The attached packet contains a disk copy of all the draft documents I sent to you last week:
• Draft Agenda for 7-15-98 Meeting.
• Draft Staff Report to the Commission for Stonecreek Subdivision TSM, GPA and RZ.
• Draft Comment Letter to the City of Chico regarding the Stonecreek project.
• Draft Comment Letter to the City of Chico for the Bostrom TSM on Floral Avenue.
The disk also includes a Draft Monthly Status Report for the 7-15-98 Meeting (hard copy also
enclosed).
If you have any suggested changes to the Comment Letters, feel free to incorporate them.
Please make sure the final versions of the letters get distributed to the City of Chico this
week.
I didn't have enough information to complete the first two items of the Monthly Status Report,
so I left blanks for you. They should be pretty easy.
I have also given you copies of the agenda and workshop materials that were handed out in
Visalia last week. I thought it would be nice to distribute copies to all of the Commissioners and
staff members who could not attend.
Unfortunately, I did not have enough time to complete the summary of projects that are required
to be addressed by ALUC (Item 13 of my June 22, 1998 Follow Up Memo to Tom from the 6-
17-98 ALUC meeting), before I needed to deliver these items to you today. Hopefully you will
have time to prepare a brief summary, or we can note in the Monthly Status Report that we are
still working on it and I can do it when I get back.
I also wanted to let you know that Christa Engle called me. this morning to find out what type of
review and selection process we are going to use for the CLUP consultant. She emphasized the
need for Commission involvement. I told her we had talked earlier about using a Committee
from the ALUC to review the proposals with staff. She seemed to think that a Committee was
okay, but that all members of the Commission should receive the proposals and have an
opportunity to provide input. She also asked whether or not we were going to conduct
interviews or base the selection on written proposals alone?

I told her I would discuss the entire issue with you and Tom and let her know. She said we don't have
to do interviews, but it might be a good idea if we are having a hard time deciding on a firm based on
written material alone. If we do plan to have interviews, I think she also wants to know if they will be
conducted before the entire ALUC or an interview panel. If an interview panel is used, I am sure she
will want to know who is on it. Caltrans may even want to participate, although she did not specify that.
Please discuss the selection process with Tom while I am gone. You may even want to add it as a
discussion item on the July 15, 1998 agenda to get feedback from the Commission. Christa would like
either a verbal description that she can make notes from for her file or a brief memo from us. I. told her
we probably wouldn't be able to get back to her until after I got back from vacation. That seemed to be
okay with her.
Thanks so much for helping me wrap things up for the July meeting. I will be back to work on Monday,

SUBJECT: Project Review and Preliminary Findings for GPA97-02/SP97-01 Planning
Division Staff Alternative
The proposal being evaluated is a Department of Development Services, Planning Division
alternative to the applicant's proposal. Under this alternative, the North Chico Specific Plan
would be modified to change the land use designation on 126 acres from SR -1, SR-1/OS to SR-
1/PD. The change creates a Planned Development (PD) combining zone that will allow lot sizes
smaller than that allowed by the base zone, provided the overall density of the base zone is not
exceeded. The result will be a potential of 126 dwellings on 126 acres with the retention of at
least 25% open space within the SR-1/PD lands.
This proposal is being compared for consistency with the Chico Municipal Airport Environs Plan
(CMAEP).
Comments
1) With the exception of the northwest and southwest corners of the property, the entire site
is located within the Light Aircraft Traffic Pattern shown in Figure CIC -2 of the CMAEP.
In addition, the northeast corner of the site is located within the Tanker Practice Drop
Pattern depicted on the Flight Tracks map within the North Chico Specific Plan. The
remainder of the site is located within the Light Aircraft Pattern shown on the same map.
2) The northeast portion of the 126 acres is located within the future 55 CNEL Contour shown
in Figure CIC -3.
3) The project site is located within the Horizontal Surface depicted on Figure CIC -5.
4) Zoning for the site, depicted on Figure CIC -7 of the CMAEP, is A-2 (General). A-2
specifies a wide variety of non-residential uses. including most conceivable industrial and
commercial uses. Any use, however is subject to securing a permit. A-2 (Ltd.) zone is a
derivation of the A-2 (General) zone and provides for single-family and multiple family
residences. A-2 (Ltd.) Also permits public or quasi -public uses. Generally density
restrictions in an A-2 zone will depend on water and sewage disposal characteristics of the
site. One dwelling unit per acre is allowed if individual wells and septic tanks are
available, whereas four dwelling units per acre are allowed if, community water and septic

tanks are available. A minimum lot size of 6,500 square feet is possible if both water and
sewer systems are available.
The site is shown as Agriculture on the proposed Land Use Plan for the City of Chico,
Figure CIC -9.
The project site is located within Compatible Land Use Zone (CLUZ) Category (V), CNEL
55-60 Out of Corridor, on Figure CIC -13.
7) According to Exhibit 8-1 "Compatible Land Use Zone (CLUZ) Criteria," mobile home parks
are required to achieve indoor CNEL 45 by -Butte County/Chico City.Ordinance as a
recommended -action.
8) Section 8.3.6 of the CMAEP states that CLUZ Area V "... requires the least restriction on
development and, for the most part, carries a suitable zoning classification at the present
time. The exception would be the parcels included in the so-called Hays Re -Zone area.
The one parcel in this area which is included in the Interim Zone area should be
constrained to an SR -1 zoning to limit the density of development.. The remaining parcels
could carry the zoning classification SR as the least restrictive category.
Recommendations in Section 8.3.6 of the CMAEP include:
(1) A zoning classification of SR -1 should be applied to the single parcel east of CIC
contained within theInterim Zone boundary. Note - This item does not apply to the
Stephens' property.
(2) The least restrictive zoning for the remaining parcels should be SR.
(3) The parcels with segments intruding into the flight corridor should not be developed
in these segments. Note - This item does not apply to the Stephens' property.
(4) Noise control construction procedures should be distributed for applications in this
area at the time of the building plan check.
Analysis
The Planning Division's Alternative appears to be consistent with the CMAEP in that the overall
density of development will not exceed an average of one unit per acre. The 25% open space
requirement and development flexibility associated with the PD will result in a clustered
development. Such a development pattern will provide more unobstructed space adjacent to the
residential development which could,be utilized in an emergency landing situation. Because of
the location of aircraft traffic patterns, 55 CNEL contours, and general proximity to the airport,
it is recommended that the residential development cluster be located within the southern half of
the 126 acre area.

Section 1: ENVIRONMENTAL FINDINGS
A. No environmental documentation was submitted in conjunction with this review request.
Section 2: PROJECT CONSISTENCY FINDINGS
A. The proposal is consistent with the Chico Municipal Airport Environs Plan and compatible
with the viable, responsible operation of the Chico Municipal Airport subject to the
following recommended conditions.
Section 3: RECOMMENDED CONDITIONS
A. Residential development associated with the project should be clustered and located
within the southern portion of the site.
B. The property owner shall sign an avigation easement granting the right of continued use
of the Chico Municipal Airport in the airspace above the subject parcel and acknowledging
any and all existing or potential airport operational impacts.
C. An advisory document shall be used ;to notify prospective buyers or tenants near the
airport that they may be subject to overflight impacts associated. with fixed wing or rotary
aircraft.
D. All dwelling units shall incorporate appropriate noise insulation features to ensure that a
maximum interior noise level of 45 dB is achieved.
E. All project lighting should be directed within the project site and -shielded to prevent
adverse impacts on adjacent properties and aircraft flight activities.

I have to work out of town on Tuesday 6-2-98 and possibly 6-3-98. Therefore, I wanted to.
deliver as many components of the meeting packet as I could to you now. There are still a
number of outstanding issues that need to be discussed with Tom before we finalize the agenda
and the monthly status report (see attached 5-29-98 memo to Tom). Tom was at a conference
last week and is not in the office today, so he and I have not had a chance to discuss these yet.
If you and he have time to discuss them while I'm gone that would be great.
Another question I had which is not noted on the 5-29-98 memo to Tom, is how the updated
By -Laws should be distributed to the Commission. 1. am not sure if we should just include them
in the meeting packet as an attachment, or if it has to be noted somewhere on the agenda??
I will give you a call as soon as I get back so we can get this all wrapped up.

Subject: Summary of PMC Contract and Task Allocations
During our ALUC staff kick-off meeting on April. 1, 1998, you requested that PMC
provide a brief summary of our contract and the task allocations that have been
developed to provide staff services to the Butte County ALUC. The attached sheet
has been prepared in response to that request for your use and information. Please

On April 1, 1998, Pacific Municipal Consultants (PMC) entered into a contract with the County of Butte to
provide contract staff services for the Butte County Airport Land Use Commission. Under this agreement,
contract staff services will be performed and charged on.an hourly basis with a monthly maximum. Hours "left
over" due to inactivity within any given month will roll over and remain available for months when more
intensive staff services are needed.
The initial allocation of tasks, presented in the table below, was developed based on PMC's understanding of
likely staff activities and input from County Staff regarding immediate Commission priorities. The duration of
the contract is the three month period between April 1, 1998 and June 30, 1998. After that time frame, PMC,
ALUC, and County Staff will have the opportunity to conduct a contract review to determine:
• If the needs of the Commission are effectively being met through this staffing arrangement.,
If the actual workload is consistent with the hours estimated for each task.
• If additional tasks and hours should be considered due to anticipated activities, such as coordination and
oversight of the CLUP preparation process.

III. PROJECT OBJECTIVES
The intent of the project is to prepare a complete update of the existing airport land use plans
for each .public -use airport within the County of Butte and compile the information into a
single Comprehensive Airports Land Use Plan. The update is to be based on the 1993
Airport Land Use Planning Handbook issued by the California Department of Transportation,
Aeronautics Program. The project will include all maps, text, documentation, public and
environmental review necessary to allow adoption and use of the Plan by the Butte County
ALUC.
IV. SCOPE OF WORK
The proposed Scope of Work defines the project in detail. The consultant's approach,
methodology, and proposed phasing should be clearly defined and explained. Assumptions
regarding staff and consultant roles and responsibilities should also be noted.
1.0 Compile Base Data and Conduct Initial Mapping
1.1 Gather existing information relative to each airport, including but not limited
to: Existing Airport Master Plans, Airport Layout Plans, current individual
Airport Land Use Plans, the Chico Municipal Airport FAR Part 150 Study,
other background reports, mapped information available at the Department
of Development Services, and any other pertinent information for each airport
in the County.
1.2 Prepare a base map of the ALUC Airport Area of Influence for each public
use airport in the County based on adopted boundaries and incorporating:, the
Horizontal surface based upon the forecast runway length and approach type,
forecast noise contours extending beyond the primary surface, and land
areas that might be affected by aircraft operations due to. terrain or unusual
flight pattems. The area encompassed by the Conical surface should be
included on the maps for reference purposes.
An "administrative draft" version of the Airport Area of Influence maps shall
be submitted to ALUC staff and Caltrans for review and comment prior to
finalization of "Public Circulation Drafts". Hearings and consultations with
involved agencies shall be conducted pursuant to Public Utilities Code
Section 21675 (c).
Maps shall be prepared in a georeferenced data set (preferred projection is
in UTM Zone 10, in feet) compatible with existing Butte County Department
of Development Services Geographic Information Systems (Arclnfo coverage
exchange file or shape file).
1.3 Compile local agency general plan, specific plan designations, and zoning
ordinance districts for the area of each ALUC Airport Area of Influence.
Summarize and map this information for each Airport Area of Influence.

INTRODUCTION
The airport system consists of the following airports: Chico Municipal Airport (CMA), Oroville
Municipal Airport (OMA), Ranchaero Airport (RA) and Paradise Skypark Airport (PSA).
These airports .are owned and operated by municipalities (CMA, OMA) ' and as private
enterprises (RA, PSA). The Chico Municipal Airport is currently in the process of updating
its Airport Master Plan. The Oroville Municipal Airport updated its Airport Master Plan in
1990. Existing Master Plans for both the Ranchaero (_DATE_) and Paradise Skypark

The Butte County Airport Land Use Commission requests proposals from qualified
consultants to prepare an update to the Comprehensive Airports Land Use Plan (CLUP).
The Plan is to consider the necessary land use objectives to protect the four public -use

airports within the County. The Plan is intended to be presented to the Butte County Airport
Land Use Commission (ALUC) for adoption. After adoption, it is anticipated to be used by
local agencies for the purpose of considering modifications to their respective General Plans.
It will also be used by the Airport Land Use Commission in reviewing local agency plans,
general plan amendments, rezonings and specific project proposals for consistency
determinations involving land use actions in the vicinity of the four airports.

suggested standards for the evaluation of single event noise events.

6.1 Consult with Airport Owners/Managers and local agency staff(s) to obtain
information regarding complaints about operations at each airport. Complaint
information should be presented by geographic location and land use
category (residential, office, commercial, etc.).
6.2 Based on the complaint experiences associated with each airport, evaluate
the need for the development of specific policies to assure airport land use
compatibility
7.0 Prepare the Policy Section of the Comprehensive Airports Land Use Plan
7.1 Develop goals, objectives, and policies to help guide development around the
airports. It is likely that this component of the Plan will consist of countywide
goals, objectives and policies that apply uniformly to all airports, and more
refined language which applies on an individual basis to each Airport Area "of
Influence. The policy section should distinguish between "Compatibility
Policies" and "Procedural Policies."
The formulation of goals, objectives and policies shall be in accordance with
the requirements of State ALUC enabling legislation (§ 21670, et seq. of the
Public Utilities Code) and with the 1993 Airport Land Use Planning Handbook
issued by the California Department of Transportation; Aeronautics Program.

The formulation of goals, objectives and policies shall be rationally based on
concerns about potential land use activity near the airports which could
adversely affect current and planned operations. The goals, objectives and
policies shall be in a format that facilitates ease of implementation by
individual local agencies.

camera ready copy of the Final Plan including graphics and appendices, and
a complete set of computer diskettes utilizing WordPerfect 6.1 for Windows.

V. PROPOSAL CONTENTS
A. Project .Understanding and Approach - This section should consist of a brief
overview of the consultant's interpretation of the project, its overall objectives and the
firm's general approach to completing the assignment. This portion of the proposal
may also be used to demonstrate thetfirm's familiarity with the four public -use
airports in Butte County and any primary compatibility issues they are already aware
of.
B. Work Program - This section should present a succinct description of the work
activities or tasks to be performed including proposed methodologies and techniques.
Tasks should be organized into logical phases. Assumptions regarding staff and
consultant responsibilities should be noted and work products described in detail.
C. Project Schedule and Costs - All proposals must contain a proposed schedule of
activities and costs presented by task. The schedule should also indicate the
anticipated timing of major project deliverables, status reports to the ALUC,
workshops and hearings. Cost estimates should include meeting attendance and
anticipated document production/reproduction costs.

D. Project Management - Provide a brief description of the proposed management
structure and study team organization including the qualifications and relevant
experience of key personnel who will be working on the project.
E. Qualifications - Present a concise statement of the firm's specific qualifications to
conduct this project, including a list of similar projects completed by the consultant.
All personnel and sub -contractors must be designated along with statements of their
qualifications and experience. Substitution of designated individuals will not be

F. References - Provide a minimum of three (3) relevant client references for projects
completed within the past three (3) years. Please include agency name, contact
person, title, phone number, and a brief description of the types of services
performed and/or products delivered.

one (1) copy of a previous work product produced by their firm or which was
produced by the proposed manager of the project which is similar in scope to this

Subject: Proposed Procedures for Initial Butte County ALUC Staff
Assistance
On behalf of Pacific Municipal Consultants we would like to express our
appreciation for being selected to provide contract staff services to the Butte
County ALUC. We are very enthusiastic about this assignment and look forward
to serving the Commission and Butte County in the most professional and
responsive manner possible.
The purpose of our meeting scheduled for 9:00 a.m. on April 1, 1998, is to discuss
and structure the flow of information and responsibilities between your staff and
Laura, particularly during the first few months of the assignment.
Initial Document Review
As acknowledged in Task 1 of PMC's March 20, 1998 Letter Proposal, some initial
staff time will be devoted to reviewing a number of pertinent documents including:
• Current Airport Land Use Plans for each airport
• Chico Airport Environs Plan and FAR Part 150
• MOU's between the County and ALUC
• Sample staff reports, notices and agendas
Since these materials will be referred to throughout the assignment, we recommend
that copies of these documents, and any others suggested by County staff, be
provided to PMC. Laura's initial review of the materials could take place at either
the County's offices or PMC depending upon the preferences of the County.
Location Where Work is Conducted
Depending upon the County's preference and work space availability, Laura can
either conduct all project activities on-site at the County offices, or use a
combination of PMC and County offices. Laura has a laptop computer that can be

utilized for any on-site work. Facilities that would need to be provided by the
County include a desk or table area, phone and access to a printer.
If a combination of locations. is acceptable, it may be desirable to establish regularly
scheduled "on-site weekly office hours" on a day and time considered most
productive by the County. This commitment could be as little as one or two hours
each week to provide a consistent staff presence and adequate availability. An in -
box could also be set up which Laura or another PMC designated staff person could
check on a regular basis, to ensure that project review requests, messages,
correspondence, and other ALUC business items are attended to in an expedient
fashion. Another option would be for County staff members to contact Laura by
phone or fax at PMC's Oroville office as ALUC related items come in.
In -House Staff Superviision/Input
It is our understanding that Paula Leisure is currently the primary staff person in
charge of overseeing ALUC activities. Therefore, we would suggest that all draft
documents prepared by Laura be reviewed initially by Paula. Finalized drafts that
reflect Paula's suggested modifications would then be submitted to Tom for his
approval prior to release or distribution.
Coordination with In -House Administrative Staff
Following document approval by Tom, Laura will be responsible for coordinating
the assembly of ALUC meeting packets, notice publication, agenda posting, and
other similar activities with the County's administrative staff. Informal
introductions to those staff members who will be providing support services could
be incorporated at the end of our April l st meeting or at a subsequent date and
time.
Schedule of Deliverables
Initial activities are likely to include analysis of project review requests and
finalization of the RFP for CLUP preparation. During our April 1st meeting it
would be extremely helpful if basic timelines are provided which identify items such ,
as:
• The preferred date for RFP finalization.
• A cutoff date to finalize the agenda for each regular ALUC meeting.
• Timelines for the submittal of notices to local newspapers.
• The date by which all draft staff reports and other meeting materials must
be submitted to Paula for her review and comment.
• The date by which all final materials for the monthly ALUCpackets must
be provided to the Development Services Director for his approval.
• The date by which all final materials for the monthly ALUC packets must
be provided to administrative staff members for copying and distribution.

We also request that any existing disk files with templates for agendas, notices and
staff reports be provided.
Maintenance of Project Files
Laura will ensure that copies of all ALUC related documents are .provided and
maintained within the County's files. Duplicate files for ongoing projects may also'
be created and kept at PMC's Myers Street office if Laura will be conducting her
assignments from both.locations. It is assumed that Laura will have access to either
County copier equipment or_staff copy services as necessary to complete these
functions.
Again, the purpose of this memo is to outline proposed procedures and
arrangements to be discussed during our April' 1st meeting. We welcome any
suggested adjustments or modifications you may have so that we can most
effectively serve the needs of your Department and the Butte County ALUC.
