Commissioner Harp commented that •if the County had approved the'CLUP this item would not be before the Commission. _ ' ;• }' Mr. Baker informed the Commission on the progress with the General Plan update.. • Chairman Wallrich asked if staff had anything from the State.i, Mr. Baker said the State has reviewed the Housing Element. He explained the process. Commissioner Rosene asked if the Fire Department J had a problem with the long, cul-de-sac associated with this project. = Mr. Michelena said the cul-de-sac would be dealt with at the subdivision hearing. 0" _, Commissioner Rosene questioned_ this subdivision being, in a flood plain .and.asked if this was a problem. _ Mr. Baker informed the Commission'that in order. for* this application to be deemed complete; the x' application has to be found consistent with the CLUP. Rosene was concerned that the layout of the subdivision would substantially change from what.the Commission is looking at today. The project site is located east of Highway 99 and to the north side of the proposed Kitty Hawk Drive, Chico. r SUMMARY: Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The project is comprised of two parcels which are currently undeveloped. • The property is within the Area of Cooperation between the City of Chico and Butte County. • The property is zoned both Suburban Residential 1 -acre minimum (SR -1) and Open Space and has a General Plan Land Use Designation of Agricultural Residential.. • The proposed subdivision map would create 53 single-family residential lots with a density - of approximately 1.03 dwelling units per acre. • Parcel sizes range from 0.6753 acres to 1.3258 acres. • The project site is located approximately 1.8 miles west of runways 13L -31R and 13R -31L of the Chico Municipal Airport. The project site is within Airport Compatibility Zone D (Traffic Pattern). ANALYSIS: • This project is a major land use action as defined by Policy 1.5.3 of the 2000.
