ITEM: ALUC File No. A03-06 (Pinkert), APN 042-640-016: A consistency
review for a proposed parcel map to divide a 1.01 -acre parcel into three
single-family residential lots: Two lots of 0.26 acres each and one lot of
0.49 acres. The residential density of the development would be 2.97
units per acre. The project site is located at the southwest corner of Oak
Way and Glenwood Avenue, West Chico area.
FOR: Airport Land Use Commission Meeting on July 16, 2003
SUMMARY: Staff recommends that ALUC find the project inconsistent with the 2000
Airport Land Use Compatibility Plan for the Ranchaero Airport.
BACKGROUND:
The property is within the unincorporated area in the West Chico area, but an application
for incorporation into the City of Chico is currently being processed. The current
General Plan Land Use designation is Low DensityResidential and the zoning is A -SR
(Agricultural, Suburban Residential). The City of Chico has prezoned the site as R-1
(Low Density Residential). The site is developed with a single family dwelling on Parcel
The site is located approximately 5,212 feet (0.987 miles) northwest of runway 15 of the
ANALYSIS:
This project is not a major land use action as defined by Policy 1.5.3 of the 2000 Butte
County Airport Land Use Compatibility Plan (ALCUP). Section 1.5.2 of the ALUCP
states that it is Commission .policy that only major land use actions listed in Policy 1.5.3
shall be submitted for review. However, the City of Chico has elected to submit the
parcel map project to ALUC for consistency review.
According to the ALUCP for the Ranchaero Airport, the property is located in as Traffic_�
Pattern Compatibili Zone "C" — Traffic Pattern. Two categories of compatible
residen is ensities exist in Zone C:
• C(1) - very low density (1 dwelling unit per 5 or more acres)

• C(2) - higher density (4 or more dwelling units per acre)
This two -option criterion is based on a determination that the intrusiveness of aircraft
noise is the most significant compatibility factor in Zone "C"; safety is only a minor
concern. The concept is that noise concerns can be minimized either by limiting the
number of dwellings in the affected area or by allowing high densities which tend to have
comparatively high ambient noise levels.
Certain land uses are prohibited in Compatibility Zone C, such as children's schools, day
care centers, hospitals, and hazards to flight (i.e., uses that attract birds, tall objects,
bright lights, and radio frequency emissions). Compatibility 'Zone "C" calls for a
disclosure notice regarding airport noise, annoyance, and discomfort.
The project does not qualify as an infill development because all of the surrounding
parcels are less dense than that proposed by the project (ACLUP Section 2.4.4.).
As proposed, this parcel map project is not consistent with either of the two residential
densities required by Compatibility Zone C. The residential density of the project

The Airport Land Use Commission has prepared the following findings based on data contained
in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Ranchaero Airport, as well as
site specific information submitted by the applicant and the ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted at the time of project review.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal to divide a 1.01 -acre parcel into three single-family residential lots:
Two lots of 0.26 acres each and one lot of 0.49 acres, located at the southwest
corner of Oak Way and Glenwood Avenue, West Chico area is not consistent with
either options of Compatibility Zone C as found in the 2000 Airport Land Use
Compatibility Plan for the Ranchaero Airport
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zone "C" as listed in the 2000
Airport Land Use Compatibility Plan (ALUCP) for the Ranchaero Airport.
B. The project would result in a density of 2.97 dwellings per acre. This density is
too dense to meet the density requirement of option C(l) and is not dense enough
to meet the density requirement of option C(2).
C. The project does not meet the requirements for infill development as defined in
Section 2.4.4. of the 2000 Airport Land Use Compatibility Plan. -
