As a result of my meeting with Bob Grierson and subsequent telephone
conversation with you, I am formally expressing my interest in being. -considered
as a member of the Airport Land Used Commission.
As explained in more detail in my enclosed resume, I have a business and
management background combined with public affairs and community relations
experience. I have also had real estate experience in a past assignment with my
former employer.
After a career spanning 36 years with Shell Oil Company my wife and.I.have
returned to California and have chosen Butte County to make our home. I have
been involved in the communities `where we have lived and plan to do the same
here and to make a contribution and add value where I can.

The Political Reform Act of 1974 requires that officials and employees who are designated in the agency's
conflict of interest code must file a Statement of Economic Interests Form 700. As an official whose position is
designated in the agency's conflict of interest code, you are required to file an assuming office statement of
economic interests no later than 30 days after the date you assumed office.
Enclosed is a Statement of Economic Interests Form 700. The "Assuming Office" box has been checked and
date of appointment inserted. Please submit the form upon completion in the enclosed self-addressed envelope.
Under provisions of the Conflict of Interest Code, the Form 700 must be used for the required filing of the
Statement of Economic Interest in the Office of the County Clerk -Recorder, Elections Division, where it will be
retained as a public record pursuant to Government Code §87200 et seq.

Regarding the seat on the Butte County Airport Planning Commission, it would
be my privilege to fill this position.
As background information, °I am a Licensed Land Surveyor and Certified Party
Chief in. the State of California and have been working. in this field for over 35 .
years. i completed two years of Survey Control and Geodesy' at Riverside City
College in Riverside, California and am a four-year graduate of. the Southern
California ,point Apprenticeship Survey School.. 1 have worked in ail phases of
land surveying including project planning, Cadastral surveys and GPS surveys. I
Have served as Chief, in charge of large construction jobs over 19,000,000 yards,
as well as the construction of the Mission Viejo Darn. Over the years I have been
involved with. various bridge and road projects. and sewer treatment plants and
piping projects. I - am proficient in Town Planning, GPS Control, Construction
Staking, Aerial Control and Boundaries.
As owner of L & L Surveying, l am well versed in land -planning and land usage
and regularly . participate in County Supervisor's and'. County Planning
Commission meetings : and with the Paradise- Planning Commission, town
.Council and staff.
My survey firm is currently working with Butte County Supervisor Kim Yamaguchi
on the. County General Plan and Rezone process. The future County General
Plan is an . intogral part of . Butte County Airport Planning . and, I believe; my
involvement will be an asset to this Board.
My past experience as President of the Exchange Club and Board Member of the
Paradise Infrastructure Pee Committee will also be advantageous to my position
on the Butte County Airport Planning Commission.

RESOLUTION OF COMMENDATION FOR DONALD R. WALLRICH

WHEREAS, Donald R.. Wallrich has served as Commissioner to the Airport Land Use.
Commission during the past four years; and, +
WHEREAS, Donald R. ',Wallrich is' a retired banker. that * gave of his time to make the
community a better place. ` Instead of serving on the Commission he could be hunting, fishing, or -
enjoying his family. He is a non pilot .who took, the time `to learn about and understand the .
operations of an airport and aircraft. He also understands business and development and was able
to fairly balance the competing interests of the airport and the developer.
WHEREAS, Donald R. Wallrich has enabled the'Commission to more effectively perform its
duties; and
WHEREAS,, he is a man of rare intelligence, integrity,. wisdom and moral fiber, and his
contribution during'his term of office with the Commission has been substantial and -of great value to
Butte County; and
WHEREAS, he has exhibited'great knowledge and concern for the orderly development of
this County, and has worked diligently toward, its protection.
NOW, THEREFORE, BE IT RESOLVED that the -Airport Land Use Commission takes
recognition of ,and expresses ' its. appreciation for the services of Donald R. Wallrich,
to the County of Butte and the Commissioners. Staff members and associates, extend sincere
appreciation and commend Donald R. Wallrich for his service on the Airport Land Use Commission.
