consistency review for the proposed Jensen Park Subdivision Vesting Tentative
Map, which would divide two parcels totaling 9.3 acres into 42 single-family
residential lots. The project site is located on the east side of Ceanothus Avenue,
north of East Avenue, northeast Chico area.
SUMMARY:
Staff recommends that ALUC find the project consistent with the 2000 Airport Land Use
Compatibility Plan for the Chico Municipal Airport.
BACKGROUND:
• The property is developed with several dwellings.
• The property is within the incorporated limits of the City of Chico - and.is zoned R71 (Low
Density Residential).
• The proposed subdivision map would create 42 single-family residential lots with a density
of approximately 4.52 dwelling units per acre.
• The average lot size for the proposed single-family lots is 7,125 square feet.
The project site is located approximately 2.3 miles southeast of runway 31R/13L of the
Chico Municipal Airport, and is just to the east of the extended runway centerline.
The project site is within Airport Compatibility Zone C (Traffic Pattern).
Two categories of compatible residential densities exist in Zone C:

CONSISTENCY FINDINGS FOR:

The Airport Land Use Commission (ALUC) has prepared the following findings based on data
contained in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Chico Municipal
Airport, as well as site specific information submitted by the applicant and ALUC staff.
The following findings have been prepared at the- direction of the ALUC and are for the
consideration of the Lead Agency (City of Chico) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted at the time of project review.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal for the Jensen Park Subdivision Vesting Tentative Map, to divide
two parcels totaling 9.3 acres into 42 single-family residential lots, is consistent
with Compatibility Zone C as found in the 2000 Airport Land Use Compatibility
Plan for the Chico Municipal Airport.
SECTION 3: PROJECT FINDINGS:
A. The project site is located in Airport Compatibility Zones C as listed in the 2000
. Airport Land Use Compatibility Plan for the Chico Municipal Airport.
B. The residential density of the project is consistent with Airport Compatibility
Zone C because the density of the project would be greater than 4 dwelling units
per acre.
SECTION 4: PROJECT CONDITIONS:
1 Provide a deed notice for the sale of all resulting lots notifying purchasers of the
proximity of the airport and the potential for possible noise related impacts in an
ALUC-approved disclosure notice.

Witlithis letter, the City of Chico Planning Division is forwarding a Butte Courity Airport -Land Use
Commission (ALUC) application for consistency findings for the above -referenced project, In
addition to the application and a check for $300, enclosed for your review is'a location map, reduced
and enlarged copies of the subdivision map, . and a copy of the compatibility zone map which
identifies the project site as within the outer boundary of Zone C.
The project consists of a tentative subdivision map to Preate 42 single-family residential lots on
approximately 9.3 acres at a density of approximately 4.52 units per acre and an average lot size of
7,125 square feet. The property is located on'the east side of Ceanothus Avenues, north of East
Avenue, and is identified as Assessor's Parcel 14os., 048-740-006 and 007. The subject area is
designated Low Density Residential (2.01 to 6 dwelling units per acre) on the City of Chico General
Plan Diagram and is zoned RI Low Density Residential. The project is consistent with the General
Plan designation and zoning'for the area.
We would appreciate staff's assistance in either, determining that this project does not need
to proceed to the Commission due to its obvious consistency with the provisions of Zone C
(which allow residential development at densities over four units per acre), or scheduling this
item for the next available ALUC meeting should that be deemed necessary.
