1. Roll Call—Mike Vieira, Manager -Building Division.
Hunter, Kirkham, McCabe, Litton, & Corkin present.
2. Election of Officers—Chair, Vice -Chair and Secretary.
Neil McCabe elected Chairman by unanimous vote.
Don Litton elected Vice -Chair by unanimous vote.
Michael Vieira elected Secretary by unanimous vote.
3. Approval of Minutes from the March 27, 2002 & May 15, 2002 meetings (See attached).
Minutes approved as submitted.
4. Explanation of the Draft Nuisance Abatement Ordinance (Rob Mackenzie). R
Rob detailed the format and content of the ordinance. He explained the abandoned
vehicle and property maintenance provisions contained in the ordinance.
5. The Chair will ask for comments from the attendees at the meeting.
Thirteen speakers from Chico(]), Oroville(S), Palermo(2), and Stirling City(S) addressed
the Board.
6. The Board will recommend to the Board of Supervisors modifications and/or approval of
the Draft Nuisance Abatement Ordinance.
The Board voted unanimously to recommend approval of the draft ordinance as
submitted.
7. Discussion concerning the date and time for the next meeting. '
Interim Development Services Director Davis will coordinate the next meeting date with
Chairman McCabe. -

AGENDA
1. Discussion of the Draft Code Enforcement/Nuisance Abatement Ordinance.
Rob MacKenzie, Deputy County Counsel, provided an overview of the proposed ordinance. He
identified the four major points of the draft ordinance; voluntary compliance, cost recovery,
vehicle abatement, and property maintenance. Discussion of the ordinance followed' A
suggestion was made to include a Table of Contents at the front of the. ordinance to facilitate
user access. Changes were discussed and incorporated into a new draft.
2. Discussion of the Draft Bylaws.
Draft bylaws were introduced and discussed Changes were proposed and approved by
unanimous vote. It was recommended the Board of Supervisors consider the Bylaws at their next
available meeting. Neil McCabe was elected Interim Chair and Don Litton Interim Vice Chair
until the next meeting and full implementation of the bylaws.
3. Discussion of Vehicle Abatement Program (Memo from Sean Farrell).
The California Highway Patrol Abandoned Vehicle Abatement Program Handbook is being re-
written and a revised document is expected in June/July.

4. Discussion of Priority List for Code Enforcement.
• A change to the priority list was noted. A site on the list was purchased and cleaned up by a new
owner. The code enforcement off cors will prepare summary information on each of the sites on
the list for the committee.

5. Discussion regarding establishing meetings within the Supervisorial districts to secure
citizen input relating to the Code Enforcement Program.
The committee recommended a single meeting at the Supervisors Board Room to discuss the
draft ordinance due to time constraints. It is necessary to have a ordinance in place prior to
submittal of Vehicle Abatement Program to the California Highway Patrol and the establishment
of a Service Authority.
6. Discussion concerning the date and time for the next meeting.
The committee discussed future meetings and clarified a meeting schedule in the bylaws. They
will meet at least quarterly, or as necessary, as determined by the chair.
Approved by the Code. Enforcement Advisory Board on 2002.

• 1. Sean Farrell, Deputy Administrative Officer will provide background information relative
to the development of the Nuisance Abatement Ordinance (AN ORDINANCE
PROVIDING. FOR SUMMARY AND ADMINISTRATIVE ABATEMENT OF
PUBLIC NUISANCES, RECOVERY OF THE COSTS OF NUISANCE ABATEMENT
INCREASING PENALTIES FOR COUNTY CODE VIOLATIONS).
Sean provided an overview of the history leading to the establishment of the committee, the
proposed nuisance and vehicle abatement program, and distributed copies of the California
Highway Patrol Abandoned Vehicle Abatement Program.
2. Rob MacKenzie, Chief Deputy County Council, will review the contents of the Draft
Nuisance Abatement Ordinance and the desire of the Board of Supervisors to secure any
suggested modifications.
Rob presented and distributed copies of a draft ordinance and provided an overview of its
contents.
3. Rob MacKenzie, Chief Deputy County Council, will discuss the: Code Enforcement
Advisory Board's responsibility to adopt a set of Bylaws.

Copies of the Resolution, and sample bylaws were distributed for discussion. Revisions were
suggested to the bylaws. Rob will incorporate recommended changes 'and distribute for
consideration at the next meeting
• 4. Mike Vieira, Building Manager, er, will review the status of the Code Enforcement Program
and outline suggested priorities for Code Enforcement.
Mike Vieira provided an overview of the code enforcement. program initiated in 1988-89,
identified the current officers and procedures, indicated agencies cooperatively working with
code enforcement, presented flow charts of the procedures, and distributed a list of potential
abatement sites with priorities.
S. The Code Enforcement Advisory Board should discuss establishing meetings within the
Supervisorial districts to secure citizen input relating to the Code Enforcement Program.
General discussion regarding the mission of the Code Advisory Board and how to accomplish it
were discussed
6. The Code Enforcement Advisory Board should discuss the date and time the next
meeting.
-The next meeting will be scheduled after receipt and distribution of the draft bylaws and
ordinance.
