HomeMy WebLinkAboutCITY OF CHICO, GENERAL PLAN AMENDMENT EAST AVENUE AREAINTER -DEPARTMENTAL MEMORANDUM TO: Airport Land Use Commission FROM: Planning Staff SUBJECT: City of Chico, General Plan Amendment, East Avenue area DATE: August 8, 1991 The City of ' Chico is currently considering a General Plan Amendment to change the existing General Plan Designation from Low Density Residential and High Density Residential to a new designation of Office Residential in the area located along East Avenue between Cohasset Road and Manzanita Avenue in the northeast Chico area. While the subject property is located in the review area for the Chico Municipal Airport, it is located for the most part outside of the Compatible Land Use Zones (CLUZ) , contained within the Chico Municipal Airport Environs Plan. Only a small portion of the area located east of Ceanothus Avenue appears to be located in the CLUZ zone V and a portion located east of Marigold Avenue is in a CLUZ IV area. The policies accompanying the CLUZ areas contained within the Airport Environs zone permit residential and commercial uses subject to recommending noise control measures and building permit plan checks, disclosing the aircraft noise environment via deed attachments and controlling mobile home park development. In the time since the Airport Environs Plan was adopted, both the City of Chico and Butte County have adopted noise control measures through application of the UBC (Uniform Building Code). Similarly, avigation easements are now required for new development within these areas. Mobile home park development is now quite different from mobile. home development envisioned when the plan was first prepared. Federal standards for mobile home construction have made mobile home noise concerns essentially identical to conventional construction concerns. This General Plan Amendment by the City of Chico parallels a similar project by Butte County in the same area several years ago. This project will allow the easy transition of regulations as properties are annexed to the city. The County's project (the East Avenue Specific Plan) was found compatible with the Airport Environs Plan at the time of it's approval. The Butte County Planning Commission was the acting Airport Land Use Commission at that time. RECOMMENDATION: Find the project in conformity with the policies with Chico Municipal Airport Environs Plan.
