Mr. Parilo said Craig Sanders will participate in the Chico Master Plan Technical Advisory Committee from
the Planning Division.
Commissioner Rosene recommended that Ms. Webster should attend the Master Plan Committee
meetings as part of her paid time.
Mr. Parilo said he would explore the possibility of Ms. Webster attending the Master Plan meetings and
would discuss the issue with her employers.
Alternate Koch said the Master Plan Committee would meet 4 or 5 times for 2 to 3 hours. (#8)

1. Status of Caltrans Grant for CLUP Preparation - On May 19, 1998, the Butte County ALUC
received written notification from the Department of Transportation Aeronautics Program,
that the California Transportation Commission (CTC) approved the allocation of an
additional $40,000 to the Butte County ALUC from the California Aid to Airports Program.
This supplemental allocation, together with the earlier allocation of $41,000 is intended to
assist with funding updates to the Comprehensive Airport Land Use Plans (CLUP) for all
four public use airports within the County.
The combined allocation of $81,000 is considered by the CTC and Caltrans to be up to
90% of the total project cost. Therefore, the match for the total grant amount is 10% of the
total project cost or $9,000. This can be a cash match, an "in kind" match, or some
combination of both. Although the precise project cost will not be known until proposals
are submitted by qualified consultants and a firm is selected, the grant funding that has
been approved is expected to be adequate for a majority of the total project.
According to previous information provided by the Department of Transportation, the
allocated funds are not released as a lump sum. They are released as a reimbursement
for monies which the ALUC pays to the consultant, less the 10% county match and a 10%
holdback until the project is completed. Since the funds can only be released in the form
Of a reimbursement, it is likely that the '98-99 annual budget for the Butte County ALUC
will need to be modified in some fashion to ensure that adequate funding is available for
up front project costs.
In order to complete the grant agreement process, an authorized official of the sponsor
identified by minute order or resolution must sign and return an executed copy of the
Public Entity's Acceptance of the Allocation for Additional Funds on or before June 18,
1998. The necessary. resolution will be presented to the Board of Supervisors for approval
at their regular meeting ori June 9, 1998 to ensure that acceptance of the funds is
completed well in advance of the deadline.

2. Status of the RFP for CLUP Preparation - At the time of this report (June 1, 1998), ALUC
1 staff has not received written comments from the Department of Transportation
Aeronautics Program regarding that agency's suggestions for changes to the Draft RFP
for preparation of the CLUP for all public use airports within the County. The Draft RFP
was originally submitted to Caltrans for their authorization on May 6, 1998. Prior to and
following ALUC's regular meeting on May 20th, staff has kept in close contact with Christa
Engle of the Aeronautics Program to help expedite completion of that agency's response.
The last estimate from Caltrans for the submittal of formal comments was June 5, 1998.
Following the receipt of Caltrans' comments on both the Draft RFP and Airport Layout
Plans for the Chico Municipal Airport, Paradise Skypark Airport and Ranchaero Airport,
staff will finalize the RFP and distribute it to a list of qualified consultants. The tentative
due date for proposal submittal is one month following the release of the RFP.
3. Airport ,Land Use Workshop (Visalia - June 25, 1998) - An Airport Land Use Workshop
sponsored by the California Pilots Association will be conducted on Friday, June 25, 1998,
between 9:00 A.M. AND 3:00 P.M. in Visalia (see attached flyer). Presentations will be
given by experienced land use planners and specialists from the Caltrans Aeronautics
Program. The focus of the workshop will be the practical creation and implementation of
Comprehensive Airport Land Use Plans. This is an excellent educational opportunity for
all ALUC members, particularly in light of our upcoming CLUP preparation process. There
is also a possibility that the Northern California Pilots Association may be able to provide
air transportation to the event. Advanced registration is required for the workshop.
Interested parties should contact Chairman Hennigan at (work) 891-1862 or by (fax) 898-
9341. This workshop notice has also been distributed to appropriate officials and agency
staffs at Butte County, all cities within the county, and the Chico Airport Commission.
4. North Chico Speck Plan Signage. The North Chico Specific Plan requires the installation
of 8 signs that are 5' by 2'/' in size. The Butte County Public Works Department does not
prepare signs of the size required. However they do prepare signs that are 36" x 45" in
size. Planning staff is checking with County Counsel to see if an amendment to the
,Specific Plan is required in order to amend the sign size. The signs cost $143.50 each
plus $100.00 per installation if all are made and installed at the same time. The total cost
of preparing and installing the signs is $1,964. The Development Services Department is
making arrangements for Public Works Department to install signs in the near future. 'The
signs are to read:

related to the operations of the Chico Municipal Airport
and from aircraft overflight.
5. ALUC Staff Time Accounting - Pay periods 09 and 10 (4/18/98 through 5/15/98). Total
hours dedicated to work on ALUC .issues by individual staff members. .

6. Ranchaero Airport - The Moorehead's have signed the agreement with the
Ranchaero Airport. However, Gary Griggs, Ranchaero Airport owner has not yet
signed. Mr. Griggs wanted to be assured by Cal -Trans that the restriction to flight
operations would be lifted. Subsequently, Jim Michaels, required detailed drawings
of the encroachment area prior to lifting restrictions. Mr. Griggs is having
professional drawings prepared. After submission to Cal -Trans it is anticipated that
the restrictions will be lifted.
7. Preparation of Draft County Ordinance -ALUC Staff is in the process of making
revisions to the County Ordinance as it applies to airports in Butte County. During
a detailed review of the current ordinance, staff determined that there -were several
questions that needed to be answered. Staff also needs to meet with county
counsel. The draft ordinance may be ready for the Commission to review at the
July meeting.
8. t Chico Master Plan Technical Advisory Committee: Craig Sanders has been
appointed as the Butte County Department of Development Services - Planning
Division representative.
9. Cell Tower Ordinance - Preparation of the draft ordinance is underway by the
Planning Division. It is expected that the draft ordinance will be scheduled for
hearing before the Planning Commission sometime this summer. ALUC will have
the opportunity to review and comment on the draft ordinance.
10 Follow -UD on Letters to Citv of Chico and the Federal Aviation Administration At
the January 21, 1998 meeting the Commission directed staff to send a letter to the
City.of Chico requesting them not to represent the FAR PART 150 Noise Study as
an ALUC adopted document and to send a separate letter notifying the FAA also
that the document was -not adopted by ALUC. Staff prepared the letters as directed
and did not request a response.

1. City Selection Committee Commissioner Appointment. On Thursday, April 30,
1998, the City Selection Committee appointed Art Hatley to fill the unexpired term
of Alan Campbell. Commissioner Hatley's term will expire May 3, 1999.
2. Board of Supervisors Commissioner Appointment. The. Board of Supervisors will
appoint a representative to the Commission on May 12, 1998. The new
appointments term of office will be May 3, 2002.
3. Status of Chico Municipal Airport Master Plan - The City of Chico has officially
initiated the preparation of its Airport Master Plan. The City's Airport Commission
conducted public workshops on April 17th and April 28th to introduce the project
to the community and give interested persons the opportunity to express their
recommendations and opinions regarding the development of the Chico Municipal
Airport over the next 20 years.
Presentations were made by the project consultant, Reinard Brandley. The project
is expected to be completed within the next twelve months. The first phase will
focus on completing: ./
• An inventory of existing facilities c
• Activity forecasts and aviation demands
• A demand capacity analysis
• A facility requirements determination
• Preliminary portions of the environmental assessment
One particular area of consideration during the study will be to determine the most
suitable types of development for the west side of the airport. Initial public input
was supportive of a new terminal building on the west side and possible
conversion of the existing terminal to a fixed base operator and airport conference
facility. Other comments supported the extension of both runways, improvements
to accommodate heavier aircraft, lighting of runway 31L, accommodations for
aeronautic related and/or dependent businesses, and some hotel and restaurant
development. A Technical Advisory Committee will be created to provide
additional input during the preparation of the Master Plan. Periodic public

workshops will be scheduled as the project progresses to present and discuss
interim work products.
4. Status of the Northern California Aviation Systems Plan - According to discussions
with BCAG representatives, work has not yet been initiated on the Northern
California Aviation Systems Plan. Caltrans will actually be the lead agency on the
project. It is anticipated that start up activities will begin in October 1998. ALUC
staff requested to be advised as more information on the details of the project
become available.
5. Status of 1998 -1999 ALUC Budget - The Department of Development Services,
Planning Division budget was submitted to Administration in early April. The ALUC
operating monies are included within this budget item.
6. Status of Caltrans Grant Application to the CTC The Caltrans application has
been submitted for review during the CTC meeting scheduled for May 6th and 7th.
Caltrans representatives will inform the Butte County ALUC of the CTC's decision
immediately following formal action on the request. A verbal update and any
associated correspondence will be provided at the ALUC meeting on May 20,
1998.
7. Status of Caltrans Conditions Placed on Butte County. ger letter from Marlin
Beckwith dated December 2 1997) - Use of the Airport Master Plan for the
Oroville Municipal Airport has been approved by the Department of Transportation
Aeronautics Program as the basis for the CLUP for that facility. Layout Plans for
the Chico Municipal Airport, Paradise Skypark Airport and Ranchaero Airport were
submitted to Caltrans for approval on April 6, 1998.
According to subsequent telephone discussions with Caltrans staff (April 28,
1998), the Layout Plans were received and are in the process of being reviewed.
Official correspondence from that agency regarding the use of the Layout Plans
as the basis for the CLUPs is expected to be provided to ALUC staff on or before
May 7, 1998.
The Draft RFP for preparation of the CLUP was submitted to Caltrans on May 6,
1998, for that agency's review and comment. Following receipt and incorporation
of Caltrans' comments, the RFP will be distributed to a list of qualified consultants.
The tentative due date for proposal submittal is June 5, 1998.
8. Reminder: At the March 18, 1998 ALUC meeting the ALUC Policy Plan was
tabled for six months pending progress on the CLUPs and the Caltrans grant. It
will only be placed on .the agenda of September 16, 1998 if the grant is not
awarded.

Appointment to the Chico Municipal Airport Master Plan Technical Advisory
Committee (TAC). The Chico Airport Commission has requested the Butte County
Airport Land Use Commission consider appointing a representative to serve on the
Chico Municipal Airport Master Plan Technical Advisory Committee, The appointee
should have a technical or practical background in aviation and airport related matters.
Alternate Koch said the Chico Airport Commission has invited a representative from ALUC to
participate in work on the Chico Municipal Airport Master Plan Technical Advisory Committee as a
voting member. The County Planning staff was also invited to send someone as an ex -officio member.
Commissioner Lambert nominated Chairman Hennigan to be the representative. The nomination was
seconded by Commissioner Gerst. The selection was approved by the following vote:
AYES: Commissioners Lambert, Gerst, Rosene, and Hatley and Alternate Hodges and Chairman
Hennigan
NOES: 0
ABSTAIN: Alternate Koch
ABSENT: 0
Commissioner Rosene suggested that Ms. Webster be included in the TAC as the Planning staff
person.
Mr. Parilo said he would confer with Tom Lando and Alternate Koch as to whether they would prefer'
someone purely from the Planning Department. He agreed it would be good to have Ms. Webster
involved with the TAC, but budget resources would have to be allocated.
Commissioner Gerst asked if meetings on the Master Plan for the Chico Municipal Airport are open
to the public.

Re: Invitation to Serve on Chico Municipal Airport Master Plan Technical Advisory
Committee.
Dear John:
As you know, the City of Chico Airport Commission has just begun the process of
updating the Master Plan for the Chico Municipal Airport; a process which is expected
to take approximately one year to complete. When complete, the new Airport Master
Plan will serve as the guiding document for the future development and use of the
Airport, including the potential for new aviation facility improvements.
To assist the Commission, its airport planning consultant and City staff in this process,
the Commission has agreed to appoint a Technical Advisory Committee consisting of -
people with technical and practical background and experience in aviation and airport
related matters.
It is expected that the Technical Advisory Committee will meet four or five times for two
or three hours each time during the course of the project to provide comment and
-guidance regarding the process and content of the new Master Plan.
The Commission has requested that ALUC consider appointing a representative to
serve on this Committee. The appointee could be either a Commission member or
ALUC staff. If ALUC desires to make an appointment to the Committee, would you
please advise me accordingly by either writing me, or calling me at 895-4820, by not
later than May 26, 1998. 1 will need the appointee's name, address and phone number.
The Commission will be making the formal appointments to the Committee at their
meeting that evening.
ALUC's participation in this process is encouraged and will provide a valuable
perspective to the Commission as it determines the future of our Airport.
