Carl,
I spoke with Ed at the City of Chico earlier this week and discussed the fee for this project. At that time
it was unclear how the new ALUC fee would apply to the cities. Since then I spoke with Felix and
confirmed that the ALUC fee would be $1,531 and that it would apply to the areas within the.city limits
that need to be reviewed by ALUC.
I indicated required fee to Ed this afternoon just after the IDR meeting. Please confirm that Ed does
understand that we will need the balance of the fee to process this application.

Tentative Subdivision (Quevedo)
With this letter, the City of Chico Planning Division is forwarding a Butte County Airport Land Use
Commission (ALUC) application for consistency findings for the above -referenced project. Per our
telephone conversation of March 22, 2004, enclosed is the application and a check for $300. Also,
enclosed for your review is a location map, a copy of the subdivision map, and a copy of the
compatibility zone map which identifies the project site as within the boundaries of Zone C.
The project consists of a tentative subdivision map to create 8 single-family residential lots on
approximately 1.45 acres. Based on the total number of units proposed (8), the project would result
in a density of approximately 5.5 units per acre. The average lot size is 6,752 square feet and the lot
sizes range from 6,438 to 8,242 square feet. The property is located between on the east side of
Floral Avenue at north end of Pauletah Place, approximately 270 feet north of Glenshire Lane. The
property is identified as Assessor's Parcel.No. 048-034-053. The subject area is designated Low
Density Residential (2.01 to 6 dwelling units per acre) on the City of Chico General Plan Diagram
and is zoned Rl Low Density Residential. The project is consistent with the General Plan
designation and zoning for the area.
We would appreciate staff's assistance in either determining that this project does not need
to proceed to ALUC due to its consistency with the provisions of Zone C (which allows either
lots five acres or larger or residential development at densities'over four units per acre), or,
should it be deemed necessary, scheduling this item for the next available ALUC meeting.

on approximately 1.45 acres. The project density is 5.5 dwelling units per acre. The proposed
subdivision is located on the south side of Pauletah Place, 300 feet east of Floral Avenue, and
approximately 270 north of Glenshire Lane. The property is identified as Assessor's Parcel No. 016-

residential lots. The project site is located on the east side of Floral Avenue, north
of Glenshire Lane, northeast Chico area.
SUMMARY:
Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use
Compatibility Plan for the Chico Municipal Airport.
BACKGROUND:
I . The property is developed with two existing single family residences, one of which shall be
removed.
2. The property is within the incorporated limits of the City of Chico and is zoned R-1 (Low
Density Residential).
3. The proposed subdivision map would create 8 single-family residential lots with a density of
approximately 5.5 dwelling units per acre.
4. The average lot size for the proposed single-family lots is 6,752 square feet.
5.- The project site is located approximately 1.9 miles southeast of runway 13L/31R of the
Chico Municipal Airport, and is east of the extended runway centerline.
6. The project site is within Airport Compatibility Zone C (Traffic Pattern Zone).

3. Projects located within Compatibility Zone C have the option of complying with the
Residential Density criteria in either the C- I or C-2 Compatibility Zones.
4. The two -option criterion is based upon a determination that the intrusiveness of aircraft noise
is the most significant compatibility factor in Zone C; safety is only a minor concern. The
concept is that noise concerns can be minimized either by limiting the number of dwellings
in the affected area or by allowing high densities which tend to have comparatively high
ambient noise levels. I
5. The proposed project, with a residential density of 5.5 dwelling units per acre, is consistent
with Compatibility Zone C-2 because the project would have a density of greater than 4
dwellings per acre.

The A ' irport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (City of Chico) when making a decision on the project.

A. No environmental documentation was submitted at the time of project review.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal for the Wandering Hills Tentative Subdivision Map, to divide a 1.45
acre parcel into 8 single-family residential lots, is consistent with Compatibility
Zone C as found in the 2000 Airport Land Use Compatibility Plan for the Chico
Municipal Airport.
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zones C as listed in the 2000
Airport Land Use Compatibility Plan for the Chico Municipal Airport.
B. The residential density of the project is consistent with Airport Compatibility
Zone C because the density of the project would be greater than 4 dwelling units
per acre.
SECTION 4: PROJECT CONDITIONS:
I Provide a deed notice for the sale of all resulting lots notifying purchasers of the
proximity of the airport and the potential for possible noise related impacts in an
ALUC-approved disclosure notice.
