AP 006-200-001 ASSESSORS PARCEL NUMBER Use Permit -Dorothy A. Brown: A request for a Use Permit on 10+/- acres of land located on the east side of the Esplanade, approximately 150 feet north of Commercial Avenue in C-2 zone in the Chico area. The purpose of the Use Permit is to allow a recreational vehicle park. This project is located in Supervisorial District 3. Failure to comply with the conditions specified herein as the basis for approval of, application and issuance of Permit, constitutes cause for the revocation of said permit in accordance with the procedures set forth in the Butte county Zoning Ordinance, including Butte County Code Sec. 24-45.65. 2. Unless otherwise provided for in a special condition to this use permit, all conditions, must be completed by the Permittee within 24 months of the delivery of the countersigned permit to the Permittee. 3. If any use for which a use permit has been granted is not established within two years of the date of receipt of the countersigned permit by the Permittee, the permit shall become null and void and reapplication and a new permit shall be required to establish the use. 4. The terms and conditions of this permit shall run with the land and shall be binding upon and be to the benefit of the heirs, legal representatives, successors, and assigns of the Permittee. Section 1: Environmental Findings. A. -An Initial Study was completed in compliance with the California Environmental Quality, Act identifying potentially significant environmental effects that the project may have. Provisions and the design of the project and the conditions added to the project will mitigate such effects to a level of insignificance; and B. The design of the proposed project improvements will not cause environmental damage to fish or wildlife or their habitat; and C. The Planning Commission has independently reviewed, analyzed and considered the proposed Negative Declaration with mitigation measures prior to making its decision on. the project, and the Negative Declaration with mitigation measures reflects the independent judgement of the County of Butte; and Section 2: Zoning Ordinance Findings. A. The proposed use of the property will not impair the integrity and character of the zone in which the land lies in that it is currently designated on the General Plan as Commercial and allows, as a secondary use, in this land use category, transient lodging ` and storage facilities. B. The use would not be unreasonably incompatible with or injurious to surrounding, property or detrimental to the health, safety and general welfare of the persons residing or working in the neighborhood in that the C-2 Zone has a wide variety of potential uses including the uses proposed in this permit, and the surrounding properties zoned for similar uses and the land uses primarily consist of general commercial operations on, either smaller or similar sized parcels and the proposed use will not affect the operation, of those uses. C. The use would not be unreasonably incompatible with or injurious to the general health, welfare and safety of the residents of Butte County in that conditions imposed by this permit, if adhered to by the applicant, will ensure that the public safety is protected. Section 3: Action. A. Subject to the findings indicated in Sections 1 and 2 of this Exhibit A, Use Permit for: Dorothy A. Brown on AP# 006-200-001 to allow a recreational vehicle park, is approved: subject to the conditions listed herein. B. Minor changes may be approved administratively by the Director of Development, Services, or designee, upon receipt of a substantiated written request by the applicant. Prior to such approval, verification shall be made by each Department or Division that the modification is consistent with the application, fees paid, and environmental determination as conditionally approved. Changes deemed to be major or significant in nature shall require a formal application for amendment. C. Conditions of Approval: All outside lighting fixtures shall utilize "low spillover" design where all direct lighting shall remain on site, allowing only reflective lighting to spillover into those areas off site. Applicant shall submit a Sign Plan to be reviewed and approved by the Director of Development Services or his designee, which complies with the City of Chico sign requirements for size and height limitations for any signs along the Esplanade, prior to issuance of building permits. Applicant shall be required to obtain Caltrans permits for any signs in the buffer area facing Highway 99. (MM) 2 3. Applicant shall submit a Landscaping Plan, prior to Use Permit issuance, to be reviewed and approved by the Director of Development Services or his designee. (MM) The plans shall show a 25 foot landscaped buffer along the freeway frontage. 4. Should. any historic or prehistoric sites, features, artifacts, or human skeletal remains be discovered during the project development, activity shall cease until a qualified professional archaeologist has been consulted to assess the archaeological or historic significance. (MM) 5. The landscape areas shown on the site plan shall not be used for water detention purposes. 6. Prior to issuance of building permits, a plan for a permanent solution for drainage, including no increase in peak runoff over existing peak runoff, shall be submitted to and approved by the Department of Public Works. The drainage' plans shall specify how drainage waters shall be detained on site and/or conveyed to the nearest natural or publicly maintained drainage channel or facility and shall provide that there shall be no increase in the peak flow runoff to said channel or facility. 7. Prior to issuance of building permits, construct or bond 1/2 street section on Esplanade to the RS -2A, 4 lane road standard (32 feet to face of curb). with vertical curb, gutter, sidewalk, fog seal, 3" AC, prime coat, 12" AB, and 95% relative compaction of the top 6" of subgrade. Submit construction and drainage plans to DPW for approval and install the required facilities. 8. Meet sewage discharge requirements of Butte County Environmental Health Department. This parcel is limited to 3,397 gal/day NO3 Action/Prohibition Order. 9. Prior to occupancy of facilities, destroy abandoned well per County Code. (Permit required) 10. Prior to occupancy of facilities, destroy abandoned septic system per County' Code. (Fee required) 11. Prior to issuance of Use Permit, provide "Will Serve letter" from California Water' Company. 12. Prior to issuance of Use Permit, permit for septic system will be required, as well as sewage covenant and installation of sewer laterals (per NO3 Action Order). 13: Prior to issuance of Use Permit, project will need to be reviewed by Regional Water Quality Control Board. 14. Prior to occupancy, a pressurized community water system for fire protection is required. The specific locations of the fire hydrants will be made by the Butte, 3 County Fire Department in consultation with the developer. Average required hydrant spacing 300 feet, hydrant size 6 inches, and residual flow 2000 gpm. 15. Provide adequate turning radius into the mini storage buildings must be adequate to accommodate Butte County fire apparatus. l hereby declare under penalty of perjury that l have read the foregoing conditions and that they are, in fact, the conditions which were imposed upon the granting of this permit. Project Description and Location: Request for a Use Permit to allow overnight recreational vehicle parking in a C-2 zone, on the east side of the Esplanade, approximately 150 feet north of Commercial Avenue in the Chico area. The C-2 zone allows for all uses permitted by C-1 zone (e.g., retail stores and shops of light commercial character, day car facilities, hotels and motels restaurants), as well as C-2 uses such as general commercial uses, including art shops, bars, pool halls, bowling alleys, pet shops repair garages, and other uses. The uses proposed by this application are allowed with a C-2 zone, with the exception of the RV park which requires a Use Permit. The proposed project is located in the Chico Urban Area. All plans and specifications for all proposed drainage facilities, sewerage, street lighting, water distribution systems and site improvements must be approved by the Butte County Department of Public Works Director. Water is to be supplied by California Water Service Company. Individual septic systems will serve the manager's residence and each of the RV slots. There will be a total of 30 parking spaces for RVs and vehicles. Each RV slot will be equipped with its own utility hook-up, picnic table and shade tree. The ten (10) acre site backs up to Highway 99. A buffer area of approximately 175+ feet will be maintained between Highway 99 and the back of the mini -storage area. The mini -storage proposed for this project is a permitted use in a C-2 zone. Adjacent uses include parcels zoned C-2; with general commercial uses, including a mobile home trailer park. Additional project description and area description can be found in the data sheet at the end of this document. II. EVALUATION OF ENVIRONMENTAL IMPACTS 1. Earth. Will the proposal result in: a. Unstable earth conditions or changes in geologic substructures? Yes No X Maybe Response The proposal will not require any excavation, use of explosives. Any fill placed on site for road or homesite construction will have to meet the requirements of Chapter 70 of the Uniform Building Code and will be compacted to accepted engineering standards and will not represent a hazard. Yes No X Maybe Response: The Butte County Seismic Safety Element does not indicate any faults in the area and the risk of ground rupture in the event of a seismic event is remote. However, all of Butte County is still classified as a Moderate Earthquake Intensity Zone VIII and potential -ground shaking is possible. Construction of buildings to Uniform Building Code standards will provide adequate protection to occupants in case of seismic activity. Mobile homes are required to be anchored to the ground throughout California in accordance with Section 18613 of the Health and Safety Code. Mitigation: None required. 2. Air. RV park will be located away from Highway 99 (approximately 800'). Both the RV park and manager's residence will be partially buffered from the highway noise by the mini -storage structures. Yes No Maybe X Response: Commercial development could generate a significant amount of light and glare, impacting both residences on the west side of the project and traffic safety along the Esplanade on the east side of the project. Generation of glare onto adjoining properties would be minimized by requiring all exterior lighting to be -directional and "low spillover." The project shall be conditioned to require a pressurized community water system for fire protection, as required in urban areas by the County Improvement Standards handbook. PROJECT CHARACTERISTICS: This request is for a permit to allow overnight recreational vehicle parking. The other proposed uses on the site -- manager's residence, mini -storage -- are permitted uses in the C-2 zone (General Commercial). There will be a total of 30 parking spaces for RVs and vehicles. Each RV space will be equipped with its own utility hook-up, picnic table and shade tree. The ten (10) acre site backs up to Highway 99. A buffer areas of approximately 175 + feet will be maintained between Highway 99 and the back of the mini -storage area. The mini -storage proposed for this project is a permitted use in a C-2 zone. PROJECT AND SURROUNDING ZONING, GENERAL PLAN DESIGNATION AND EXISTING LAND USE: Described below are the project and surrounding zoning, general plan land use designation and the existing land uses. The General Plan designation indicates the RV park is a secondary use. Areas of concern for the County include drainage, sewage disposal, and fire protection. Drainage. Drainage plans for the project will have to be submitted and approved by the Public Works Director. This will be recommended as a condition of approval. The project site has the acreage to provide detention basins for stormwater runoff, if that is determined to be necessary. It should be noted, however, that the landscape areas along the Esplanade are not to be used for detention. Sewage disposal. The project site is located in the Chico Nitrate Action Plan Area and as such is limited to the amount of sewage discharge it is allowed each day. The Use Permit will be conditioned limiting the specific amount of sewage discharge to be allowed. The project will also be conditioned to install sewer laterals for future connection to the Chico Community Sewer System. Fire protection. A pressurized community water system for fire protection is required. Specific locations of fire hydrants will be made by the Butte County Fire Department in consultation with the developer. The turning radius into the mini storage buildings must be adequate to accommodate Butte County fire apparatus, and this permit will be so conditioned. Access to the site will be from the Esplanade. Although the property site backs up to Highway 99, no access will be provided onto Highway 99. The proposed project provides a service and facilities for the area that are currently missing in the community. Chairman Nelson said he would feel more comfortable if the project was part of a sewer system. Mr. Hackney said the project will be on septic, but eventually there will be city sewer. The project will be required to install laterals to prepare for city sewer. Commissioner Lambert was interested in how the capacity for a dump station would relate to the Nitrate Action Plan. Chairman Nelson said there is potential for 30 units on 5 acres. HEARING OPEN TO THE PUBLIC I I}� 1,[I Mike McEnespy was present from NorthStar Engineering. He noted that on Page 6, Condition 7, he would like the words "or bond" inserted after "construct" regarding the 1/2 street sections. Also the RS -2A road should be "4 lane" not "A lane". He said the city sewer now serves Amber Grove Subdivision. This property cannot hook up to city sewer without being annexed, which r cannot be done yet, although the property is within the Northwest Chico Annexation. He noted i that RV spaces under code generate 100 gallons per space per day. That is very conservative. Residential uses generate 300 gallons per day. That 3397 gallons will be spread over the entire ten acres. That is the reason for the mini -storage in the back. Apparently the requested annexation is still under LAFCo consideration. John Grove, manager of Mountain View Mobile Acres, a park north of the subject property, said that in 1986 Mountain View Mobile Acres applied for an extension to the existing 13 space RV section, but the project was halted because of the septic issue. Chairman Nelson asked that type of units had been applied for? Mr. Grove said they had applied for approximately 25-27 overnight spaces. He described the plans which Mt. View Mobile Acres had prepared. Mr. Hackney noted that new solutions have been developed since 1986 that probably did not exist at that time. Mr. Grove said he would like to know if this project would impact the possible development of E Mt. View Mobile Acres? Chairman Nelson said that would depend on the actual proposal as well as the extension of the city. sewer. The District recognizes that Senate Bill 1287 (SB 1287) may adversely impact the County's authority to impose the following requested mitigation measures by rescinding court precedents established via the Mira, Hart and Murrieta cases; but that issue is yet to be resolved. Based on this information; the District requests that the following comments be included in the project approval record and requested mitigations imposed to the extent allowed by law. SCHOOL FACILITIES FOR NEW STUDENTS GENERATED BY THE PROPOSED DEVELOPMENT . Setting The Brown application proposes 1 additional residential unit. Applying the District's .43 student yield factor, this development will generate approximately one school age child. Utilizing. current District actual student enrollment data and projected: student enrollment data from already approved new residential development, each elementary, junior high and senior high school in the District is filled to capaCounty. To accommodate a 50+ percent increase in student enrollment in recent years, the District (1) reutilized existing school facilities, (2) utilized. interim elementaryschool facilities, (3) placed relocatable classrooms on existing elementary school campuses, (4) instituted multi -track year-round education in three existing elementary schools, (5). occupied one new urban elementary school on a year-round schedule, (6) occupied one new elementary school on a traditional school schedule, (7) is in'the'process of constructing a third elementary school, (8) has placed interim facilities on the secondary campuses pending the availability of new school facilities, (9) acquired a site and has planned to build a new junior high/middle school and (10) has planned to expand one existing senior high school. The State-wide need to construct new schools far exceeds available pro rata State funding; therefore, needed new Chico Unified School District school facilities have not been provided in a timely manner. Local Chico Unified School District revenues generated from school impact fees, coupled with the proceeds from the general obligation bonds approved by the voters in April 1988, will meet the student housing needs generated by local birth rates and previously approved residential developments but will not meet the student housing needs generated by new development. The District anticipates housing increasing numbers of students in interim facilities until funding becomes available to construct new schools. Impact of Proposed Development on Chico Unified School District Schools Since District elementary, junior and senior high schools are filled to capaCounty, it is evident that students generated from Brown Use Permit application cannot be served by existing facilities. In addition, there is currently no funding mechanism that will enable the District to provide facilities for these students. Based on the District's .43 student yield factor per average (1,532 square feet) household, the 1 residential unit proposed in Brown Use Permit application will yield approximately one student that must be housed in District schools. The District projects that larger residential units will yield more than .43 students per household and smaller residential units will yield less than .43 students per household. To adjust for the higher student yield factor in larger than average households and the lower student yield factor in smaller than average households, the District utilizes a mitigation cost based on square footage of habitable space in each household. This project must be consistent with the County General.Plan and the impact on the District must be recognized and addressed in the project approval process. Mitigation of Impact on Chico Unified School District Schools The District is opposed to County approval of the proposed Brown Use Permit application unless the project fully mitigates its impact on the District. Acceptable mitigation measures include: • cash or in lieu equivalent (land or school facilities), approved by the District, which is equal to the full mitigation cost as described below; • imposition of a controlled phasing of single or multi -family residential development to coincide with provision of adequate school facilities; or • denial of the project. The 1993/94 per habitable space square foot cost to fully mitigate the impact of each residential unit is $4.45 per square foot. This amount will be adjusted as needed to reflect the impact of inflation, school facilities needs, regulatory changes and other cost influencing factors. The full mitigation cost of $4.45 per square foot of new residential development will include school impact fees (currently $1.72 per square foot). The school impact fee will be supplemented with an appropriate amount of cash or in lieu equivalent (land or school facilities) approved by the District. The combination of school impact fees and cash or in lieu equivalent must fully mitigate the impact of the development on District schools. Since the school mitigation cost established by the District is based on habitable square footage of 'the residential unit and District representatives are not informed of the exact habitable space of the residential unit in the proposed development, it is not possible to confirm the total cost of the mitigation at this time. The following calculation is provided to allow one who is knowledgeable of the habitable space of each residential unit in the proposed development to make her/his .own calculations: CALCULATION Total habitable space in residential unit(s) times the current cost for full mitigation in effect when paid ($4.45 per square foot in 1993/94) equals total mitigation. For example: 1 unit @ 1,200 square feet/unit x $4.45 = $5,340; or 1 unit @ 1,532 square feet/unit x $4.45 = $6,817; or 1 unit @ 1,800 square feet/unit x $4.45 = $8,010. Brown on APN 006-200-001 : A request'. for a Use Permit to allow a recreational vehicle park on 10+/- acres of land located on the east side of the Esplanade, approximately 150 ; feet north of Commercial Avenue in C-2 zone in the Chico area. This project is located in Supervisorial District 3. RELATED ITEMS: None FOR: Planning Commission Meeting November 30, 1995. ABSTRACT: This application for a Use Permit is to allow overnight recreational vehicle parking in a C-2 zone. This project is consistent with a C-2 zone (with a Use Permit), and is a secondary use under the General Plan designation of Commercial. Staff recommends conditional approval of this application. PROJECT CHARACTERISTICS: This request is for a permit to allow overnight recreational vehicle parking. The other proposed uses on the site -- manager's residence, mini -storage -- are permitted uses in the C-2 zone (General Commercial). The C-2 zone allows for all uses permitted by C-1 zone (e.g., retail stores and shops of light commercial character, day care facilities, hotels and motels, restaurants), as well as C-2 uses such as general commercial uses, including are shops, bars, pool halls, bowling alleys, pet shops, , repair garages, and other uses. The proposed project is located in the Chico Urban Area. All plans and specifications for proposed drainage facilities, sewerage, street lighting, water distribution systems and site improvements must be approved by the Butte County Public Works Director. Water is to be supplied by California Water Service Company. Individual septic systems will serve the manager's residence and each of the RV spaces. There will be a total of 30 parking spaces for RVs and vehicles. Each RV space will be equipped with its own utility hook-up, picnic table and shade tree. The ten (10) acre site backs up to Highway 99. A buffer areas of approximately 175+ feet will be maintained between Highway 99 and the back of the mini -storage area. The mini -storage proposed for this project is a permitted use in a C-2 zone. Adjacent uses include parcels zoned ■ Butte County Planning Commission Agenda Report ■ C-2 and H -C (Highway -Commercial) with general commercial uses, including a mobile home trailer park. PROJECT AND SURROUNDING ZONING GENERAL PLAN DESIGNATION AND EXISTING LAND USE: Described below are the project and surrounding zoning, general plan land use designation and the existing land uses. Direction Zoning General Plan Fxisting Land Use Project: C-2 Commercial Undeveloped North: C-2 Commercial MHP, Undeveloped South: C-2 Commercial Developed East: ----- ----------------- Highway 99 West: H -C Highway Commercial Developed ANALYSIS: The proposed project would allow overnight parking for recreation vehicles. Approximately five (5) acres of the site will be used to provide 30 parking spaces each equipped with its own utility hook-up, picnic table and shade tree. The General Plan designation indicates the RV park is a secondary use. Areas of concern for the County include drainage, sewage disposal, and fire protection. Drainage. Drainage plans for the project will have to be submitted and approved by the Public Works Director. This will be recommended as a condition of approval. The project site has the acreage to provide detention basins for stormwater runoff, if that is determined to be necessary. It should be noted, however, that the landscape areas along the Esplanade are not to be used for detention. Sewage disposal. The project site is located in the Chico Nitrate Action Plan Area and as such is limited to the amount of sewage discharge it is allowed each day. The Use Permit will be conditioned limiting the specific amount of sewage discharge to be allowed. The project will also be conditioned to install sewer laterals for future connection to the Chico Community Sewer System. Fire protection. A pressurized community water system for fire protection is required. Specific locations of fire hydrants will be made by the Butte County Fire Department in consultation with the developer. The turning radius into the mini storage buildings must be adequate to accommodate Butte County fire apparatus, and this permit will be so conditioned. Access to the site will be from the Esplanade. Although the property site backs up to Highway 99, no access will be provided onto Highway 99. The proposed project provides a service and facilities for the area that are currently missing in the community. Although there are any number of mini -storage facilities in and around Chico, there are no RV park facilities providing the type and kind of service this project proposes. ■ Butte County Planning Commission Agenda Report ■ 2 ENVIRONMENTAL DOCUMENTATION: This application has been defined as a project under the California Environmental Quality Act (CEQA) and is subject to the requirements of CEQA. An Initial Study has been prepared by County staff. Based upon the review of the Initial Study, staff has determined that the project has no significant impacts. PUBLIC NOTICE AND COMMENTS: This application requires that a public hearing be advertised and held. Advertisement of the public hearing was published in a local newspaper. Public notices were mailed to all property owners within a 300 foot radius of the subject property. As of the date of this report we have received no public comment. RECOMMENDATION: Staff recommends that the Planning Commission approve the application on APN 006-200-001, subject to the findings and conditions listed in Exhibit A. ASSESSORS PARCEL NUMBER Use Permit -Dorothy A. Brown: A request for a Use Permit on 10+/- acres of land located on the east side of the Esplanade, approximately 150 feet north of Commercial Avenue in C-2 zone in the Chico area. The purpose of the Use Permit is to allow a recreational vehicle park. This project is located in Supervisorial District 3. 1. Failure to comply with the conditions specified herein as the basis for approval of application and issuance of Permit, constitutes cause for the revocation of said permit in accordance with the procedures set forth in the Butte county Zoning Ordinance, including Butte County Code Sec. 24-45.65. 2. Unless otherwise provided for in a special condition to this use permit, all conditions must be completed by the Permittee within 24, months of the delivery of the countersigned permit to the Permittee. 3. If any use for which a use permit has been granted is not established within two years of the date of receipt of the countersigned permit by the Permittee, the permit shall become null and void and reapplication and a new permit shall be required to establish the use. 4. The terms and conditions of this permit shall run with the land and shall be binding upon and be to the benefit of the heirs, legal representatives, successors, and assigns of the Permittee. FINDINGS: Section 1: Environmental Findings. A. An Initial Study was completed incompliance with the California Environmental Quality Act identifying potentially significant environmental effects that the project may have. Provisions and the design of the project and the conditions added to the project will ■ Butte County Planning Commission Agenda Report ■ 4 mitigate such effects to a level of insignificance; and B. The design of the proposed project improvements will not cause environmental damage to fish or wildlife or their habitat; and C. The Planning Commission has independently reviewed, analyzed and considered the proposed Negative Declaration with mitigation measures prior to making its decision on the project, and the Negative Declaration with. mitigation measures reflects the independent judgement of the County of Butte; and Section 2: Zoning Ordinance Findings. A. The proposed use of the property will not impair the integrity and character of the zone in which the land lies in that it is currently designated on the General Plan as Commercial and allows, as a secondary use, in this land use category, transient lodging and storage facilities. B. The use would not be unreasonably incompatible with or injurious to surrounding property or detrimental to the health, safety and general welfare of the persons residing or working in the neighborhood in that the C-2 Zone has a wide variety of potential uses including the uses proposed in this permit, and the surrounding properties zoned for similar uses and the land uses primarily consist of general commercial operations on either smaller or similar sized parcels and the proposed use will not affect the operation of those uses. C. The use would not be unreasonably incompatible with or injurious to the general health, welfare and safety of the residents of Butte County in that conditions imposed by this permit, if adhered to by the applicant, will ensure that the public safety is protected. Section 3: Action. A. Subject to the findings indicated in Sections 1 and 2 of this Exhibit A, Use Permit for Dorothy A. Brown on AP# 006-200-001 to allow a recreational vehicle park, is approved subject to the conditions listed herein. B. Minor changes may be approved administratively by the Director of Development Services, or designee, upon receipt of a substantiated written request by the applicant.' Prior to such approval, verification shall be made by each Department or Division that the modification is consistent with the application, fees paid, and environmental determination as conditionally approved. Changes deemed to be major or significant in nature shall require a formal application for amendment. C. All outside lighting fixtures shall utilize "low spillover" design where all direct lighting shall remain on site,, allowing only reflective lighting to spillover into those areas off site. (MM) 2. Applicant shall submit a Sign Plan to be reviewed and approved by the Director of Development Services or his designee, which complies with the City of Chico sign requirements for size and height limitations for any signs along the Esplanade, prior to issuance of building permits. Applicant shall be required to obtain Caltrans permits for any signs in the buffer area facing Highway 99. (MM) 3. Applicant shall submit a Landscaping Plan prior to Use Permit issuance, to be reviewed and approved by the Director of Development Services or his designee. (MM) The plans shall show a 25 foot landscaped buffer along the freeway frontage. 4. Should any historic or prehistoric sites, features, artifacts, or human skeletal remains be discovered during the project development, activity shall cease until a qualified professional archaeologist has been consulted to assess the archaeological or historic significance. (MM) 5. The landscape areas shown on the site plan shall not be used for water detention purposes. Land Development 6. Prior to issuance of building permits, a plan for a permanent solution for drainage, including no increase in peak runoff over existing peak runoff, shall be submitted to and approved by the Department of Public Works. The drainage plans shall specify how drainage waters shall be detained on site and/or conveyed to the nearest natural or publicly maintained drainage channel or facility and shall provide that there shall be no increase in the peak flow runoff to said channel or facility. 7. Prior to occupancy, a pressurized community water system for fire: protection is required. The specific locations of the fire hydrants will be made by the Butte County Fire Department in consultation with the developer. Average required hydrant spacing 300 feet, hydrant size 6 inches, and residual flow 2000 gpm. 15. Provide adequate turning radius into. the mini storage buildings must be adequate to accommodate Butte County fire apparatus.
