SUMMARY ACTION MINUTES OF FEBRUARY 23, 2004
1. Call to Order
The meeting was called to order at 10:35 a.m. by Vice -Chairperson Al McGreehan in the
Klamath Conference Room at 202 Mira Loma Drive, Oroville.
2. Roll Call

Vieira, Principal Analyst Deborah DeBrunner, and Secretary Dolores Horn, Department of
Development Services; Rob MacKenzie, County Counsel. .
3. Adoption of the meeting minutes of October 29, 2003 and- November 24, 2003
A motion was made by Bob Koch, seconded by Bob Zollner, and unanimously carried to
adopt the minutes of October 29, 2003, as presented.

4. Consideration of adopting an annual budget.
Action: Staff to determine if 'consideration of adopting an annual budget should be placed
on the August, 2004 meeting agenda (after fiscal year-end), or, if.it is necessary to address* it
at the May 24, 2004 meeting.
5. Report to the AVA Board from staff concerning vehicles abated in the first quarter of the
program and "vehicles abated" revenue and consideration of approval of initial "vehicles abated"
revenue disbursal to member agencies (Information Only):

Action: Staff to provide an updated quarterly AVA Funding spreadsheet of vehicle
abatements and revenue figures by the next meeting date of May 24, 2004.

Action: Staff to add distribution dates to the AVA Funding spreadsheet discussed in agenda
item 5.
7. Discuss any additional updates to track to be addressed at a later meeting.
Action: For the August, 2004 meeting, perform overall auditing and reporting of the AVA
program activities with revenues received and expended with possible amendment action on
the formula.
8. AVA Board members wishing to address items not listed on the agenda.
(The AVA Service Authority is prohibited by State law from taking action on any item
presented if it is not listed on the agenda.)
There was a brief discussion regarding the number of vehicles removed from the south side
of Oroville.
Action: Staff to research if AVA Board is empowered to amend the Service Authority Plan
language on page 7, item (e), under section "Disbursement of Funds" to match the California
Vehicle Code regarding funds not expended. If this is the case, it, will be scheduled as an
action item for the next meeting of May 24, 2004.
Action: The AVA Board to rectify that the Butte County Treasurer/Tax Collector shall serve
as the treasurer and not the Butte County Auditor as previously appointed at the July 7, 2003
AVA meeting. This is an action item for the May 24, 2004 meeting.
Action: A new item to be added to future agendas titled, "Staff Comments" to allow staff to
bring forward any comments or possible action items to the AVA Board.
9. Consideration of establishing regular AVA Board meeting dates.
Action: Staff to schedule the next four meeting dates to be held once every three months on
the fourth Wednesday of the month and distribute dates to AVA Board members.
10. Members of the public wishing to address the AVA Board on items not listed on the agenda.
(Presentation will be limited to five minutes. The AVA Board is prohibited by State law
from taking action on any item presented if it is not listed on the agenda.)
