RULES APPLYING TO PUBLIC COMMENTS
1. Members of the public wishing to address the Commission upon any subject within the jurisdiction of Butte AL UC may do

Commission may not act on any matter so raised and will. have to put off action until a meeting at which the matter can be

property is zoned SR -1 and the lots will be developed with single family residences.
The site is located on the east side of Highway 99, approximately 3,500 feet south
of Garden Brook Drive, north of Chico.
FOR: Airport Land Use Commission Meeting on February 19, 2003
SUMMARY: Staff recommends that ALUC find the project consistent with the 2000 Airport Land
Use Compatibility Plan for the Chico Municipal Airport.
BACKGROUND:
The property is within the unincorporated area around Chico. The current General Plan Land Use
designation is Agricultural Residential and the zoning is SR -1 — Suburban Residential 1 -acre minimum
parcel size. The site is currently undeveloped. The site is located approximately 9,500 feet
perpendicular and west of the north end of runway 13L -31R of the Chico Municipal Airport.
The applicant is proposing to submit a tentative subdivision map to the Butte County Department of
Development Services -in the near future:- The map would -create 50 lots on approximately 28 acres
with approximately 22 acres of open space. The average density would be one dwelling .unit per acre
though the parcels would generally'be about.'/-acre.--in-size.
ANALYSIS:
According to the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, the property is located in a Traffic Pattern Compatibility Zone "D" — Other Airport Environs.
Compatibility Zone D has no restrictions with respect to residential density and only precludes uses
that represent "hazards to flight" such as tall objects, electronic forms of interference, etc. The
development of the property with single family residences would not create any of these hazards to
flight.
The proposed application is being made under the County's flexible lot size provisions. The applicant
is clustering the density on approximately 55% of the site, leaving the remainder in open space. When
the ALUC reviewed the flexible lot size ordinance, it recommended that the use of the provision not
be allowed within any airport area of influence. This blanke prohibiiotn may have been a little short-
sighted, particularly for the C2 and D compatibility zones where higher density is not an issue. Given
that a higher density zone allowing '/z acre parcels would be compatible in the D zone, prohibiting 1/2

parcels sole because they are being created through the flexible lot size provision, is not consistent
with the purpose of the Airport Land Use Compatibility Plan.
Environmental Documentation: No environmental documentation has been completed for this
project.
RECOMMENDATION:
Staff recommends that the Butte County Airport Land Use Commission find ALUC File No. A03-02
(Pat Guernsey TSM) consistent with the 2000 Airport Land Use Compatibility Plan for the Chico
Municipal Airport.

CONSISTENCY FINDINGS FOR:

The Airport Land Use Commission has prepared the following findings based on data contained in
the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, as well
as site specific information submitted by the applicant and the ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the consideration
of the Lead Agency (City of Chico) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted at the time of project review.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal to subdivide 50.91 acres into 50 single-family residential lots, clustering
the development on 28 acres and leaving 22 acres in open space, with an average
density of 1 dwelling unit per acre is compatible with the 2000 Airport Land Use
Compatibility Plan for the Chico Municipal Airport
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zone "D" as listed in the 2000
Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport.
B. The resulting residential density will be approximately 1 dwelling unit per acre
which is consistent with the recommended allowable density for Compatibility
Zone "D."
