MINUTES. AGENDA 1. Call to Order — Neil McCabe, Chairman Chairman McCabe called the meeting to order. 2. Roll Call — Michael Vieira, Secretary Hunter, Corkin, McCabe, Kirkham, & Litton present. 3. Approval of Minutes - 06/20/02 Minutes were approved as submitted. 4. Abandoned Vehicle Abatement Program Update — Yvonne. Christopher,. Director, Development Services Development Services Director Christopher reported that the AVA Program agreement has been sent to the California Highway Patrol for their review. DMV recently indicated consideration for quarterly, instead of annual, program implementation. If considered quarterly, it may be possible for program implementation by July 1, 2003. 5. Review most problematic nuisance properties and prioritize abatement activities. (see attached -list) Butte County Department of Development Services ■ 7 County Center Drive ■ Oroville, CA ■ (530) 538-7604 1 A Code Enforcement Nuisance Abatement Site Considerations list containing 20 sites was submitted for review. The Code Enforcement Advisory Board (CEAB) requested staff prepare an evaluation form for consideration at the next meeting. The CEAB identified appropriate criteria to be included on the evaluation form. No action was taken on the Nuisance Abatement Site list pending approval of the evaluation form. A question arose from public members attending the meeting regarding information for very small parcels that may be of little value where dumping has occurred. There is no apparent owner or no assessor record information available for these parcels, and therefore no apparent violator. Development Services Director Christopher will contact the Assessor and make a report to the CEAB regarding this issue. 6. Community Clean-up Consideration Discussion: dumpsters, community locations, dates. The CEAB decided to take no action on this item. The Board of Supervisors, waste haulers, and community groups already have a program in place that appears to be working based on testimony received from the community leaders in attendance. 7. Report regarding community outreach meetings by members of the Board of Supervisors, members of the Code Enforcement Advisory Board, and County staff members. Deputy County Counsel Rob MacKenzie reported on community outreach meetings that were held in Bangor, Kelly Ridge, Palermo, Stirling City, Concow, and Cohasset detailing the nuisance abatement and vehicle abatement ordinances. The CEAB heard public testimony regarding certain aspects of ordinance enforcement and requested staff prepare a document with potential 'fencing requirements "for consideration at a future meeting. 8. Discuss Date and Time for Next Meeting. The next meeting was scheduled for Wednesday, June 4, 2003 at 3:00 PM at 3-A County Center Drive, Oroville Approved by the Code Enforcement Advisory'Board on , 2003. Michael C.
