Subject: Road Map to Completion of GPA06-OOOS/REZ06-0005/TSM06-0012 - To
subdivide a 50 -acre parcel into four land use areas consisting of
approximately 17 acres (R-1 zone with 65 single-family lots); 15 acres (C -C
zone); 6 acres (R-4 residential zone in 9 lots -125 multi -family dwellings); and
12 acres (open spaceldetention pond/ streets); SE corner of Ophir and Lincoln
Dear Jeff:
This letter is intended to provide you with a road map to completion of your 50 -acre mixed use
project at the SE corner of Ophir and Lincoln. It contains of a list of the remaining items necessary
to bring the project forward to public hearing, an objective we are committed to fulfilling- This list
includes both information we need to complete our processing of this project (an "applicant punch
list") and a report of our responsibilities and our progress to date.
As you • know, the Planning Division is also completing, and will be utilizing, the Master
Environmental Assessment and Fiscal Impact Assessment (MEA/FIA) for the Las Plumas Area to
address cumulative issues associated with your project and other pending subdivision applications,
in the area. (This letter does not reiterate issues to be addressed in the MEA.)
Applicant Punch List 3
The information on this applicant punch list will assist staff in completing the environmental
documentation required by the California Environmental Quality Act (CEQA), satisfy regulatory
requirements of the proposal, and enable us to forward the project to hearing.
0 Determination of approximate number of oaks 5" or greater impacted by the proposed
project and. your proposed mitigation strategy. We recognize that you have submitted an
arborist's report identifying oak trees on site and have redesigned the project to avoid

numerous trees. The initial study should report these reduced impacts, i.e. the trees
impacted by the project as redesigned.
❑ SC -OR capacity. Adequate wastewater treatment capacity is not currently available to
serve this and other anticipated projects within the service area of the Joint Powers
Authority controlling the Sewerage Commission—Oroville Region (SC -OR). The
Commission has directed a local attorney to develop a 'model' or template development
agreement that would enable the Lake Oroville Area Public Utilities District (on behalf of
SC -OR) to improve (i.e. fund and construct) the waste water treatment facilities necessary
to serve your project. It is anticipated the administrative draft model agreement will be
brought to the SC -OR Board in January 2009 with agreements being processed by the
Lake Oroville Area Public Utility District in May, 2009.. The terms and timing of the
agreement are currently being developed. We will continue to keep you appraised of any
developments in this ongoing process.
❑ Open Space maintenance. Please identify an entity (e.g. a homeowners association or
landscaping and lighting district) that will be responsible for maintaining the proposed open
space, including a mechanism for funding maintenance of open space areas.
County Responsibilities
Butte County is actively working on the following components of your project. The primary staff
member tasked with completing the items and targeted date of completion are provided.
Complete Project Description including the mapping and current and proposed land use
designations, and preferred alternatives in the Butte County General Plan 2030 and Oroville
General Plan Update, to be forwarded to the applicant for review. Senior Planner Mark
Michelena is staffing this effort and expects to complete ,his work by January 8, 2009,
2. Circulation Issues. The Butte County Departments of Development Services, (DDS) and
Public Works, together with the City . of Oroville, are working to prepare unified road
standards, street lighting, tree planting, bike paths/lanes and pedestrian and transit routes
for the Las Plumas Area. Principal Planner Claudia Stuart is the lead for this effort with an
anticipated completion date sometime in the first half of 2009.
3. General Plan Amendment (GPA). DDS is close to completion of the GPA allowing less
than 6,500 square foot lots with a PlannedoUnit Development. Claudia Stuart is the lead on
this GPA and anticipates taking the GPA to the Planning Commission the first quarter of
2009 with Board adoption shortly thereafter.
4. Initial Study (DDS). We are currently working to complete the vast majority of project -
specific analysis prior to completion of the MEA/FIA. This will enable us to incorporate the
MENFIA information when it becomes available, complete the initial study, and circulate
the draft environmental document for review as soon as practical. Mitigation in the initial
study will be forwarded to the applicant for review, discussion, and signature. Mark
Michelena is project planner for the project'and Principal Planner Stacey Jolliffe is providing
oversight. The targeted completion for release of the draft initial study for your review is
four weeks after submittal of both the MEA/FIA and completion of the punch list items listed
above.

5. Deposits. We are also reviewing the fee deposits in order to determine if a redeposit will
be necessary in order to complete County processing of the your project. A letter will be
sent to you summarizing the deposit status of your project. Fiscal Manager Deborah
DeBrunner is performing this task and the letter (with an invoice if necessary) will be sent to
you upon completion.
Both my staff and I are happy to discuss any and all of these completion tasks and how to best
work cooperatively to ensure both completion of the tasks discussed in this letter either before or
concurrently with completion of the MEA/FIA, and timeframes for completion of County processing
of your project.

Hi Jeff.
We have finished the initial traffic model run. This is the update of the BCAG/Oroville traffic model to include the
Butte County General Plan 2030 Preferred Land Use Alternative. This run was done to check whether there are
any obvious glitches in the updated traffic model before we use it for the Las Plumas project. There didn't seem to
be any obvious problems at the General Plan level, so now we are working on the second run, which will provide
the background condition for the Las Plumas analysis (by incorporating planning and traffic modeling assumptions
for the greater Oroville area, as developed for the Las Plumas MEA).
Checks made out to Butte County will work just fine. At this point payment is not holding up any work. We will look
forward to receiving payment in 2-3 weeks.

Thanks for the voicemail. How do the initial model runs look?
I have agreement from the rest of the group to share the additional cost. Checks are made out to "Butte
County Hopefully that is correct? I would prefer to have two or three weeks latitude to gather checks
from the participants without holding up the consultants. I had commented at the beginning of the last
meeting that I wanted to see some product before paying additional. However given the County is
holding the funds, payment now is fine. Just want time to gather the checks so I do not have to get
reimbursed from them. It goes better if they are writing checks to the County a opposed to me.

refined land use assumptions for the Oroville area into the LPMEA
traffic modeling. Please feel free to give me a call today or Monday if
you have any remaining questions about this stage of the project and
want to discuss further.
I also need to follow up regarding the decisions made at last week's
meeting with you, our staff, Matt Hampton, and Joe Gillach. Development
Services will need the project funding augmentation (in the amount of
$6,925.00) at your earliest convenience, in order to continue PMC and
Omni -Means' work on the project. Please forward to Deborah DeBrunner
here in the Development Services Department.

move forward with the information finalized on Friday as the basis for all further projections and modeling.

Dear Carl:
This letter is intended to provide you with a road map to completion of the Monte Vista Estates
project. It contains of a list of the remaining items necessary to bring the Monte Vista Estates
project forward to public hearing, an objective we are committed to fulfilling. This list includes both
information we need to complete our processing of this project (an "applicant punch list") and a
report of our responsibilities and our progress to date.
As you know, the Planning Division is also completing, and will be utilizing, the Master
Environmental Assessment and Fiscal Impact Assessment (MEA/FIA) for the Las Plumas Area to
address cumulative issues associated with your project and other pending subdivision applications
in the area. (This letter does not reiterate issues to be addressed in the MEA.)
Applicant Punch List
The information on this applicant punch list will assist staff in completing the environmental
documentation required by the California Environmental Quality Act (CEQA), satisfy regulatory
requirements of the proposal, and enable us to forward the project to hearing.
0 Wetland Impact Assessment and Mitigation Strategy, or similar. Galloway Consulting
has prepared a combined Draft Delineation of Waters of the United States for several of the
projects in the Las Plumas area.. From that study, it -appears any impact to jurisdictional
waters/wetlands by your project will be minimal. However, our Initial Study (IS) needs to
- include a strategy for mitigation of any project -specific loss of wetlands. Please provide

information regarding wetland impacts for the Monte Vista Estates project (if any) and a
proposed mitigation measure that reduces any impacts to a less than significant level.
❑ Biological Resource Assessment, or similar. Galloway Consulting's combined Draft
Delineation of Waters of the United States identified -vegetation types and vernal wetlands
which potentially contain sensitive species, Again, it appears any impact to sensitive
species by your project will be minimal. However the Galloway report' did not offer
conclusions whether special -status species or plants actually occur on the project site.
Please provide additional information whether any special -status species and/or plants
actually occur within the wetland features identified by the Galloway study and, if
necessary, an appropriate mitigation measure to reduce potential impacts to a less than
significant level.
❑ SC -OR .capacity. Adequate wastewater treatment capacity is not currently available to
serve this and other anticipated projects within the service area of the Joint Powers
Authority controlling the Sewerage Commission—Oroville Region (SC -OR). The
Commission has directed a local attorney to develop a 'model' or template development
agreement that would enable the Lake Oroville Area Public Utilities District .(on behalf of
SC -OR) to improve (i.e. fund and construct) the waste water treatment facilities necessary
to serve your project. It is anticipated the administrative draft model agreement will be
brought to the SC -OR Board in January 2009 with agreements being processed by the
Lake Oroville Area Public Utility District in May, 2009.. The terms and timing of the
agreement are currently being developed. We will continue to keep you appraised of any
developments in this ongoing process.
❑ Open Space maintenance. Please identify an entity (e.g. a homeowners association or
landscaping and lighting district) that will be responsible for maintaining the proposed open
space, including a mechanism for funding maintenance of open space areas.
County Responsibilities
Butte County is actively working on the following components of your project. The primary staff
member tasked with completing the items and targeted date of completion are provided.
1. Complete Project Description including the mapping and current and proposed land use
designations, and preferred alternatives in the Butte County General Plan 2030 and Oroville
General Plan Update, to be forwarded to the applicant for review.. Senior Planner Mark
Michelena is staffing this effort and expects to complete his work by January 8, 2009.
2. Circulation Issues. The Butte County Departments of Development Services (DDS) and
Public Works, together with the City of Oroville, are working to prepare unified road
standards, street lighting, tree planting, bike paths/lanes and pedestrian and transit routes
for the Las Plumas Area. Principal Planner Claudia Stuart is the lead for this effort with an
anticipated completion date sometime in the first half of 2009 -
3. General Plan Amendment (GPA). DDS is close to completion of the GPA allowing less
than 6,500 square foot lots with a Planned Unit Development. Claudia Stuart is the lead on
this GPA and anticipates taking the GPA to the Planning Commission the first quarter of
2009 with Board adoption shortly thereafter.

4. Initial Study (DDS). We are currently working to complete the vast majority. of project -
specific analysis prior to completion of the MENFIA. This will enable us to incorporate the
MEA/FIA information when it becomes available, complete the initial study, and circulate
the draft environmental document for review as soon as practical. Mitigation in the initial
study will be forwarded to the applicant for review, discussion, and signature.. Mark
Michelena is project planner for the Monte Vista Estates project and Principal Planner
Stacey Jolliffe is providing oversight. The targeted completion for release of the draft initial
study for your review is four weeks after submittal of both the MENFIA and completion of
the punch list items listed above.
5. Deposits. We are also reviewing the fee deposits in order to determine if a redeposit will
be necessary in order to complete County processing of the Monte Vista Estates project. A
letter will be sent to you summarizing the deposit status of your project. Fiscal Manager
Deborah DeBrunner is performing this task and the letter (with an invoice if necessary) will
be sent to you upon completion.
Both my staff and I are happy to discuss any and all of these completion tasks and how to best
work cooperatively to ensure both completion of the tasks discussed in this letter either before or
concurrently with completion of the MENFIA, and timeframes for completion of County processing
of your project_

City Council agreed to the current growth rate assumption and held to the 13,800 number. PMC and Omni

Thanks for forwarding the map. Yes, the previous comments are outdated given the city's
current preferred alignment. Please consider this as our request for consideration of
alignment A through the Hampton project. If you need a supporting,note from the traffic
engineer, I can put you in touch with Dave Robinson with Fehr and Peers. The V-6 and V-7
alignments did not provide nearly the same degree of traffic relief on Oro Dam and Olive
Highway. I believe the developer has the flexibility to accommodate the alignment A
through their project; terminating it at their property boundary. They will however need
to avoid the power transfer station located at their northeasterly corner.

Thanks to you and Jared for forwarding this new information about the Georgia-Pacific
bypass after our meeting last week. As we discussed, the proposed bypass appears to cross
the Communities at Cottonwood Creek/Hamptons project (TSM 06-0017, PUD 07-0001).
The City's most recent (Feb 1, 2007) comments on the Communities at Cottonwood
Creek/Hamptons project suggested specifications for an easterly connection to V-6, and a
westerly extension toward Cal Oak.
However, this alignment may be inconsistent with the new bypass Alternatives A and/or B.
We understand that Alternative A is now the City's preferred alternative.
We accordingly request that the City forward updated comments regarding the east -west
arterial connection proposed by the Hamptons project, including any comments regarding
right-of-way dedications and the roadway's proposed alignment.
I have attached the Communities at Cottonwood Creek map to assist you in updating the
City's comments. Please forward comments to me, and I will be happy to distribute them.
Given the City's familiarity with the Hamptons project, we would look forward to receiving

This letter is intended to provide a summary of the information provided in the meeting held
on May 10, 2006, regarding your Tentative Subdivision Map for a 651 lot residential
subdivision.
The following agencies written comments are included with this letter:
1. Butte County Public Works
2. Butte County Department of Environmental Health
3. City of Oroville
4. Department of Transportation
5. California Regional Water Quality Control Board
6. Butte Local Agency Formation Commission (will be sending) '
7. Pacific Gas and Electric Company
The following is a summary of the comments from the meeting.
1. Planning Division:
A. Major concern is the El Medio Fire District. According to the Butte County Local
Agency Formation Commission (LAFCO), the El Medio Fire Protection
District does not have the resources to provide an acceptable level of fire
service to either existing or new residents within the District. A proposed
solution to this lack of resources will be required prior to accepting the application.
If a proposed solution is accepted, it will be a condition of project approval.

B. Discussed the concerns of the proposed lot sizes (less than 6,500 square feet).
The Planning Division will be reviewing the conflict between the zoning and
General Plan regarding minimum lot sizes.,
C. There was discussion regarding the possibility of doing a Specific Plan for the
project area. This determination will need to be worked out with the Butte .
County Department of Development Services Planning Division.
D: Discussed the issue of parklands (Quimby Act).
E. Anticipating based on the size of the project and the growth inducing impacts,
that the project will most likely require and EIR.
F. The County will require a minimum of two points of legal access that meet the
Butte County Department of Public Works standards.
G. The parcels will need to be in the districts for both Lake Oroville Area Public
Utility District and South Feather Water and Power Agency. The County has a
Cooperative Agreement procedure that has to be completed for projects that need
to annexation into the service districts. (If already in both service districts, see
the Department of Environmental Health section below.)
H. Single -Family Residential lots shall be accessed from the interior streets, not
from the arterial or collector streets.
2. Public Works (commented that they had insufficient information to comment on the
specific proposed project. Their attached draft conditions are general and what would be
required for any subdivision with urban improvements):
A. Arterial and access roads will need to be designed to RS -2A standard (curb,
gutter and sidewalk) with an 80 -foot right-of-way.
B. Discussed the possibility of rolled curbs for interior residential streets.
C. Substation may impede Oroville's General Plan Arterial designated for the
project site.
D. Proposed project peak storm run-off can not exceed current peak storm run-off.
E. Traffic Study identified a potential pro rata share for a signal light.
Note that draft conditions submitted are based on preliminary review and based on plans
submitted for the Pre -Development Meeting. The project will be re-evaluated at time of
project application submittal.
3. The Departmental of Environmental Health:
A. Will require a willing and able to serve letter from LOAPUD and SFWPA.
B. Any existing septic systems are to be abandoned under permit and any unused
well must be properly marked or abandoned under permit.
4. City of Orovilfe (Information provided was too vague and conceptual to support the
project — see City's attached letter):.
A. General Plan (City of Oroville) identifies a 40 -acre community park on the
project site. (see attachment with City comments)
B. If project moves forward, a Specific Plan/PUD and EIR are recommended.
C. City is discussing annexation of the project area.

D. Concerned with product quality, so as part of the Specific Plan/PUD, provide
conceptual elevations and detailed/thorough design guidelines to control
architecture.

Pred 06-13:
1. The general position of the City is the information provided at this tim,e.,rs too vague and conceptual to
support the project, and given the substantial environmental const ants of the property it is questionable
whether the densities proposed can be obtained. These constraints include but are not necessarily limited
to traffic, steepness of terrain, wetlands, riparian zones, oak"oodlands, and Swainson Hawk habitat. The
City has discussed the possibility of pulling back the sphere of influence in this area, although no official
action has been taken yet.
2. The City is also concerned with making the compatibility findings with surrounding land uses. It may be
required to rezone a much larger area, specifically to the north and west in order to not create an island of
urban development. This will generate a large/
rowth inducing impact on surrounding properties,
specifically with respect to traffic.
3. If however the project moves forward, they recommends it be filed with a Specific Pan, PD overlay, and
EIR so the above constraints can be7valuated.
4. The EIR is important not only to study traffic and other environmental impacts, but to address growth
inducing impacts created by the general plan change, sewer and water extensions, and roadway
improvements.
5. The project needs to be dev /ed with sufficient active recreation areas, which will likely include several
neighborhood parks and s eral additional pocket parks. Passive recreation areas can be counted
towards the overall maxi um park space required to meet the Quimby Act.
6. As with all projects the. ity is concerned with quality, so as part of the specific plan it will be imperative that
the applicant provide/conceptual elevations, and detailed and thorough design guidelines to control
architecture.
Pred 06-14:
1. The general position of the City is this is likely a good area for urban development. There are

2. Given the size of the project, the City's recommendation would be to have this project filed with a PD

Thanks to you and Jared for forwarding this new information about the Georgia-Pacific
bypass after our meeting last week. As we discussed, the proposed bypass appears to cross
the Communities at Cottonwood Creek/Hamptons project (TSM 06-0017, PUD 07-0001).
The City's most recent (Feb 1, 2007) comments on the Communities at Cottonwood
Creek/Hamptons project suggested specifications for an easterly connection to V-6, and a
westerly extension toward Cal Oak. However, this alignment may be inconsistent with the
new bypass Alternatives A and/or B. We understand that Alternative A is now the City's
preferred alternative.
We accordingly request that the City forward updated comments regarding the east -west
arterial connection proposed by the Hamptons project, including any comments regarding
right-of-way dedications and the roadway's proposed alignment.
I have attached the Communities at Cottonwood Creek map to assist you in updating the
City's comments. Please forward comments to me, and I will be happy to distribute them.'
Given the City's familiarity with the Hamptons project, we would look forward to receiving
your updated comments during the next week.

Environmental Assessment for the Las Plumas Area to address cumulative issues
associated with your project•and other pending subdivision applications in the area.
In order to move your project towards the public hearing, please provide the following
materials to assist us in preparing the CEQA document for your PUD/TSM:
❑ Provide an Administrative Draft of the biological resources section of Initial Study. It
is the Planning Division's understanding (from a previous phone conversation on
September 8, 2008) that your consultant Sycamore Environmental was to provide
us with an Administrative Draft of the biological resources section. This section
should address the following issues and background documents:
• Summary of existing wetland and oak woodland resources (Provided in
Biological Resources Assessment, Foothill Associates 2006);
• Summary of the Arborist's report (Provided by Foothill Associates, January
2007);
• Outline a feasible strategy for oak woodland resources (1101 oaks over 5" in
diameter are located on the property per the January 2007 Foothill Associates
report);
• Provide for mitigation of any rare plants, including surveys in season and a no
net loss outcome (Foothill Associates, pages 37) or an alternative strategy for
rare plant mitigation;
• Demonstrate no significant impact to wetland resources (i.e. a limited CEQA
level review), OR initiate an informal consultation with USFWS to determine if
the seasonal wetlands are suitable habitat for special -status species. If so,
studies from qualified biologists identifying an adequate mitigation strategy for
wetland resources are needed OR a formal consultation and Habitat
Conservation Plan prepared under Section 10 of FESA (per Foothill Associates
report, pages 40);
• Develop an adequate mitigation for other' biological resources identified in
Foothill 2006 report (e.g. burrowing owl, Swainson's hawk, other raptors etc.);
❑ SC -OR capacity. Adequate wastewater treatment is not currently available to serve
this and other anticipated projects. The Joint Powers Authority controlling the
Sewerage Commission—Oroville Region (SC -OR) has directed a local attorney -to
T develop a 'model' or template development agreement that would enable SC -OR to
improve (fund and construct) waste water treatment facilities necessary to serve
your project. It is anticipated the administrative draft model agreement will be
brought to the SC -OR Board in January 2009 with agreements being processed by
the Lake Oroville Area Public Utility District on May, 2009. The terms and timing of
the agreement are currently being developed; and
❑ Identify an entity .that will be responsible for maintaining the proposed parks with
appropriate documentation of specifics.
County Responsibilities
The County is working on the following components of your project:
1. Complete Project Description including current & proposed LU designations, and
preferred alternatives in County GP and Oroville GP by December 30, 2008;
2. Circulations Issues. (PW, DDS and City) Unified Road Standards for LP Area,
street lighting, tree planting, bike paths/lanes and pedestrian and transit routes.
Date TBD;
3.' Air Quality Assessment (DDS, BCAQMD), given BCAQMD indirect source review
guidelines in effect.at the time application was deemed complete, by December 30,
2008. May lead to URBEMIS modeling (if necessary, date TBD);
4. An Initial Study (DDS) will focus on completing the sections in black. Bio (in red) is
being prepared by Sycamore Environmental, and the items in green are awaiting
the results of the MEA/FIA analysis. It is our intent to complete the vast majority of
the items in black prior to completion of the MEA/FIA.

Our staff has been working diligently on the MEA since our meeting with Matt, the consultant team, and several
other applicants last month. The update that I am sending out today to all the Las Plumas applicants (you should
receive it by email) provides more information about this work. In a nutshell, the County and its General Plan
consultants have completed much of the traffic modeling information development that Omni -Means needs for the
MEA. I can provide you with further details about the status of the project, or any of the work described in the
update (including the draft revisions to the PMC contract), if that would be helpful.
I hope that this updated information assists you with determining how you want to proceed. Are you withdrawing
your project application? It would be helpful to discuss this further on a call with Assistant Director Pete Calarco

I left a message Friday for our conference call. I wanted to take the opportunity to explain a few items that are

PMC
-They are very slow; even with the delays they have consistently been slow between tasks.
-How can they go outside of contract completing work without disclosing this first?
-It is my opinion that Ithey did not assess things accurately enough upfront front to process the MEA.
-1 would like to see an updated proposal from PMC.
-Along with PMC's bid I would like to see other firms bid for the work as well (we have talked with other
companies that would jump for the work).
-What PMC is telling us/their performance is not what we are seeing from other consultants.
Processing of our Project
-we still cannot get anyone to work on it; we call meetings and all tasks and commitments from the meeting get
blown off like the meeting did not take place (Stacey has told us to our face that her or Mike do not have the
time to work on it).
-we are coming up on two years since our formal submittal and we have not had even consistent
communication with our planner; it literally takes 3-6 weeks of trying to even get a response. I have never heard
of anything like this in my life.

Dear Mr. Michelena:
Reeve & Associates was contacted by our client, Hampton Development Group
and requested that we contact you concerning the overall traffic circulation proposed
with the V6 roadway extension: We want to ensure proper coordination between the
county and city for this roadway extension.
When the conceptual drawings were being prepared, we had several meetings
with the county and city to discuss the traffic circulation needs of this area. It became
very apparent that an east/west connecting was needed. With this information, we
designed an 84' wide right of way through the project connecting Oro -Bangor Highway
to Lincoln Blvd. This roadway will consist of one 12' wide drivable lane in each
direction and a 6' wide bike path in each direction. The landscaped center median will
be used when a left turn lane is warranted,
After reviewing through the Las Plumas Master Environmental Assessment
study area, it appears that the V6 roadway is master planned to extend through the
project as detailed above and as shown within the tentative platting that has been
submitted.
At this point in the design and coordination of the project, we would appreciate
the county to comment in writing their acceptance of the proposal for the V6 extension
to Oro -Bangor Highway. This letter has also been sent to Rick Walls at Oroville City,
and would request the city to comment in writing their acceptance.

Dear Hampton Development Group:
As part of the Initial Study, staff reviews the proposed development in order to determine if there are
potential environmental impacts. In our analysis to date staff has determined that additional information is
needed make a determination of environmental impacts, relative to Biological Resources.
1. There is a discrepancy in the determination of jurisdictional versus non jurisdictional wetlands. In
the submitted Delineation of Waters of the United States it identifies 0.82 total acres of wetlands (all
non jurisdictional). On the Wetland Delineation exhibit, it identifies 0.82 total acres of wetlands
(0.74 acres as jurisdictional and 0.08 acres as non jurisdictional). Please provide the correct
determination with supporting paperwork.
2. In the Biological Resource Assessment, it identifies potential habitat for special status invertebrates
including California linderiella fairy shrimp, vernal pool fairy shrimp and vernal pool shrimp. Staff
would like to know if studies are available which evaluate whether there are special status
invertebrates in the wetlands proposed to be eliminated, or if you are assuming presence of those
species. .
3. The Biological Resource Assessment also identifies the potential for special -status plants. The
assessment recommends a plant survey be done in the proposed development areas. The plant
survey will need to be done by a qualified botanist and should include mitigations if any special -
status plants are identified in order to complete the analysis.
4. The Biological Assessment identified the project site included blue oak woodland. It suggests that
an arborist survey and be conducted and a tree management and preservation plan be prepared and
submitted to the County. Staff is requesting these documents along with mitigations to address
impacts be submitted in order to complete the analysis of the Blue Oak Woodland. .

Hello Kim,
We have not table that will seat 11 people the 6 foot round table we have will only seat 10 and we only
have 5 of these tables, we do have 15 5 foot round tables but they only seat 8 people and that is the total
of all our round tables. We have not 8 foot tables but we do have 26 6 foot long tables which will seat 8
if you use the end of the tables. We do have corded mics and wireless mics available. I do not have a set
up drawing and I do not work tomorrow so if I do not get it by the end of my day which is 2:30 pm this
date, we will not be able to set up for you. My set up crew will be setting up Friday evening at around 10
pm they do not come to work until 3 pm all days. There are 297 chairs. I need to know if the wired
mics need to be on table top stands or floor stands ... we have one floor stand but we do have several
table top stands.

Thank you for your response to the Cotton Wood Creek project. You mentioned concerns with a new arterial road
going through the project What are the City's standards for an arterial road? The following are
comments from the City on the Pre -Development application:
1.. The general position of the City is this is likely a good area for urban development There are
environmental and traffic constraints, although with the proper design these could likely be mitigated
2. Given the size of the project, the City's recommendation would be to have this project filed with a PD
overlay and EIR. A specific plan would also be a plus
3. The City's general plan calls for a 40 acre park somewhere on the property. Given the County's open
space requirements for a PD, this area could be split between passive and active recreation areas; 20-25
acres of useable active recreation area which would include at least one sizeable park with ballfields, and
several pocket or neighborhood parks. The remainder of the open space should be developed with
passive recreation trails that should interconnect the parks and ballfields
4.. The City's general plan calls for a new east -west arterial to connect Lincoln Blvd with Olive Highway. The
City would ask that sufficient right-of-way be preserved for this roadway, and some portion of the roadway
be constructed to serve the development
5. Again, the City is concerned with quality, so as part of the specific plan or PD overlay it will be imperative
that the applicant provide conceptual elevations, and detailed and thorough design guidelines to control
architecture_

It Contains of a list of, the remaining items necessary to bring the Villages project forward to
public hearing, an objective we are committed to fulfilling. This list includes both
information we need to complete our processing of this project (an "applicant punch list")
and a report of our responsibilities and our progress to date.
As you know, the Planning Division is also completing, and will be utilizing, the Master
Environmental Assessment and Fiscal Impact Assessment (MEA/FIA) for the Las Plumas
Area to address cumulative issues associated with your, project 'and other pending
Subdivision applications in the area. (This letter does not reiterate issues to be addressed
in the -MEA.)

The information on this applicant punch list will assist staff in completing the environmental
documentation required by the California Environmental Quality Act (CEQA), satisfy
regulatory requirements of the proposal, and enable us to forward the project to hearing.
❑ Project Description Detail. Thank you fro the revised project description. Please
provide additional- detail including the breakdown of the number of units with one,
two and three bedrooms (code requires parking based on number of bedrooms),

how many stories (height) of the residential buildings, common areas (including
recreational uses), conceptual elevations, if available and any other pertinent
information. Elevations are NOT required by Butte County Code; however, if
available, they can provide a level of detail of interest to decision -makers.
0 PUD guest parking information. Butte County Code section 24-210(e)(1) requires
additional (guest) parking equal to 50% of the required spaces, unless modified by
the director of development services or planning commission. Thank you for the
calculation of proposed parking.. Please provide your justification for reduced
parking, for consideration by the director..
❑ PUD Open Space requirements. Please demonstrate compliance with Butte
County Code section 24-210(e)(2), which requires residential PVDs to provide not
less than 25% of the residential portion of the project to be utilized for purposes
other than residential dwellings and paved areas for vehicular use. Further, no less
than 45% of such 25% shall be utilized for recreation or park areas available for use
by all residents.
❑ Status of Subdivision. Please clarify current application TSM 06-004 by revising it
to reflect the desired lot pattern or requesting withdrawal. The tentative subdivision
can be revised to be a tentative parcel map if less than five lots are needed. If
phasing is proposed, it should also be described with the revised subdivision. I
understand a lot line adjustment is desired. That can be achieved either through
the map, if one is desired,'or a lot line adjustment.
0 Wetland Impact Assessment and Mitigation Strategy, or similar. Galloway
Consulting has prepared a combined Draft Delineation of Waters of the United
States for several of the projects in the Las Plumas area and a verification dated
November 28, 2006 is on file from the US Army Corps of Engineers.. From this
study, it is clear any potential impacts to jurisdictional waters/wetlands by your
project may mitigated or avoided. Since our Initial Study (IS) needs to include a
strategy for mitigation of any project -specific loss of wetlands, please provide
information, regarding wetland impacts for the Villages project (if any) and proposed
mitigation measure(s) to reduce any impacts to a less than significant level.
0 Biological Resource Assessment, or similar. Galloway Consulting's combined
Draft Delineation of Waters of the United States identified vegetation types and
vernal wetlands which potentially contain sensitive species. However the Galloway
report did not offer conclusions whether special -status species or plants actually
occur on the project site, or whether the project is. or can be designed to avoid
impacts. Please provide additional information whether any special -status species
and/or plants actually occur within the wetland features identified by the Galloway
study and, if necessary, an appropriate mitigation measure to reduce potential
impacts to a less than significant level.
0 SC -OR capacity. Adequate wastewater treatment capacity is not currently
available to serve this and other anticipated projects within the service area of the
Joint Powers Authority controlling the Sewerage Comm ission—Oroville Region (SC -

OR). .The Commission has directed a local attorney to develop a 'model' or
template development agreement that would enable the Lake Oroville Area Public
Utilities District (on behalf of SC -OR) to improve (i.e. fund and construct) the waste
water treatment facilities necessary to serve your project. It is anticipated the
administrative draft model agreement will be brought to the SC -OR Board in
January 2009 with agreements being processed by the Lake Oroville Area Public
Utility District in May, 2009. The terms and timing of the agreement are currently
being developed.. We will continue to keep you apprised of any developments in
this ongoing process.
❑ Open Space maintenance. To the extent possible, please identify an entity (e.g. a
homeowners association or landscaping and lighting district) that will be responsible
for maintaining the proposed open space, including a mechanism for funding
maintenance of open space areas_
County Responsibilities
Butte County is actively working on the following components of your project. The primary
staff member tasked with completing the items and targeted date of completion are
provided.
Complete Project Description including the mapping and current and proposed
land use designations, and preferred alternatives in the Butte County General Plan
2030 and Oroville General Plan Update, to be forwarded to the applicant for review.
Senior Planner Mark Michelena is staffing this effort and expects to complete his
work one week after receiving from you the project description information
mentioned above.
2. Circulation Issues. The Butte County Departments of Development Services
(DDS) and Public Works, together with the City of Oroville, are working to prepare
unified road standards, street lighting, tree planting, bike paths/lanes and pedestrian
and transit routes for the Las Plumas Area, Principal, Planner Claudia Stuart is the
lead for this effort with an anticipated completion date sometime in the first half of
2009.
3. General Plan Amendment (GPA). DDS is close to completion of the GPA allowing
less than 6,500 square foot lots with a Planned Unit Development. Claudia Stuart is
the lead on this GPA and anticipates taking the GPA to the Planning Commission
the first quarter of 2009 with Board adoption shortly thereafter.
4. Initial Study (DDS). We are currently working to complete the vast majority of
project -specific analysis prior to completion of the MENFIA. This will enable us to
incorporate the MENFIA information when it becomes available, complete the initial
study, and circulate the draft environmental document for review as soon as
practical.. Mitigation in the initial study will be forwarded to the applicant for review,
discussion, and signature. Mark Michelena is project planner for the Villages
-project and Principal Planner Stacey Jolliffe is providing oversight. The targeted

completion for release of the draft initial study for your review is four weeks after
submittal of)both the MENFIA and completion of the punch list items listed above.
5. Deposits.. We are also reviewing the fee ' deposits in order to determine if .a
redeposit will be necessary in order to complete County processing of the Villages
project.. A letter will be sent to you summarizing the deposit status of your project.
Fiscal Manager Deborah DeBrunner is performing this task and the letter (with -'an
invoice if necessary) will be sent to you upon completion..

best work cooperatively to ensure both completion of the tasks discussed in this letter
either before or concurrently with completion of the MENFIA, and timeframes for
completion of County processing of your project.

Our "Villages at Las Plumas" project has been submitted to Butte County as a Tentative Map,
Re -zone, and General Plan Amendment application. Our application has been deemed
complete and, as you know, we are in the process of working with Butte County to complete the
Master Environmental Assessment (MEA) for the Las Plumas Study Area. At one of our recent
MEA update meetings I noticed that our Villages at Las Plumas project was identified on the
"Las Plumas MEA/FIA Study Area / Study Area 26, Butte County General Pian 2030 Preferred
Land Use Alternative, Land Use Designations and Draft Planning Assumptions" map as Medium
Density Residential (3-6 du/ac). I mentioned the fact that we were targeting a density of 10
du/ac based upon discussions with Stacey Jolliffe and Claudia Stuart and that density resulted
in the 360 unit number being used for the MEA (36 acres* 10 du = 360 units). In order for us to
accomplish our development objectives (10 du/ac) we will need to have the Butte County 2030
General Plan properly reflect our project as Medium High Density Residential (6-14 du/ac).
On June 25, 2008 we sent a letter to Mr. Craig Sanders at the City of Oroville requesting that
the City revise their 2030 General Plan and Land Use Designation Map to reflect a "Medium
Density Residential" designation for our Villages at Las Plumas project as opposed to the
Medium Low Density Residential designation that it currently had. According to a letter we
received from Mr. Mike Evans dated October 7, 2008 'Both the City Steering Committee and the
. County Citizens Advisory Committee accommodated this request to make the proposed
designations coincide with the proposed application densities and have forwarded their
recommendations on to the City Council and Board of Supervisors respectively."
We recently reviewed the Board of Supervisors Preferred Land Use Alternative's map on the
Butte County website and that map still indicates a Medium Density Residential (3-6 du/ac) land
use designation for our Villages at Las Plumas project. We hereby respectfully request that our
Villages at Las Plumas project area be properly identified on the Butte County General Plan
2030 Preferred Land Use Alternatives Map as "Medium High Density Residential (6 —14 du/ac)"

Reference: The Villages at Las Plumas (Butte County TSM 06-07)
The Villages at Las Plumas is a proposed 227 lot single family residential subdivision project
located in the unincorporated area of Butte County. This project is one of several projects that
are included in the Las Plumas Study Area Master Environmental Assessment. Michael
Dequine and Associates, Inc. has previously submitted application documents to Butte County
for a Tentative Subdivision Map, General Plan Amendment, and Rezone of the property. Our
application was deemed complete by Butte County on March 6, 2007. A copy of the deemed
complete letter is attached herewith for your reference.
One of the original assumptions made for the Master Environmental Assessment was that
vacant land within the study area would be studied based upon the existing Butte County
General Plan and Zoning designations. The exception would be for those parcels where
.applications for development had already been made to the County, in which case the study
would be based upon the uses and densities identified in the various applications. During
yesterday's MEA Applicant Update Meeting we were advised that the County had made a new
determination regarding the original assumption relating to use of the existing Butte County
General Plan and zoning designations. The new determination was that the County would use
the City of Oroville's Draft 2030 General Plan and Land Use Designations instead of the
County's existing General Plan and Zoning designations.
Our firm represents three of the land owners and projects that are currently included in the Las
Plumas Area Master Environmental Study. All three of our projects are intended to have
General Plan designations of Medium Density Residential (up to 13 du/acre in the County and
6-14 du/acre in the City). One of our projects, The Villages at Las Plumas, is identified on the
City's draft 2030 General Plan and Land Use Designation map as "Medium Low Density
Residential (3-6 du/acre). Our other two projects are appropriately designated as Medium
Density Residential. Our understanding is that the City's intent was to utilize the existing County
applications for development projects as a basis for the City's General Plan and Land Use
Designations.
We respectfully request that you consider amending the City of Oroville draft 2030 General Plan
and Land Use Designation Map to reflect a "Medium Density Residential" designation for our
"Villages at Las Plumas" project. This project is comprised of Butte County Assessor's parcel
numbers 078-170-043, 044, and 064.

I myself, would not be comfortable recommending this density to our Planning Commission and Board at this
location. The middle piece is currently entitled at around 8 du/acre, so I guess we would recommend that future
entitlements be in that range. (We haven't seen a site plan showing how that many units fit on the site. When do
you think that information would become available?)
The numbers below were intended to show that the MDR designation is the right one to go with; they were not
intended to push the project to the upper end of the density range. How about we go with your numbers of 360
du for the MEA?

determined for purposes of the MEA and your quick response will allow me to get that done. Thank you. I
discussed the issues with my client and explained that there is currently no infrastructure available for sewer and
water and that the fire department is essentially bankrupt. I identified the fact that the MEA would look at funding
for the fire department as well as other funding requirements and that the number of units included in the MEA
was directly related to the funding of those various services. I explained that we would need to apply for a GPA
and re -zone of the westerly and central parcel and maybe the east parcel if we want to include commercial uses
on that site. I also confirmed that it is the County's desire to include some mix of units to include 6 -pack units or
some single family residential uses. Given that, my client and I would like to suggest that the MEA use a figure of
450 units for the Villages at Las Plumas site. That would allow us to develop with higher densities on certain
portions of the property and lower densities on other portions of the property with an average density across the
entire site of 12.3 DU/A. I explained that if we build less than 450 units that there will be an impact on funding and
that we may need to make up the difference later on. Please let me know your thoughts on this and I will get a
letter prepared right away.

Thanks for discussing this with us. Please see my annotations (below) to the fifth bullet from our discussion this
morning. Theoretically, the MDR designation could allow 13 du/acre gross, or about (36.6x13) 475 units. So we
thought the MDR designation would allow all the density that the site could use. Also, the MDR provides more
flexibility because it allows single-family. (The HDR allows only multi -family).
As you may know, the PUD entitles a specific development plan. 50 units on that same site seem reasonable, but
are not currently entitled.
I hope this helps. Mark and Claudia may have more to add. We'll all be in tomorrow; please give us a call to
discuss, as needed.

your most desired development scheme for the Villages at Las Plumas project is as follows:
o The County would like to see an average density on all three parcels of the Villages of about 10 units per net
developable acre. Net developable acreage is calculated by talking the overall acreage of the property and
subtracting wetlands, roadways, and other °undevelopable" areas.
o We did a quick calculation of the developable area within the Villages site and came up with about 25 acres
of net developable area.
o The County would like to see us apply for a General Plan Amendment and Re -Zone of the westerly and
middle parcels to an MDR (Medium Density Residential) General Plan designation and an R-3 zoning or a
PUD zoning.
o The maximum density allowed under the Medium Density Residential General Plan designation is 13 Units
per acre.
u Using the County's target average density of 10 Dwelling Units per net acre (DU/A) that would generate
about 250 units across the site. If bre-the applicant -pushes for maximumrg oss density, bre they could get 13
DU/A for about a2&-475 units. Note, however, that density and intensity is higher than any development
seen or anticipated in the study area.
o There is currently no infrastructure available for sewer, water, or storm drain facilities and the fire department
is still under -funded.
After thinking about the information from our conversation I have a few issues that I would like to clear up. They
are:
We currently have an HDR/R-3 GP and zoning on the easterly parcel. The easterly parcel contains 19.8 gross
acres. Using a 70/30 ratio of developable to non -developable area, we would expect to have. about 13.86 acres
of developable area on the easterly parcel. Using the existing HDR General plan, we could expect a maximum
density of 20 DU/A for a net count of 277 units. On the middle parcel, we have commercial GP and a PUD zone.
Using the existing average density for a PUD of 6 DU/A and gross acreage of 11.9 acres, we could reasonably
expect to have about 8.33 acres of developable area and an estimated 50 units. On the west parcel, we have a
commercial GP and R-4 zone on 4.92 gross acres. If we used the target of 10 DU/A on that parcel and a net
developable area of 3.44 acres, we could expect to net about 34 units. All totaled that amounts to
( 277+50+34=361) 361 units.
If we agree to go with the MDR on all parcels and an average DU/A of 10, we would actually be dropping over
100 potential units. If we use the 361 that we think is a reasonable estimation of what we could already do then
we would have an average density of about 14 DU/A across the site. Can we discuss increasing the amount of
average density to 14? That would trigger a GPA to HDR for the west and middle parcels.
I tried to call this afternoon to discuss this but all lines are busy and I could not get through after about 10 tries.
Please respond by email as I am out at meetings for the remainder of the afternoon. I will have access to email
after hours so if you get a chance please let me know your thoughts on this.

Dear Mr. Tolley:
The Butte Local Agency Formation Commission (LAFCo) offers the following comments on the
above referenced project, which includes a Sphere of Influence amendment and annexation into
the Lake Oroville Area Public Utility District (LOAPUD) to allow for public sewer service for the
proposed parcels:
As required by State law, Butte LAFCo was not provided notice of the public review
comment period for the initial study. We request that the County Planning Division ensure
that this agency is provided timely notice of all future initial studies to allow adequate
review time.
Additionally, the Master Cooperative Environmental Review Agreement between LAFCo
and Butte County requires the County to circulate administrative drafts of environmental
review documents to LAFCo for review and comment prior to release of the public draft
environmental review, which did not occur with this project. We request that the County
ensure that administrative drafts of environmental reviews are provided to LAFCo and the
affected district for review and comment prior to release of the public draft environmental
review.
2. The Lake Oroville Area Public Utility District is incorrectly referred to as the Lake
Oroville Area Public Utilities District in several places in the initial study and should be
corrected to ensure accuracy of the document.
3. Section M (Project Description) does not state that the project also consists of a Sphere of
Influence (SOI) amendment to the Lake Oroville Area Public Utility District (LOAPUD)
and an annexation into LOAPUD's district. LAFCo will not be able to use this initial
study for the SOI amendment and annexation proposals because the project description
does not include this important aspect of the project.

4. Section 4.6 (Geologic Processes), last paragraph, states that sewage disposal for the future
dwellings on the project site is proposed to be handled through a public sanitary sewer
system (LOAPUD). To ensure an accurate initial study, this paragraph should be revised
to state that LOAPUD will collect and convey sewage from the project site to the SC -OR
wastewater treatment plant for ultimate treatment and disposal.
Section 4.8 (Hydrology and Water Quality) indicates that the project will not violate any
water quality standards or waste discharge requirements. However, in Section 4.16
(Utilities and Service Systems) it is stated that "The County has been informed that SC -OR
has exceeded its wet weather design capacity during recent storms," which indicates that
SC -OR has exceeded its permitted capacity and as such has violated its waste discharge
requirements. The proposed project will further exacerbate the existing wet weather flow
conditions at the SC -OR treatment facility, which is a significant impact that has not been
adequately addressed or analyzed in the initial study.
Section 4.8 states that "No significant impacts to groundwater supplies are expected to
occur," but no evidence is presented to support this statement. This section should be
revised to include information to support this statement. Section 2.2 of the Master
Cooperative Environmental Review Agreement between LAFCo and Butte County states
that in preparing an environmental review, the County shall consider any Municipal
Services Review prepared by LAFCo for the affected district. The Butte LAFCo
Municipal Service Review for Domestic Water and Wastewater Service Providers, which
includes an analysis of the South Feather Water and Power Agency, can be found on Butte
LAFCo's webpage.
Section 4.8 also states that "LOAPUD and SFWPA have provided "Will Serve" letters for
the proposed development." LOAPUD's will serve letter only applies to their sewage
collection system and does not apply to SC -OR's wastewater treatment plant capacity. It
is LAFCo's understanding that the three agencies that make up the SC -OR Joint Powers
Agreement have issued thousands of will serve letters for sewage collection services,
which, if all utilized, could result in SC -OR exceeding its existing permitted capacity.
The initial study should not rely on LOAPUD's will serve letter to show that SC -OR has
sufficient treatment capacity for the proposed parcel map.
6. Section 4.9 (Land Use) states that "A request for comments concerning this project was
sent to the City of Oroville." However, the initial study does not note if the City
responded to this request, and if they did, what their comments were.
This section also states that Butte LAFCo commented on the project and noted that the
project should be consistent with the City of Oroville development standards. However,
the initial study does not state if the project is consistent with the City of Oroville
development standards.
Although not noted in the initial study, LAFCo's comments to the County on this project
also recommended that additional parcels should be added to the LOAPUD'annexation

area in order to be consistent with LAFCo policies by preventing a piece -meal annexation
and providing for logical boundaries. Sections 2.2 and 2.3 of the Master Cooperative
Environmental Review Agreement between LAFCo and Butte County requires the
County to include in their environmental review any parcels likely to be added by LAFCo
to meet its policy requirements. LAFCo will most likely add the parcels to the annexation
area, but a new or supplemental CEQA analysis may be required to be prepared (at the
applicant's expense) to evaluate the impacts of annexing the additional parcels to
LOAPUD unless the initial study is revised to include the additional parcels.
7. Section 4.14 (Recreation) notes that the collection of fees for the Feather River Recreation
and Park District (FRRPD) would offset the increase in usage of parks and other recreation
facilities caused by the project. The development impact fees collected by FRRPD can
only be utilized to purchase land for future parks or for new recreational facilities at
existing parks, and cannot be used for operation and maintenance (O&M) purposes. The
project will result in an increased usage of existing FRRPD facilities, which would result
in higher O&M costs for FRRPD. This impact is not analyzed in the initial study. Please
note that the Feather River Recreation and Park District (FRRPD) is incorrectly referred to
as the Feather River Park and Recreation District (FRPPD) in this section.
8. Section 4.16 (Utilities and Service Systems) states that "LOAPUD has indicated that the
project would not have a significant impact on any wastewater treatment facilities..."
However, LOAPUD only operates and maintains a sewage collection system and does not
own or operate the SC -OR wastewater treatment facility. Therefore, LOAPUD is not in a
position to determine the wastewater treatment capacity of SC -OR's facility. Comments
on this project should have been requested from the operators of the SC -OR wastewater
treatment facility and they should have been provided notice of the comment period of the
.� initial study.
Section 4.16 (Utilities and Service Systems) correctly notes that the wastewater treatment
plant (WWTP) owned and operated by SC -OR has exceeded its wet weather design
capacity during recent storm events, which may result in enforcement action by the
Regional Water Quality Control Board. The initial study states that a condition of final
map approval will require the project proponent to provide a willing and able to serve
letter from LOAPUD for sewage service, which assures the necessary sewage treatment
capacity for the proposed parcels. However, as noted above, LOAPUD does not own or
operate the SC -OR WWTP; LOAPUD only collects and transports sewage to SC -OR's
WWTP and cannot issue a will serve letter for sewage treatment services provided by SC -
OR.
The proposed project will further exacerbate the existing wet weather flow conditions at
the SC -OR treatment facility, which is a significant impact that has not been adequately
addressed or analyzed in the initial study. The lack of wet weather capacity at SC -OR's
WWTP appears to be a significant impact that would warrant a mitigation measure, not a
condition of project approval. LAFCo recommends that the initial study be revised to
include a mitigation measure under Section 4.16 (e) requiring that SC -OR guarantee that

their wastewater treatment plant has adequate wet weather capacity to serve the proposed
parcels.
10. The second paragraph of Section 4.16 states that an attached exhibit shows LOAPUD's
district boundaries. However, no such exhibit was attached to the initial study. Please
also note that this section (in the second paragraph on Page 30) states "...eight proposed
parcels..." which should be corrected to state "four proposed parcels." ,
11. Section 7 (Consulted Agencies) does not list SC -OR as being a consulted agency. The
initial study should be forwarded to SC -OR for their review and comment as the project
has the potential to significantly impact their wastewater treatment facility.
LAFCo recommends that the initial study be revised accordingly and recirculated for public
review and comment. If the initial study is adopted by the County without revision, LAFCo will
not be able to utilize it for the CEQA review required for the SOI amendment and annexation to
LOAPUD. This will require LOAPUD or LAFCo to prepare either a new or supplemental initial
study (at the applicant's expense), which would delay the annexation process.

Las Plumas Master Environmental Assessment Interested Parties:
As you may know, Butte County has undertaken a Master Environmental Assessment for the Las
Plumas Study Area (enclosure). Work was initiated in December 2007. Completion of the Master
Environmental Assessment, Infrastructure Assessment, and Impact Fee Study is expected in July
2008. .
A project initiation meeting has been scheduled to orient interested parties to the Master
Environmental Assessment and its scope, and to discuss the status of the process, the planning
context; and relevant entitlement applications. This will be the first of several meetings over the
next'several months "intended to share information about the process:
The meeting will take place from 2:00 — 4:30 p.m. on Monday, January 28, 2008 in the Tahoe
Conference Room at 202 Mira Loma Drive, Oroville, CA. You or your representative(s) are invited
to attend the meeting and participate in the discussion. The meeting space is limited, so we
request that each development application be represented by no more than one or two people.
