As you know CalTrans published a new version of the California Airport Land Use
Planning Handbook in January- of this year. This new version contains a wealth of
information "about airport accidents and noise and offers the very latest thinking on
airport compatibility. It encourages Airport Land Use Commissions around the State to
review and update their compatibility plans, if appropriate, at least every five years and
suggests that the publication of this new version of the Handbook would be a good,

This memo is regarding the status of the ALUCP Consistency Study currently being Performed
by ESA consulting services.
On May 8, 2002, Department of Development Services staff, which included you and myself,
met with ESA Project Managers David Full and Sarah Yackel (ESA). ESA provided a power
point presentation on the various General Plan inconsistencies for each of the four airports,
providing the location, size, and alternatives for each inconsistency. ESA also discussed four
alternative solutions for addressing the General Plan inconsistencies.
• ESA would like County staff to assist in reviewing existing land uses, the proposed alternatives,
and to set up a joint informational study session with ALUC and the Planning Commission.
Staff has tentatively set this public meeting for June 19 at 9:30. This meeting would provide the
Planning Commission and ALUC a status report on the consistency study, as well as provide an
opportunity to learn about how the County's General Plan and Zoning Ordinance would be
amended. Staff instructed ESA to concentrate on areas that are the most challenging with respect
to size, degree of inconsistency, and location. -
I will be -working with our GIS staff to develop some maps that will more clearly show existing
parcelization in the airport areas to determine existing land uses. I will .also be working with
clerical staff to set up the June 19 Study Session. Additionally, I will be reviewing ESA's Task
II report more closely, and the alternatives that are provided.

PROJECT
Attached for your use and reference is a copy of the Environmental Assessment (EA)
and Draft Environmental Impact Report (DEIR) for the Chico Municipal Airport
Master Plan project which addresses future aviation facilities and the westside
business park, along with copies of the Notice of Completion and Notice of .
Availability for Public Review. In addition to local adoption of the master plan,
approval and implementation of the plan will.require Federal Aviation Administration
(FAA) action and funding, and actions by other federal agencies, thereby requiring
that the document satisfy both National Environmental Policy Act (NEPA) and
California Environmental Quality Act (CEQA) requirements.
The first eight chapters of the document are the Environmental Assessment
prepared to comply with NEPA requirements. The EA initially provides a summary of
the project, potential environmental effects and identification of mitigation measures
to reduce the significance of impacts. Chapters 1 and 2 of the EA describe the
purpose and need for the project, and describe the project components. Chapter 3
describes the environmental setting and Chapter 4 contains a detailed analysis of
potential effects which may result from the project and supports the conclusions
regarding the significance after mitigation. Project alternatives are discussed in
Chapter 5 and Chapter 6 addresses other topics required by NEPA. The final two
chapters list references and information sources.
The draft EIR, prepared to satisfy CEQA requirements, follows the NEPA document,
but only addresses the CEQA specific issues, relying on the NEPA portion of the
document for the environmental description and analysis. The EIR section also
provides additional information on significance of impacts and mitigation, and
addresses statutory CEQA requirements for an adequate environmental impact
report.
The Chico Municipal Airport Master Plan and accompanying Airport Layout Plan,
address infrastructure improvements necessary to accommodate air traffic and
airport -related uses, including the development of the 150± acre westside business
park, at the airport during the next 20 years.

The EA/DEIR evaluates the effects of adopting the plan and constructing or
implementing the following major project, components:
• Primary runway, related taxiways and approach _lighting extension
• General aviation runway and related taxiways improvements and extension
• Apron expansion '
• Tee hangar expansion
• Air terminal and parking expansion
• Fire station expansion .
• Land acquisition
• Westside Development Area - construction of access, utility extensions and
infrastructure for business park development
The EA/DEIR examines potential environmental effects and impacts related to land
use, traffic and circulation, water quality, biological resources, lighting and aesthetics,
solid waste, geology, soils, farmland conversion, public services, air quality, cultural
resources, energy, utilities, service systems; environmental justice (EA only), social
and economic environment (EA only) and noise. With the exception of land use and
traffic rioise,-all other identified impacts can be mitigated to acceptable levels.
Mitigation measures are also suggested for the impacts of land conversion and
noise, but these impacts remain significant and unavoidable under CEQA.
The EA/DEIR is available for review by the public and other governmental agencies
through July 1, 2002. Comments on the DER may be submitted to the City
throughout the review period. To facilitate public access to the DER, copies have
been placed in the Butte County and University libraries, and copies may be ;
purchased or borrowed from the Community Development Department. It is
anticipated that a .public hearing on the EA/DEIR will be held, with notice provided
through direct mailing to interested persons, parties and agencies, and publication in
the local newspaper.
After the conclusion of the EA/DEIR review period, a Final EIR will be prepared
consisting of the Draft EIR, comments on the Draft EIR, responses to those
comments and any corrections resulting from the review. Following the Chico
Municipal Airport Commission hearing on the Master Plan, City Council will be
required to certify the adequacy of the Final EIR and adopt findings relating to
potential environmental impacts prior to approval of the project. The EA will be
processed by the FAA in accordance with their procedures following the review
period.

NOTICE IS HEREBY GIVEN that an environmental Assessment/Draft Environmental Impact
Report (EA/DEIR) has been prepared for the Chico Municipal Airport Master Plan project and is
currently available for review and comment. The EA/DEIR evaluates the potential
environmental impacts associated with adoption of the Chico Municipal Airport Master Plan and
Airport Layout Plan and construction of various improvements as identified in the plans.

Administration (FAA), is proposing to adopt the Chico Municipal Airport. Master Plan and
Airport Layout Plan, as well as construct specific improvements identified in the plans. The

necessary to accommodate air traffic and airport -related uses, including the development of the

PUBLIC REVIEW: The EA/DEIR has been prepared pursuant to the provisions of the National
Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA). A forty-
five (45) day public review period is being conducted from May 16, 2002, to July 1, 2002.
• The EA/draft EIR and supporting materials can be reviewed at the City of Chico Community
Development Department office, 411 Main Street, 2nd Floor, Chico; the Butte County Library,
Chico Branch, 1106 Sherman Avenue, Chico; and the Meriam Library, Special Collections, 3"
Floor at California State University, Chico. Copies of the EA/draft EIR are available for sale
($20.00 hard copy) or 24-hour loan at the Chico of Chico Community Development Department
office.
A PUBLIC WORKSHOP TO RECEIVE COMMENTS ON THE EA/DRAFT EIR WILL
BE SCHEDULED FOR A DATE DURING THE REVIEW PERIOD. Notice of that
meeting will be published in the local newspaper and mailed directly to any person, group,
organization or agency requesting notice for this matter. City Community Development
Department staff will be in attendance to receive comments. We encourage the submittal of
written comments at this meeting. Once the fmal EIR has been prepared to address comments
received, a hearing on the EIR will be held before the City Council on a date to be determined. A'

Begin preparation of final EIR
SUBMITTAL OF COMMENTS: Comments related to the adequacy of the EA/DEIR should
be filed in writing with the City of Chico Community Development Department office, P.O. Box
3420, Chico, California 95927, or delivered to the 411 Main Street address, no later than 5:00.
p.m. on Monday, July 1, 2002. Comments on the EA/DEIR should specifically address the
adequacy of the environmental review.
Written responses will be prepared for each comment received on the EA/DEIR within the
comment period for inclusion in the final EIR. The final EIR will be available for public review
and consideration as part of the decision-making process in selecting the project alternative.
Although verbal comments received at the public workshop will be noted and addressed within
the final EIR, written comments will ensure an accurate recording of each concern.
Arguments for or against individual project elements are beyond the scope of the EA/draft
EIR review. Once the Airport Commission and City Council have reviewed the final EIR at
public meetings (dates to be determined) and determined that it is adequate, the City
Council will consider final approval or denial of the project.
