Mr. Baker gave a brief iummary, of the project.
Commissioner Grierson asked where ihe two inbaium de'nsity-lots were located!
Mr. Betts said Parcels.1 afid 2 at the south end of the project site.
C6mmissioner Harp asked if the 5.37 acres f6r open space was wetlands.
Mr. Betts said the open space area,is the Sycamore Creek Diversion Channel.
Commissioner Harp again- asked if this item ig before the Commission because the General Plan is
not in conformity with the CLUP and staff answered yes.
Commissioner Grierson a�sked.if the 5.37.acres is considered part of the 10% open space requirement.
Mr. Betts said it 6ould be.
Chairman Wallrich said neither the City of Chico nor the County Were requiring 9pen'spdce at this
point.
Mr. Betts said "no", fiot on a project by project bases.
Commissioner Hennigan,corhmented that the drainage channel was more useful as open space than a
tiny rind around a -building. He said the drainage channehs long and narrow and would be a place
where an airpla ne under partial control could be guided.,

105: A consistency review for the proposed Foothill Park East Units 6, 7,
8, & 9 Tentative Subdivision Map, which would divide a 56.48 -acre parcel
into 102 single-family residential lots and two medium density residential
lots. The project site is located on the north and south sides of the
proposed Eaton Road extension, between Marigold Avenue and the
Sycamore Creek Diversion Channel, northeast Chico area.
STAFF RECOMMENDATION:
Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use
Compatibility Plan for the Chico Municipal Airport.
BACKGROUND:
• The property is not developed.
• The property is within the incorporated. limits of the City of Chico and is zoned R-1
and R-2.
• The proposed subdivision map would create 102 single-family residential lots and
two medium density lots, with an overall average density of approximately 6.8
dwelling units per acre.
• The average lot size for the.proposed single-family lots is 9,059 square feet (4.8
dwelling units per acre).
• The two proposed medium density residential lots would have 6.01 to 14 dwelling
units per acre.
• A 5.37 -acre open space lot ("Lot A") is proposed, which would'result in the project
having approximately 10% permanent open space.

• The project site is located approximately 2.3 miles southeast of runway 31R/13L of
the Chico Municipal Airport.
• The project site is within Airport Compatibility Zone C (Traffic Pattern).
• Two categories of compatible residential densities exist in Zone C:
o C(l) - very low density (1 dwelling unit per 5 or more acres)
o C(2) - higher density (4 or more dwelling units per acre)
