Byrd, RAR Enclosures Butte County Department of Development Services Planning Division Airport Land Use Commission December 17, 2003 Meeting AGENDA ITEM — E.2 TO: Honorable Chair and Airport Land Use Commission FROM: Steve Betts, Senior Planner DATE: December 2, 2003 ITEM: ALUC File No. A04-09 (Drake Homes), APN 048-020-102,103,104, & 105: A consistency review for the proposed Foothill Park East Units 6, 7, 8, & 9 Tentative Subdivision Map, which would divide a 56.48 -acre parcel into 102 single-family residential lots and two medium density residential lots. The project site is located on the north and south sides of the proposed Eaton Road extension, between Marigold Avenue and the Sycamore Creek Diversion Channel, northeast Chico area. STAFF RECOMMENDATION: Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. BACKGROUND: • The property is not developed. • The property is within the incorporated. limits of the City of Chico and is zoned R-1 and R-2. • The proposed subdivision map would create 102 single-family residential lots and two medium density lots, with an overall average density of approximately 6.8 dwelling units per acre. • The average lot size for the.proposed single-family lots is 9,059 square feet (4.8 dwelling units per acre). • The two proposed medium density residential lots would have 6.01 to 14 dwelling units per acre. • A 5.37 -acre open space lot ("Lot A") is proposed, which would'result in the project having approximately 10% permanent open space. AV Butte County Department of Development Services N Airport Land Use Commission Ar Drake Homes A04-09 Page lof 4 • The project site is located approximately 2.3 miles southeast of runway 31R/13L of the Chico Municipal Airport. • The project site is within Airport Compatibility Zone C (Traffic Pattern). • Two categories of compatible residential densities exist in Zone C: o C(l) - very low density (1 dwelling unit per 5 or more acres) o C(2) - higher density (4 or more dwelling units per acre) ANALYSIS: 9 This project is a major land use action as defined by Policy 1.5.3 of the 2000 Butte County Airport Land Use Compatibility Plan (ALUCP). 0 The project does not qualify as an infill development because most of the surrounding parcels are less dense than that proposed by the project (ALUCP Section 2.4.4.). 0 The primary compatibility criteria for the C Compatibility Zone is shown on the following table. Zone Residential Density Req'd Open Land Prohibited Uses Other (du/ac) Development Conditions (1) :5 0.2 (average parcel size 10% Children's Airspace review t 5.0 acres) schools, day care for objects >100 C center, libraries, feet tall; deed (2) t 4.0 (average parcel size hospitals, nursing notice :5 0.2 acres) homes, hazards to flight xtracted fr m Table 2A of the 2000 ALUCP The project, with an overall residential density of 6.8 dwellings per acres, is consistent with Compatibility Zone C(2). Environmental Documentation: No environmental documentation has been completed for this project. RECOMMENDATION: Staff recommends that the Butte County Airport Land Use Commission find ALUC File No. A04-09 (Drake Homes) -consistent with the 2000 Airport Land Use Compatibility Plan for the Chico Municipal Airport. In addition to the application and a check for $300, enclosed for your review is a copy of the subdivision map with locat ' ion map, and a copy of1he compatibility zone map which identifies the project site as located within the boundary of Zone C. The project consists of a vesting tentative subdivision map to create 102 single-family residential lots and two medium density residential lots on approximately 56.48 acres at an average density of approximately 6.8 dwelling units per acre. The proposed project also includes Lot A consisting of a 5.37 acres located adjacent to the Sycamore Creek Diversion Channel for "Designated Open Space." The average lot size for the single-family lots is 9,059 square feet and the two multi -family residential lots total 16.74 acres. The property is located on the both sides of the proposed Eaton Road extension, between Marigold Avenue and the Sycamore Creek Diversion channel, and is identified as Assessor's Parcel Nos. 048-020-102 through 105. The lots proposed for single-family residential development are designated Low Density Residential (2.01 to 6 dwelling units per acre) and the lots proposed for multi-farnily residential development are designated Medium Density Residential (6.01 to 14 dwelling units per acre) on the City of Chico General Plan Diagram. The lots are zoned R I Low Density Residential a * nd R2 Medium Density Residential respectively. The project is consistent with the General Plan designations and zoning districts applicable to this area. We would appreciate staffs assistance in either determining that this project does not need to proceed to the Commission due to its obvious consistency with the provisions of Zone C (which allow residential development at densities over four units per acre), or scheduling this item for the next available ALUC meeting should that be deemed necessary. As noted above, the overall density of the project is approximately 6.8 dwelling units per acre. In addition, approximately 10% of the project area has been designated as permanent open space. Your assistance in processing'this application would be greatly appreciated. Please feel free to call me at (530) 895-474,4 if you have any questions. 0; G& Made From Recycled Paper COMMUNITY DEVELOPMENT BUTTE COUNTY DEPARTMENT PLANNING VMOS NOV 12 2003 4iIIIIIIIN-P 411 Win Street DEVELOPMENI CITYoFCHICO P.O. box 3420 INC. 187Z SERVICES Chico, CA 95927 (530) 895-4851 Fax (530) 895-4726 November 7, 2003 http://www.ci.chico.ca.us Butte County Airport Land Use Commission c/o Joe Baker 7 County Center Drive Oroville, CA 95965 RE: Request for ALUC Review - Vesting Tentative. -Subdivision Map, Foothill Park East Units 6, 7, 8 & 9 (Drake Homes) With this letter, the City of Chico Planning Division is forwarding a Butte County Airport Land Use Commission (ALUC) application forconsistency findings for the above -referenced project.
