Q-' Late last year the Airport Land Use Commission discussed -the matter of Dan Hays' Floral Gardens tentative subdivision map. Mr. Hays had misunderstood the time when his item was scheduled for discussion, and therefore arrived too late to participate in it. Without his input, the Commission determined that the site for which the map was prepared did not qualify as an infill lot and was therefore not consistent with the 2000 Airport Land Use Compatibility Plan. As I previousl''mentioned to you by telephone, the City Manager has asked me to request that the Airport Land'Use Commission schedule a reconsideration of this determination in order that Mr. Hays can speak to the matter. Please let me know if this is acceptable to the Commission. If so, I would appreciate it if you would inform Mr. Hays and me of the scheduled meeting date and time for this matter. Mr. Hays will be sending you copies of his original application materials under separate cover. Thank you for your consideration of this request. Meleka, Principal Planner 7 County Center Drive Oroville, CA. 95965 Re: Reappointment as Member at Large Dear Commissioners and Alternates, This transmittal is to serve as my formal request for consideration to continue as the Member at Large on the Airport Land Use Commission. My primary purpose as a member is to provide a link between the County Planning Commission and ALUC. As you know, in many cases ALUC comments are "recommendations" to the Planning Commission, and forwarded to the Board of Supervisors or City Councils. I feel there is a definite lack of understanding regarding the purpose and function of ALUC by the Planning Commission members. Enclosed for your review and immediate use are two paper copies and an electronic version on CD for your use in producing additional copies, as you may need. We also point out that the Handbook is available on the internet on the following web page: http://www.dot.ca.gov/hq/planninglaeronaut/htmlfile/landuse.html The Handbook is the primary tool to be used by Airport Land Use Commissions (ALUCs) to address airport/land use safety issues and determine compatible land uses surrounding airports in California. The California Department of Transportation, along with ALUCs, planning agencies and is decision -makers of cities and counties, consultants, and others who are involved in airport land use planning, are aware of the importance of updating the Handbook in order to remain in compliance with existing laws concerning the adequacy, effectiveness, and the regular updating of Comprehensive Land Use Plans (CLUPs). The Handbook is a resource document, a guidance document, and a training document. This edition of the Handbook reflects the latest changes in law and incorporates more recent aircraft accident data derived from investigations by the National Transporta-tion Safety Board. A new section on Risk Concepts is added to better understand the measurement of risk and how to assess risk exposure.
