Box 3420 Chico, CA 95927 Re:- Proposed Elementary School #16 - Floral and Lassen Avenues Dear Clif: I have received and reviewed a copy of a memo to the City of Chico Planning Department from Dave Hironimus, Planning Staff for Butte County Airport Land Use Commission, dated February 25, 1988, regarding Chico Use Permit No. 19161 to allow construction of Elementary School #16 at Floral and Lassen Avenues (Attachment A). If Mr. Riesen, Department of Transportation, Division of Aeronautics, advised Mr. Hironimus that "no referral on this site has been made as of this time," he is in error. On August 25, 1986, I requested that Bob Williams, Field Representative, State Department of Education, evaluate five alternative sites in the northeast quadrant of Chico for their appropriateness relative to flight patterns -to and from the Chico Municipal Airport (Attachment B). On September 25, 1986, Mr. Riesen advised Mr. Williams that the Division of Aeronautics did not object to the acquisition of any of the five sites (Attachment C). On February 25, 1988, Mr. Williams forwarded to the District his "SCHOOL SITE.REVIEW AND RECOMMENDATIONS" which included (1) notification that the State Department of Education had given the site a high ranking and (2) acknowledgement that the site had been cleared by the Division of Aeronautics on September 25, 1986 (Attachment .D). From: Dave Hironimus, Planning Staff for Butte County Airport -Land Use Commission Subject: Date: Project. review and City of Chico construction of Lassen Avenues. 2/25/88 an ATTACHMENT A Page 1 of 2 Environmental Assessment for Use Permit 'No. 19161 to allow Elementary School at Floral and The proposed school site is located approximately one and one-half to two miles from the end of the runway of the Chico Municipal Airport: The site is located under the flight corridor and within the 60 to 65 decibels contours as designated in the Chico Municipal Airport Land Use Plan adopted by the City of Chico and the County of Butte in 1978. There are two concerns that arise when reviewing projects relative to Airport Land Use Plans. One.is noise impacts and the other is safety concerns. The Butte•Countly General Plan noise element indicatesthat schools are only conditionally acceptable, In the 60 to 65 decibel. CNEL range. In such areas, new construction or development should be undertaken only after a detailed analysis of the noise reduction requirements is made and needed, noise insulation features included in the design. Conventional construction with closed windows and fresh air supply systems or air conditioning ,will normally suffice. The Airport Land Use Planning Handbook prepared for the California Department of Transportation, Division of Aercnautic= indicates that large concentrations of people should be located outside of approach zones and if possible, outside of overflight areas. This would include the flight corridor set up for noise abatement procedures at Chico Municipal Airport. Additionally, the Chico Municipal Airport environs plan indicates that onl: single family residential uses should be permitted in the, compatible land use Zone II (CLUZ II) as shown on drawing number CIC -13 in the plan. Any development of schools or. uses resulting in large concentrations of people should be carefully considered in areas located under the flight, corridor. The flight corridor N43s established in the Chico Municipal environs plan as a result OF the noise abatement procedures requiring heavy jet aircraft in particular to deviate their flight patterns to the east. Since heavy aircraft will be passing directly over the school, both noise and safety concerns are accentuated. ATTACHMENT A Page 2 Of 2 It also appears that this application may be -premature. The State Education Code requires that .the School District must notify the State Department of Education regarding new school sites. The Department of Education will then notify the California Department of Transportation, Division of Aeronautics for comments. A telephone conversation with Bill Riesen of the Division of Aeronautics indicated that no referral on this site has been made as of this time. Because of the above- concerns, it is recommended that the proposed Use Permit t.o allow the construction of an elementary school at the corner of Floral Avenue and Lassen Avenue be denied. It is further recommended that the area be zoned through overlay zoning• or other means to prohibit schools or other large concentrations of people from areas it by the traffic patterns of the Chico Municipal Airport -and the over flight areas as discussed in the Airport Land Use Plan. Subject ropased School Site - Chico Unified School District In accordance with your request'and Section 39006 of the Education Code, the Department of Transportation, Division of Aeronautics, has analyzed the five alternate locations for a proposed school site southeast.of the Chico Municipal Airport. As a part of our analysis, the airport owner +was given.an opportunity to comment; however, no comments were received. All five sites are located within two miles of the airport. boundary; however, since the airport property extends ap proximately one ;Wile southeast of the nearest runway, the sites are actually further from the runways, thereby reducing any impact the airport operat=ions may have on the Iproposed school. T. -e normal airport traffic patterns are located on the southAwest side of the airport which would preclude most aircraft frcm overflying the sites. However, a noise abatement procedure is in use for aircraft departing to the southeast. This procedure rel. ires aircraft to make a 50 decree left turn after takeoff to avoid populated areas. This flight path would cause aircraft to pass within one-quarter' mile of Site No. 5, approximately one-half mile from the Site No. 6 and approximately one :^r'6 .1 S�t.c� d., and 4. Aircraft tail;2inr this departure procedure would be approximately 1,0.00 feet above the school sites. A review of the noise contours indicate Site No. 6 is within the 55 to. 60 CNEL and the other sites are all outside the 55- C%ZEL contour. Our analysis indicates that although potentiai.safety hazards and noise frim aircraft operating at the Chico Municipal Airport would be minimal at all five sites, Sites No. 1, 2, and'4 would be impacted less than sites 5 and 6.
