Dolores Horn, Secretary I APPROVAL OF THE DRAFT MINUTES FOR THE JUNE 19,2002 MIEETING It was moved by Commissioner Grierson, seconded by Commissioner Lambert, and unanimously carried to adopt the minutes of the lune 19, 2002 meeting as presented. ACCEPTANCE OF THE AGENDA A motion was made by Commissioner'Grierson, seconded by Commissioner Harp, and unanimously carried to accept the Agenda as presented., BUSINESS ITEMS ITEMS WITH PUBLIC HEARING 1. ALUC File No. A02-07 Drake Homes, APN 048-020-109: A consistency review for a proposed Tentative Subdivision Map to create 38 single-family residential lots from a 10.87—acre parcel. The site is in the Foothill Park East area just west of the intersection of Ceanothus Avenue and Valley Forge Drive, Chico. Mr. Craig Sanders presented the staff report. He stated that the subject area is zoned R-1 with a low density residential designation of the City's General Plan. He added that the Drake Home subdivision is part of a larger Master Plan called Foothill Park East and the conceptual- layout and densities were adopted by the City of Chico in 1997. He also said that at the time, it was reviewed by ALUC and the project moved forward despite initial debate. over densities. In addition, Mr. Sanders clarified that the project is before the' Commission because there is an adopted 2000 ALUCP for the Chico Airport and since the City of Chico has not come forward with their General Plan amendments yet, the project needs to be reviewed by the Commission. Mr. Sanders explained that the project is in Compatibility Zone "C." He further stated that the proposed phase for this subdivision has an average density of 3.5 dwellings units per acre. However, staff is recommending the Commission fmd the application consistent due to road systems that have been established by a previous subdivision and the overall density,of Foothill Park East does meet the density called for in the 2000 ALUCP of 4.6 dwelling units per acre. Mr. Sanders added that an Avigation Easement has been granted for this property. Commissioner Rothe asked Commissioner Grierson if there was a history of noise complaints received in the mentioned area of Compatibility Zone B-1. Commissioner Grierson responded that the airport receives routine complaints; he also stated that this. area is within the air tanker corridor and is active during the fire season. The current General Plan land use designatiod is Low Density Residential and the zoning is R- 1, Low Density Residential. The site is currently undeveloped but is a phase of the larger master -planned subdivision, Foothill Park East, previously approved with conceptua ' I layout and densities by the City of Chico. The site is located approximately 10,200 feet of the south end of runway 13L-3 I R and approximately 12,200 feet from the south end of runway 13 R-3 I L of the Chico Municipal Airport. The applicant has submitted an application to the City of Chico for a Tentative Subdivision Map to create 38 single family residential lots from a 10.87 -acre parcel. ANALYSIS: According to the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal Airport, the property is located in a Compatibility Zone "C" - Traffic Pattern Zone. Two categories of compatible residential densities exist in Zone C. These are very low density (I dwelling unit per 5 or more acres and higher density (4 or more dwelling units per acre). This two -option criterion is based on a determination that the intrusiveness of aircraft noise is the most significant compatibility factor in Zone "C"; safety is only a minor concern. The concept is that noise concerns can be minimized either by limiting the number of dwellings in the affected area or by allowing high densities which' tend to have comparatively high ambient noise levels. The average density for the proposed project would be approximately 3.5 dwelling units per acre. This density is incompatible with the provisions of Compatibility Zone "C" and the 2000 ALUCP. However, when regarded as part of the larger Foothill Park East master plan, the project can be found compatible because the average density of the entire plan area is.4.6 dwelling units per acre.
