Tentative Subdivision Map (Tom Provost), APN 016-019-028 (was 048-
034-019): A consistency review for the proposed Woodbrook Subdivision
Vesting Tentative Subdivision Map, which would divide a 5 -acre parcel
into 26 single family residential lots. The property is located on the west
side of Mariposa between East Lassen Avenue and East Avenue, northeast
Chico area.
SUMMARY:
Staff recommends that ALUC find the project consistent with the 2000 Butte County
Airport Land Use Compatibility Plan.
BACKGROUND:
• The property is 5 acres in size and is currently developed with a mo-:)ile home and
several accessory structures. Surrounding uses include dwellings and undeveloped
parcels.
• The property is within the incorporated limits of the City of Chico. TLe project area
is designated Low Density Residential on the City of Chico General Plan Land Use
Diagram and is zoned for low density residential lots.
• Twenty-six (26) parcels are proposed, ranging in size from 5,757 s:quare feet to
10,020 square feet. Proposed uses are single family dwellings. One -of the lots is
proposed to be utilized for a stormwater detention basin unless anoth,�.-r method of
stormwater detention (such as underground pipes) is utilized.
• The highest existing elevation of the project site is approximately 226 feet above sea
level.
• The project site is located approximately 1.8 miles southeast of runway 31R/13L of
the Chico Municipal Airport and is located approximately 1,600 feet (0.3 miles) east
of the extended centerline of Runway 3 1 R/I 3L.

0 The project site is outside the 55 dB CNEL noise contour as shown on Exhibit 4F
(Noise Impacts — Expanded Forecast) of the 2000 Airport Land Use Compatibility
Plan). Exhibit 4G (Noise Impacts — Peak Fire Attack Day) shows that the project site
is within the 55 dB CNEL noise contour. Policy 4.1.3 (Noise Exposure in Residential
Areas) of the 2000 Airport Land Use Compatibility Plan states that 60 dB CNEL is
the noise standard for the area south of the Chico Municipal Airport due to the
different character of the airport usage (greater traffic volume, large�r aircraft) and the
existing urbanized nature of the land uses in this area.
ANALYSIS:
• This project is a major land use action as defined by Policy 1.5.3 cf the 2000 Butte,
County Airport Land Use Compatibility Plan (ALUCP).
• The primary compatibility criteria for the C Compatibility Zone a:. -e shown on the
following table:

Note 1. Residential development should not contain more than the indicated number of dwelling units (both primary and
secondary) per gross acre. With clustering, some parcels may be much smaller than the others as gong as the maximum
overall density criterion is not exceeded. Clustering of units is encouraged in Compatibility Zones 32 and C — see Policy
4.2.6 for limitations.
0 Projects located within the C Compatibility Zone have the optior-, of having a
residential density, of I dwelling unit per five acres or greater, or a density of 4
dwelling units or greater per acre. The two -option criterion is based upon a
determination that the intrusiveness of aircraft noise is the mc-st significant
compatibility factor in Zone C; safety is only a minor concern. The concept is that
noise concerns can be minimized either by limiting the number of dwellings in the
affected area or by allowing high densities which tend to have comparatively high
ambient noise levels.
0 The project would result in 26 parcels on 5 acres, which is a density of 5.2 dwelling
units per acre (with an average parcel size of 0.19 acres). This density is consistent
with Compatibility Zone C, which requires a residential density of ---our or more
dwellings per acre and an average parcel size of 0.2 or less.

The height of the tallest object on the project. site is anticipated to be approximately
30 feet above ground level, which equates to approximately 256 feet mean sea level.
This, is well below the FAR Part 77 protected airspace for the Chico Municipal
Airport.
Open Space Requieements
Table 2A (Primary Compatibility Criteria) of the 2000 Aim, ort Land Use
Compatibility Plan requires a 10% open space in the C Airport Compatibility Zone.
The notes for Table 2A and Section 4.2.5(c) of the 2000 Airport Land Use
Compatibility Plan state that the open land requirements are intended to be applied
with respect to an entire zone. Application of open space requirements to individual
development proposals is at the discretion of the local jurisdiction and is dependent
upon the size of the development.
Ten percent of the project site would be' 0.5 acres. The small size of the project site
generally precludes any open space that would be usable in the event of an emergency
landing. One of the lots on the project site may be utilized for a storm-vater detention
basis, which is basically open space. However, the lot that may be used is 5,757
square feet in size (101 ft. x 57 ft.), which amounts to approximately 2.6% of the'
project site. This lot, which may ultimately be developed with a dwelling, would not
be usable in the event of an emergency landing.
The C Airport Compatibility Zone that the project site is located in is approximately
986 acres in size. Ten percent i of that amount is 99 acres. Staff conducted a cursory
analysis of the existing open areas within the C zone and found the fdlowing open
areas which appear to be usable in the event of an emergency landing:
14.5 acres O*wed by the City of Chico, just south of the Sycamore Diversion
Channel
3.5 acres owned by the City of Chico, north end of Marigold Avenue
17 acres owned by City of Chico along Lindo Channel, between SR -99 and
Floral Avenue
0 142 acres, several privately -owned parcels, west of Floral Avenue, south of
the Sycamore Diversion Channel,
0 51 acres, several privately -owned parcels,northeast of East Eaton Road, south
of the Sycamore Diversion Channel
0 71 acres, consisting of eight privately -owned parcels, generally located south
of East Eaton Road, bounded by Mariposa Avenue to the west Find Cactus
Avenue to the east.
The 10% open space requirement currently exists, but continued development in this
zone will gradually reduce the amount of open space. The last parcels to develop in
this zone may be required to provide area for open space to ensure that the I 0%'open
space requirement is met.

ENVIRONMENTAL DOCUMENTATION:
No environmental documentation has been completed for this project by ALUC staff.
-The City of Chico staff will complete an environmental initial study and make *a
determination per the California Environmental Quality Act as part of their processing of
the vesting tentative subdivision map.
RECOMMENDATION:
Staff recommends that the Butte County Airport Land Use Commission find ALUC File
No. A 05-09 (Woodbrook'Subdivision S 04-20 Vesting Tentative Subdivision Map)
consistent with the 2000 Airport Land Use Compatibility Plan.

SUBDIVISION S 04-20 VESTING TENTATIVE SUBDIVISION MAP), APN 016-

The Airport Land Use Commission (ALUC) has prepared the following findings based
on data contained in the 2000 Airport Land Use Compatibility Plan iALUCP) for the
Chico Municipal, Airport, as well as site specific information submitted by the applicant
and ALUC staff.
-The following findings have been prepared at the direction of the ALUC and are for the'
consideration of the Lead Agency (City of Chico) when making a decisicn on the project.
'SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted at the time of project review.
The City of Chico staff will complete an environmental initial study and make a
determination per. the California Environmental Quality Act as part of their
processing of the vesting tentative subdivision map.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal for the Woodbrook Subdivision S 04-20 V, -,sting Tentative
Subdivision Map, which would divide a 5 -acre parcel into 26 single family
residential lots, is consistent with Compatibility Zone C as found in the
2000 Butte County Airport Land Use Compatibility Plan.
SECTION 3: PROJECT FINDINGS:
A. The project is consistent with Airport Compatibility Zone C because the
average number of the dwellings within Compatibility Zone C would be'
greater than four (4) per acre.
B. No structures on the project site would extend into protected airspace.
C. The project site is outside of the 60 dB CNEL noise contour.
SECTION 4: PROJECT CONDITIONS:
1. Provide a deed notice for the sale of all resulting lots notifying purchasers
of the proximity. of the airport and the potential for possibl-I noise -related
impacts in an ALUC-approved disclosure notice.
2. Airspace review by the Airport Land Use Commission shE.11 be required
for objects greater than 100 feet tall.
