Zone C based on the dwelling units
per acre exceeds the minimum of 4 dwelling units per acre and the average parcel
size is less than or equal to 0.25 acres.
C. The project is consistent with Compatibility Zone C based on the commercial
business having on average less than 9 people on site at any given time.
D. The Compatibility Zone C open space requirement of 10% is more than being met
off-site by the existing agricultural uses located to the east, northwest and south.
F. The City of Chico has a height restriction in the R-1 zone of no more than 35 feet
for the primary residence and 25 feet for any accessory structures.
G. The project site is outside of the 55 dB CNEL noise contour.

SECTION 4: PROJECT CONDITIONS:
1. Provide a deed notice for the sale of all resulting lots notifying purchasers of the

than 100 feet tall.

CONSISTENCY FINDINGS FOR ALUC File No. 05-24 (Marshall and Conroy),

The Airport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the RanchaeroAirport, Deleted: Chico
as well as site specific information submitted by the applicant and ALUC staff. Deleted: Mnnicipai
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (City of Chico) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation has been completed for this project by ALUC
staff. The City of Chico planning staff will complete an environmental initial
study and make a determination per the California Environmental Quality Act as
part of their processing of the vesting tentative subdivision map.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal for the WORDS MISSING ..03-18), which would create 25
residential lots and one (1) , commercial lot on 5.23 acres, is consistent with
Compatibility Zone "C" as found in the 2000 Airport Land Use Compatibility
Plan for the Ranchaero Airport.
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zone C as listed in the 2000
Airport Land Use Compatibility Plan for the Ranchaero Airport.
B. The project is consistent with Compatibility Zone C based on the dwelling units
per acre exceeds the minimum of 4 dwelling units per acre and the average parcel
size is less than or equal to 0.25 acres.
C. The project is consistent with Compatibility Zone C based on the commercial
business having on average less than 9 people on site at any given time.
D. The Compatibility Zone C open space requirement of 10% is p5 ii g_met- of)=site Deleted: n,,—,e than

than 100 feet tall.
