Project Description: -The proposed project is the comprehensive update of the
• Master Plan for the Chico Municipal Airport. The
revised Master Plan will review existing airport facilities, _
associated,land uses and.proiected'future needs' The
" Master Plan will identify, aeronautic improvements; and
�.. airport -related commercial and industrial -development; ;
which' may be needed'over the long term, focusing on,
specific needs within the 20 -year planning period.

• Extension of,the existing Runway: I3R-31L and s
- associated taxiways to anew length of 6,000 feet
Expansion of existing apron areas north,and/or south

Development of up, to 200 acres 6f, sites for new
. airport -compatible commercial and/or industrial -
s development west of the existing airport (the
„Westside Area"
Development of related internal streets, -utility
systems and taxiways to serve the Westside Area -

• Aviation features to serve the Westside Area
including a new FBO facility and associated apron,
hangar, tie -down and other facilities
• Construction of approximately 10,000 feet of new
access road from Eaton Road north to the Westside
Area and then west to Hicks Lane, including a new
bridge over Sycamore Creek.
• Potential future extension of Runway 13L` -31R and
associated taxiways to a new length of 8,600 feet
.The Master Plan and associated projects will require
federal, state and local approvals.
Project Location: Chico Municipal Airport. The study area for the
Program EIR is shown on the attached map.
Probable Environmental Effects: The Program EIR will address the range of physical,
biological, land use, safety, and infrastructure issues
normally considered in an EIR with specific.
consideration of the potentially significant environmental
effects listed on the attachment.
The Lead Agency needs to know the views of your agency as to the scope and content of
the environmental information which is germane to. your agency's statutory responsibilities
in connection with the proposed project. Your agency may need to use the EIR prepared
by our agency when considering future permits or. other approvals for portions of the
overall project.
An Initial Study has not been prepared for this project, pursuant to CEQA Guidelines
Section 15060.
Due to the time limits mandated by State law, your response must be sent at the earliest
possible date but not later than 30 days after receipt of this notice.
Some of the airport improvements addressed in the updated Master Plan will be subject to
federal approval and/or funding. The Federal Aviation Administration will be the'Lead
Agency for preparation of an environmental document which considers the implications of
these actions under the National Environmental Policy Act (NEPA). Preparation of the
NEPA document will be coordinated with preparation of the City's EIR.

indicate the name for a contact person in your agency.

It seems Bob Hennigan and the City of Chico has asked
Mr. Pete Giampaoli, to present his project'to the
Commission. I would like to have this on the March
Agenda. I have not seen the project but understand' it to
be in the City of Chico. • If so it appears that we should
only make a recommendation, and probably based on
what we know about the new CLUP.

In keeping with my evaluation goal of keeping, my supervisor informed, here is an update. Pete
requested a meeting this morning to discuss his proposed subdivision located between Floral Ave.,
Ceonothus Ave. and Sycamore Creek. It will place approximately 189-hoines on 400 acres'.. Tom
Hayes suggested he speak with me to discuss ALUC issues. I covered the Environs Plan issues, the
Caltrans Handbook and the Draft Policy Plan. Essentially, it is infill development and is not likely to
present a significant impact to the operation of CMA. It does fall in CLUZ II, which indicates 1 to
3 acre parcel sizes. The Handbook would allow 4-6 units with 15% open ,space. With the retention
of approximately 200 acres of wetlands open space, ,noise 'attenuation design. possible real estate
disclosure and avigation easements, .I think the project would ,work. As always, I presented an
objective view of the project and Pete remarked that he was very pleased with the knowledgeable ,
