On August 20, 2009, the Article 2.3 emergency regulations become permanent; including all acceptable revisions received from public comment and was made effective upon filing with the Secretary of State. The,full text of the regulations and other helpful information is available online at www.hcd.ca.gov/codes/mho = The following summarizes the significant changes made to the Article 2.3 regulations effective August 20, 2009, as compared to the emergency regulations that were effective until that dater s • New manufactured homes manufactured on or after January 1, 2006, and prior to September 1, 2008, are exempt from the requirements of Article 2.3 if an application for a permit to install the manufactured home is submitted prior to December 31, 2010. Reference sec. 4200(c)(1). • Used mobilehomes, manufactured homes, multifamily manufactured homes or commercial modular units manufactured prior to September 1, 2008, are exempt from Article 2.3. section 4200, but must comply with Article 2.3 section 4205 (only)..Reference sec. 4200(c)(2). , Information Bulletin 2009-03 (MH) Page 2 • Mobilehomes, manufactured homes, and multifamily manufactured homes reinstalled on the same mobilehome park lot or parcel are exempt from Article 2.3 in its entirety. Reference sec. 4200(c)(3). • Commercial modular structures are exempt from Article 2.3 if installed for temporary use or occupancy for 3 years or less. Reference sec. 4200(c)(4). • Definitions were added for "used" and "new" manufactured home, mobilehome, multifamily manufactured home or commercial modular units. Reference sections 4202 (d) and (f). • Section 42.05 was added to provide specific new requirements for the construction of commercial modular, manufactured home, mobilehome, and multifamily manufactured home roof systems on units intended for installation in wildla'nd-urban interface fire hazard areas which are different than what is prescribed in Title 24, California Building Code, Part 2 Chapter 7A. In this new section, metal and asphalt roof coverings are allowed to exist as originally constructed; however under-eave attic ventilation must be as prescribed in Article 2.3. New and used manufactured home and multifamily manufactured home" roof systems also must comply with the federal Manufactured Housing Construction and Safety Standards, as applicable. When a foundation system is installed pursuant to section 18551 of the Health and Safety Code, utility connections shall comply with the requirements of Title 25, or at the discretion of the owner, the connections may be installed as.required for permanent residential buildings incompliance with the California Plumbing Code and the California Electric Code El 333.5(a)]. Whenever a commercial modular is installed, the utility connections shall comply with the California Plumbing Code and California Electrical Code [1333.5(b)].Utility connections shall be located within 4 feet of the Mobile Home/Manufactured Home (See Area 'W' below). Sewer and water connections may be located under the Mobile Home/Manufactured Home within 18 inches of the outside wall (See Area "B" below). [1184, 1.222, 1254(e), and 1.274]. ELECTRICAL Equipment installed to supply electrical to a Mobile Home/Manufactured Home shall be rated at not less than 100 amperes and shall be listed and labeled "Service Equipment" [1 180] Equipment to supply electrical power to a Mobile Home/Manufactured Home shall be located within 4 feet of the home or the proposed location of the home [1184]. Additional loads (well pumps, garage, shops, etc.) require additional power. Approved Mobile Home/manufactured Home lot service equipment shall be stabilized by concrete not less than 3 1/2 inches thick and surrounding the equipment base by not less than 6 inches. The lot service equipment shall be secured to a 4 X 4 redwood or pressure treated post or equivalent installed not less than 2 feet into the earth [1182]. Gas meters shall not be installed closer than 3 feet from sources of ignition [1226(b)]. All gas piping installed below ground shall have a minimum earth cover of 18 inches. Gas piping shall not be installed underground beneath buildings or that portion of the lot reserved for the location of the home or any accessory buildings [1216]. The"water service outlet riser shall be not less than 3/4 inch nominal pipe size [1274(a)]. The lot water outlet shall be located within 4 .. feet, of the outside of the unit, or under, the unit within ,18 inches of.the exterior wall of the unit [1274(b)]. A pressure test of a minimum of 50 pounds or working pressure shall be "required. Each lot shall be provided with a drain inlet not less than 3, inches in diameter' and .shall be r connected to an approved sewage disposal system [1.254(a)]. Engineering REQUIREMENTS: • These plans and specifications meet the requirements of Tale 25 Section 1333 and Wind & Seismic Requirements, CRC 2013. -- • The Xi2 System, with either a concrete footer or the steel pan, is installed at or in place of one of the piers required by the home manufacturer's set up instructions. The systems must be placed as evenly as possible; when 4 systems are needed they are to be installed on either the first or second pier in from each end of the home and .when a 3rd or 5th system is needed it should go approximately at the mid=point of the home. Components of the Xi2 system such as the longitudinal start and connecting. hardware, may extend beyond the pier location. • Maximum vertical projection at sidewall is 9'. Higher walls may be used when the design loads are adjusted accordingly. • Main rail spacing must be 75.5" — 99.5" *Except 95"-99.5" for single section. • The lateral and longitudinal components of the Xi2 System replace standard frame ties. Additional Vertical anchor ties that.are unique to a home's design maybe .required by the home manufacturer. These locations may include shear walls, marriage line ridge .beam support posts,, and.rim plates. Check manufacturers set-up requirements. • Maximum pier height is 48". Identify the location where the systems will :be installed. Clear all organic. matter and debris:from the pad site. Place U -bolts through holes in pan provided. Place pad centered under beam with the lateral strut bracket towards the inside of the home. Press or drive pan into ground until.level and flush with prepared surface. Build pier according-to'State, Local or Home Manufacturers guidelines. (Figure 1) Attach the end of the smaller tube to the inside of pan using U-bott & nuts. provided Attach the flag end of the larger tube to the opposite I-beam using the "J" bolt over the top of the 1 -beam with the nut & washer provided. (Figure 2) Install.a minimum of four (#12.x 1" tek screws) self -tapping screws into the holes provided in the lateral strut so VW the two -tubes are connected together. Placement Installation of Xi2 Concrete Systems 1. Identify the number of systems to be used on the home using the chart provided. 2. Identify the location where the systems will be installed. 3. Build pier according to State, Local or Home Manufacturers guidelines. 4. Drill two 3/8"x 3" deep holes in the. concrete using holes in galvanized bracket as a guide. Attach bracket to concrete pad using 3/8"x 3-1/2"wedge anchors provided. Place nut & washer on anchor, leave.' enough room for 1 to 2 threads showing on top of bolt Using a hammer, tap the wedge bolts into hole through bracket, leaving nut & washer flush with bracket Using a 9/16" socket wrench, tighten wedge/anchor bolt, securing bracket to the concrete. 5. Attach the end .of the smaller tube to the bracket mounted on the pad, using the grade 5,1/2° x 2-1/2" bolt/nut provided. 6. Attach the flag end of the larger tube to the opposite 1 -beam using the "J" bolt over the top of:the I-beam with the nut & washer provided. (Figure f next Page) 7. Install a minimum of four (#12 x 1" tek screws) self -tapping screws into the holes provided in the lateral strut so that the two tubes are connected together 8. Install frame bracket clamps on 1 -beam on the. inside of block/pier. 9. Insert strut in frame bracket clamp and attach with nut & bolt. Attach opposite end to concrete bracket 10. Pull the frame bracket clamp with fastened strut outward to remove any slack. 11. Tighten all nuts and bolts on system.
