Revised Meeting Minutes of October .15, 2003
1. The meeting was called to order at 3:06 p.m. in the Klamath Conference Room, 202 Mira
Loma Drive, Oroville.
2. Board members present: Dee Hunter, Ned Kirkham, Harold Corkin, Don Litton, and Chair
McCabe.
Staff present: Yvonne Christopher from the Department of Development Services;
Rob MacKenzie, County Counsel.
Others present: Steve Rodowick from Public Works; Lt. Scott Gillingwater and Sgt. Phil
Jewett from California Highway Patrol; citizens Madelyn Henry, Norie Wheeler, Wanda
Chilton, Cathy Hodges, and Joy Hudson; Mary Weston from Oroville Mercury/Register.
3. Approval of Minutes for June 4, 2003
.Chair McCabe requested the minutes reflect that the Code Enforcement Advisory Board
(CEAB) unanimously approved the Code' Enforcement Nuisance Action Priority
Evaluation form and asked that Development Services report back to the Board on how the
form is working.
A motion was made by Dee Hunter, seconded by Harold Corkin and unanimously carried
to approve the minutes as amended.
4. Abandoned Vehicle Abatement Program Update
Yvonne Christopher reported that a meeting would be held shortly with the California
Highway Patrol (CHP) officers to work out the details of the program.
CHP stated that Butte County Code Enforcement is not allowed to value'vehicles and may
need to re-evaluate the procedure. He suggested that the Board recommend to the Butte
County Board of Supervisors that they allow Code Enforcement to do so.
Rob MacKenzie responded that Butte County Code would need to be amended. He added
that at one time citizens were concerned about granting Code Enforcement. authority to
value vehicles and maybe it is time to re-examine this.
A citizen asked if a photo.could be sent to CHP to identify and value the vehicle.
CHP responded that Code Enforcement was more than capable in determining what was
junk.
A citizen asked if CHP would go into the south side of Oroville.. CHP responded by stating
that there are not enough funds to do all at once.
Citizen Hodges said a sting approach is a good approach for P.R., but added the Board
must remember to also focus on individual cars on roads and private property.

CHP responded that there are limitations. He added tow yards have to be within a specified a.
geographic area, and the vehicles must be stored for 15 days.
Hunter" stated the money recovered must go back into Code Enforcement fund and not the
General Fund.
Chair -McCabe asked MacKenzie about the status of the tow agreements.
MacKenzie said he had drafted an agreement that parallels CHP's rotational contract.
Chair McCabe asked if there was anything else for the program kick-off other than tow
contracts to the Board, the naming of hearing officers, and 'receiving the funds from' the
State. .
Chair McCabe stated that an additional meeting would be needed in December to provide a
kick-off update.
CHP suggested that the Code Enforcement Advisory Board recommend to the Board of
r t Supervisors that there be a limitation on street vehicle.parking for operating'vehicles.
Rob MacKenzie stated the he had drafted a revised ordinance and was waiting to move '
forward with another department's ordinance. He added he can now move' forward.
Dee Hunter requested Rob MacKenzie to move forward on the ordinance:. '
MacKenzie responded that he would.'
Hodges stated that roads are not publicly maintained. Public Works may show them as
publicly -owned, but the County does not maintain them or remove vehicles.
k Citizen Madelyn Henry asked if the CHP can clean-up alleys in Stirling City.

5. Nuisance Evaluation Form Update
The form was revised and is in use with the code enforcement officers. ,
6. Community Clean-up Programs and Role of the Advisory Board .
Chair McCabe read the Board Resolution.' 02-021 adopted January '29, 2002, that
" established a community clean-up program with a provision discussing the role of the
CEAB. .
Steve Rodowick (Supervisor of solid waste) stated that the current community program
provides every district with more than $5K, because the,unused funds roll over.

Chair McCabe asked how to best utilize the funds. The response was to contact Steve "
Rodowick, or fill out a form on the web-site and submit to Public Works. Chair McCabe
asked who could apply.
Steve Rodowick replied that any community based organization could apply. They are
user-friendly.
Steve Rodowick also noted he has a handout regarding the program. ,
A citizen requested the CEAB review the handout.
Chair McCabe asked that the handout be'attached-to the minutes for Board members.
Steve Rodowick discussed mobile hazardous waste events. Citizens in the area of the event
get direct mail. He added that there would be no further burning after January 1, 2004. He
asked if the CEAB could set time aside for brainstorming to coordinate with,a multi-agency
approach to community clean-up. One suggestion was a "zip code day at the "dump."
Chair McCabe ,requested that the discussion of ideas for community clean-up be added to
the,next agenda.
Yvonne Christopher announced the ordinance revision that lowered the fee for disposal of
refrigerator and appliances with compressors to $15:00 each at the landfill She also
announced that the County was having -a Tire Amnesty Day on November 15, 2003.
A citizen asked if the CEAB could-apply for Community Development Block Grants
(CDBG). Ned Kirkham stated the CEAB is an advisory (not , action) board. Grant
suggestions should be forwarded directly to Yvonne Christopher.
The next meeting date is scheduled for December 10, 2003 at 3:00 P.M.
There, being no further business, the meeting was adjourned at 5:00 p.m.

1. Call to Order — Neil McCabe, Chairman
Chairman McCabe called the meeting to order.

4. Abandoned Vehicle Abatement Program Update — Yvonne Christopher, Director,
Development Services
The program has been approved by DMV. Implementation of the program could be in
August. j
5. Draft Nuisance Evaluation Form. Rob MacKenzie, Deputy County Counsel
Rob presented a form and explained possible use for nuisance evaluation. The Advisory
Board voted ' unanimous to adopt a nuisance evaluation form and to allow the,
Department of Development Services the ability to- modify 'the form as needed to
efficiently utilize the form. "

Development Services Director Christopher presented, a report from the Assessor's and
Auditor's office identifying low value properties. The listing contained in excess of 2300
parcels. Ken Jones from the Auditor's office reported that no tax- bill is sent on
properties with less than $2000 value. He further added that assessments would not be
placed on low value properties.
7. Draft Fence standards report.
Fencing issues were discussed. The Board will discuss this issue in more detail at a
future meeting.
8. Discuss Date and Time for Next Meeting.
The Board set the next meeting date for September 10, 2003 at 3:00-5:00.
