I understand upon information provided by Ronald R. Logan and/or his agents that the Surface Mining and Reclamation Act of 1975 as codified at California Public Resources Code, Chapter 9, Article 2, Section 2735, states that "surface mining operations" includes all, or any part of, the process involved in the mining of minerals by (a) removing overburden and mining directly from the mineral deposits; (b) open -pit mining of minerals naturally exposed; (c) mining by the auger method; (d) dredging and quarrying; (e) surface work incident to an underground mine; (f) in place distillation, retorting, or leaching; (g) the production and disposal of mining waste; and (h) prospecting and exploratory activities; 12. Based upon my statements and understandings contained herein, it is my opinion that, during the period in which I have known Ronald R.
