On Wednesday, March 20, 2002, the Airport Land Use Commission (ALUC) found the
referenced project to be consistent with the Airport Land Use Compatibility Plan. The
' Commission commends the sincere effort of the City to comply with policies and

standards set forth by this Compatibility Plan.
With this adoption, the Commission also acknowledges the City of Oroville as the first
among the four jurisdictions in Butte County with public airports to actively respond to
the community's need to promote compatibility between airport activities and
surrounding land uses.

ITEM: Consistency review of the City of Oroville's General Plan : A consistency review
of the City of Oroville's General Plan pursuant to Public Resources Code 21676.
FOR: Airport Land Use Commission Meeting on March 20, 2002
SUMMARY: Staff recommends that ALUC find the amendment to Oroville's General Plan
consistent with the 2000 Airport Land Use Compatibility Plan for the Oroville Municipal Airport,
satisfying Section 21676 of the Public Resources Code.
BACKGROUND:
On December 20, 2000, the Butte County Airport Land Use Commission adopted the 2000 Airport
Land Use Compatibility Plan (ALUCP) for all public use airports in the county. This action set in
motion the requirement for each local agency whose General Plan includes area covered by the
ALUCP to either amend their General Plan to conform to the ALUCP or to override the ALUCP by
making specific findings as set forth in Public Utilities Code 21670 et seq.
The City of Oroville has prepared amendment to their General Plan in order to bring it into
conformity with the ALUCP for the Oroville Municipal Airport. The proposed amendment includes
changes to the General Plan Diagram depicting the airport area of influence and individual
Compatibility Zones, as well as changes in land use designations in order to meet the residential
density and land use intensity criteria in the ALUCP. The City is also proposing a text amendment
to their Land Use Element, Circulation Element, Safety Element, and Noise Element. The
amendment includes the incorporation of ALUCP Table 2A, as well as the Accident Risk and Noise
Impact exhibits taken directly from the ALUCP. IN addition, the City is proposing an amendment
to their zoning code to adopt an Airport Influence Area Overlay Zone. This new zone will be
applied to the Airport Area of Influence as shown in the ALUCP and incorporates density and
intensity criteria, as well as open space requirements. Moreover, a section of prohibited uses is
included consistent with the ALUCP provisions.
ANALYSIS:
The proposed amendments to the City of Oroville General Plan and Zoning Code are consistent with
the 2000 ALUCP for the Oroville Municipal Airport. It appears the City has incorporated all of the
applicable ALUCP requirements into the proposed amendments. The most significant actions
proposed are as follows:
/Butte County iAirport 1 and Use Commission
1. Approximately 48 acres in the B-2 Compatibility Zone is proposed for a change from
Medium Density Residential to Very Low Density Residential. The associated zoning
proposed for this area is AR -5 (5 -acre minimum). (Exhibit B, page 1 & 3)
2. Eleven parcels in the C Compatibility Zone are being rezoned from RMH-S (2 units per acre)
to RHM-1 (up to 6 units per acre). The increased density will bring these parcels into
conformity with the C Zone. (Exhibit B, page 2 & 3)
3. The Land Use Element text is being amended with the addition of 7 new policies all aimed
at ALUCP implementation, including a direct reference to the compatibility criteria in the
ALUCP. (Exhibit B, page 4)
4. Table 2A of the ALUCP is included as a Table in the City General Plan. Zone C of the table
should be amended to reflect a parcel size of 0.25 acres rather than 0.20 acres. (Exhibit B,
page 6 & 7)
5. A new overlay.zone will be applied to the entire Airport Area of Influence. Provisions of
the Overlay Zone directly reflect applicable policies of the ALUCP. (Exhibit B, page 15)
In the resulting General Plan diagram, all lands within the C zone are designated Residential
Medium Density, Residential High Density, Commercial, Residential Very Low Density, or
Resource Management. Zoning Districts that implement the General Plan designations either allow
residential density greater that 4 dwelling units per acre or limit it to one dwelling per 5 acres.
The land use designations in the B-2 Zone are Airport Business Park, Residential Very Low Density,
Resource Management, Public or Environmental Conservation/Safety. Zoning Districts that
implement the General Plan designations are either Manufacturing, Open Space, Airport Business
Park or residential zones with 5 -acre minimums or greater.
The designations in the B-1 Zone are Airport Business Park, resource Management, or Public.
Zoning Districts that implement the General Plan designations are Open Space, Airport Business
Park, or residential zones with 5 -acre minimums or greater.
The A Zone is designated almost exclusively as Public with an Open Space Zoning designation
RECOMMENDATION:
Staff recommends that the Butte County Airport Land Use Commission find the proposed
amendments to the City of Oroville's General Plan and Zoning Code consistent with the 2000
Airport Land Use Compatibility Plan for the Oroville Municipal Airport.

CONSISTENCY FINDINGS FOR:
ALUC File No. A02-03: City of Oroville, General Plan Consistency Review
The Airport Land Use Commission has prepared the following findings based on data contained
in the 2000 Airport Land Use Compatibility Plan (ALUCP) for the Oroville Municipal Airport.
The following findings have been prepared at the direction of the ALUC and are for the
consideration of the Lead Agency (City of Oroville) when making a decision on the project.
SECTION 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted at the time of project review.
SECTION 2: CONSISTENCY FINDINGS FOR PROPOSED PROJECT
A. The proposal to amend the City of Oroville's General Plan as shown in Exhibit B is
compatible with the 2000 Airport Land Use Compatibility Plan for the Oroville
Municipal Airport.
B. The existing and proposed land use designations and associated zoning categories
have density requirements that are consistent with adopted ALUCP Compatibility
Zones.
C. The policies proposed for the City of Oroville's Land Use, Circulation, Safety, and
1" Noise Elements reflect the purpose and intent of the 2000 ALUCP and are consistent
with the policies contained therein for airport protection.
