Box 3420 Chico, CA 95927 Re:' Letter Proposal to Prepare Airport/Aviation Facilities and Land Use Manual for Butte County Airport Land Use Commission Dear Mr. Davis: McClintock, Becker & Associates (MBA) is pleased to provide you with this letter pro- posal to prepare a comprehensive airport/aviation facilities and land use manual which will inventory and describe aviation facilities (i.e., airfields, airstrips, duster. strips, .. etc.) and land,use conditions at all public use, personal use, and special use airports in; Butte County. The purpose of this manual will be to provide the Butte County Airport. Land Use Commission, and other local planning agencies, with a single comprehensive - document which shows the location and layout of each airport or airstrip in the County,. classifies them according to their use, describes the facility, and presents a graphic. depiction of land use and other considerations in the airport environs.. The compilation of this manual is envisioned as the first stage of a two-stage process. This first stage would represent an inventory of existing airports and other aviation fa cilities and land use conditions, while the second stage would -entail the development of planning policies and comprehensive land use plans for specific airports required to, have such plans. PROJECT NEED As is the case with many airport.land use -commissions, the -Butte -County ALUC has - become concerned about recent trends which point toward growing pressure to develop noise sensitive residential land'uses and potential obstructions to air navigation at thea many public and .private airports in Butte County. The problem is compounded by -the Y fact that no one single comprehensive source exists which contains information -on the..-- location, he..location, nature and extent of airports and aviation facilities in the. County. County- wide land use and zoning information is generally available, but these data are- also not consolidated in a single source that could be used by the ALUC and others in deter= mining the compatibility of proposed development in proximity to Butte. County air ports and aviation facilities. PROPOSED PROJECT APPROACH MBA proposes to prepare a consolidated, comprehensive airport/aviation facilities and land use manual for the Butte County ALUC on the basis of the following activities: I . Inventory -.,.., MBA .will inventory and prepare updated_ information on all Butte County .airports and I aviation facilities. This inventory will be based, in part, on existing information avail -- able from the airport operators, ALUC, County staff, State Division of Aeronautics and FAA sources, including airport plans, Airport Layout Plans, FAA Forms 5010-1 (Airport Master Record), and regional aeronautical and obstruction charts. Airports'and other aviation facilities will be inventoried and classified on the basis of-'. I being (1) publicly owned/public use, (2) privately owned/public use, (3) personal use;, ' or (4) special use facilities. Preliminary research reveals at least twelve aviation facili ties located in Butte County, as follow: 1. Publicly owned/public use airports Chico Municipal Airport I Oroville Municipal Airport 2. :.... - Privately owned/,public use airports Chico Ranchaero Airport- Paradise irportParadise Skypark Airport L 3. Personal use aviation facilities I Biggs(?) airstrip Durham(?) airstrip Peterson airstrip Siller airstrip ` Stirling City (?) airstrip MCCLINTOCK. Special use aviation facilities .Hog Ranch (Johnson) airstrip Lake Oroville sea plane facility Richvale airstrip Prepare Graphic Exhibits and Data Tables 0 MBA will prepare a large-scale map of Butte County depicting the location of all rele- vant aviation facilities. Individual maps will also be prepared for each airport depicting the length width and orientation of runways, existing airport environs land use, and, FAR Part 77 obstruction clearance criteria (Attachment 1 is a representative sample of a large scale regional airports location map and Attachments 2 and 3' are examples of maps depicting information for a specific airport). A data table will also be prepared summarizing the characteristics of Butte County avi- ation facilities (see Attachment 4). BUDGET MBA believes that a properly prepared and thoroughly documented airport/aviation fa- cilities and land use manual for Butte County can be prepared for the sum of $25,000 to $30,000. This budget includes the necessary inventory and mapping involved in preparation of the proposed manual. The lower figure includes preparation of data for- the twelve airports cited above and provides for up to three.meetings with the-ALUC,. including a kickoff meeting with ALUC and project staff. The upper end of the range presumes that there will be additional facilities to be in- ventoried and allows for additional briefings and study sessions. This budget range also assumes that major economies can be realized by concurrent preparation of the manual and consolidation of study findings. with the imminent. Individual maps will also be prepared for each airport depicting the length width and orientation of runways, existing airport environs land use, and FAR Part 77 obstruction clearance criteria (Attachment 1 is a representative sample of a large scale regional airports location map and Attachments 2 and 3 are examples of maps depicting information for a specific airport). A data table will also be. prepared summarizing the characteristics of Butte County avi- ation facilities (see Attachment 4). BUDGET t MBA believes that a properly prepared and thoroughly documented airport/aviation fa- cilities and land use manual for Butte County can be prepared for the sum of $25,000 to $30,000. This budget includes the necessary inventory and mapping involved in preparation of the proposed manual. The lower figure includes preparation of data for the twelve airports cited above and provides for up, to three meetings with the ALUC, including a kickoff meeting with`ALUC and project staff. The upper end of the range presumes that there will be additional facilities to be in- ventoried and allows for additional briefings and study sessions. This budget range also assumes that major. economies can be realized by concurrent preparation of the manual and consolidation of study findings with the imminent, Environs Plan Update for Chico Municipal Airport. BACKGROUND The City of Chico, owner and operator of the Chico Municipal Airport, is initiating a U.S. Federal Aviation Regulation (FAR) Part 150 Airport Noise Compatibility study which will result in a combined aircraft noise abatement and off -airport land use compatibility program for the Airport and its environs. A major objective of the study is to update a similar 'Airport Environs Plan" adopted by the City in 1978. The 1978 Environs Plan had also formed the basis of a comprehensive airport land use plan for the Butte County Airport Land Use Commission. Thus, the proposed FAR Part 150 study is intended to serve both City of Chico and Butte County ALUC re- quirements. The Chico Municipal Airport is located within the corporate limits of the City of Chico; much of the surrounding environs, however, lies within unincorporated Butte County. Growing pressures for new residential and other noise sensitive develop- ment, particularly to the north of the Airport, necessitate that measures continue to be taken by the City and County to preserve long-term Airport/community com- patibility. In the absence of thoughtful noise abatement and land use planning, noise from local and itinerant aircraft operations at the Airport could become a greater source of annoyance to residents and schools within its environs. In consid- eration of the Airport's noise exposure effects, the City plans to continue the explo- ration and implementation of various available means to abate aircraft noise. The FAR Part 150 study will consider various classes of commercial, general avia- tion and military aircraft operations at the Chico Municipal Airport and their effects on the surrounding community. In addition, the FAR Part 150 study will conform to Federal Aviation Administration (FAA) criteria, including: o FAR Part 150, 'Airport Noise Compatibility Planning, " Subpart B and Appendices A and B; o FAA Advisory Circular- 150/5020-1, "Noise Control and Compatibility Planning for Airports;" and o The Aviation Safety and Noise Abatement Act of 1.979 (ASNA). IV -1 o Federal Aviation Regulations, Part 77, "Objects Affecting Navigable Airspace." The proposed study will also adhere to accepted State standards and guidelines for. the conduct of airport land use plans including: o State Public Utilities Code, Sections 21670, 21674(c) and 21675 (Airport Land Use Commission Law). o CALTRANS, 'Airport Land Use Planning Handbook " Objectives By bringing together a diverse range of technical information and relevant planning data, the City and ALUC as participating agencies would be able to address and re- solve the complex issues of safety, aircraft noise exposure and land use compatibility within the environs of Chico Municipal Airport. This process would be underscored by continuing the successful planning and public/agency coordination which the City has been undertaking for over 10 years. The project goals which form the basis of the proposed FAR Part 150 study are to: o Provide the City, ALUC and any other participating agencies with graphic in- formation and supporting technical documentation which will comply with Sections 21670, 21674(c), and 21675 of the State Public Utilities Code for a comprehensive Airport Land Use Plan, Section 103 of the Aviation Safety and Noise Abatement Act (ASNA) of 1979 and Subpart B and Appendix A of FAR Part 150 (which specifies the standards, methodology and procedures for the preparation and submittal of aircraft noise exposure maps). o Use, to the fullest extent possible, all existing relevant historical and forecast aircraft operational data available from the Chico Municipal Airport and lo- cal land use maps and relevant demographic data compiled by local agencies. o Assemble, review and correlate the above information with such additional information and data as may be needed to facilitate preparation of a com- prehensive and reliable Airport Noise Compatibility Program and Environs Plan. o To develop an Airport Noise Compatibility Program acceptable to Airport users, the local community and the FAA. o To secure FAA approvals of the Noise Exposure. Maps and Noise Compati- bility Program elements of the project to qualify the. City for Federal Airport Improvement Program (AIP) and ASNA set-aside matching funds for noise abatement project implementation.' Coordination As required by FAR Part 150, coordination will be established among the City, County ALUC, the local community and Airport users. IV -2 Reports and Meetings The following reports will be prepared and submitted: 1. Monthly progress reports will be submitted to the City in conformance with FAA requirements. 2. A draft final Aircraft Noise Exposure Map report will be prepared for review by the City and courtesy review by FAA (5 copies). 3. A final Aircraft Noise Exposure Map report will be submitted to the City for transmittal to the FAA for review and approval (15 copies). 4. A draft final Airport Noise Compatibility Program report will be submitted to the City and FAA for review (10 copies). 5. A final Airport Noise Compatibility Program report will be submitted to the City for transmittal to the FAA for review and approval (15 copies). 6. As necessary to the conduct of the study, technical review meetings will be convened prior to submission of the Aircraft Noise Exposure Maps and Airport Noise Compatibility Program report. 7. Public information meetings will be held during the course of the study to inform project participants of the purpose of the study, its goals, and ultimate findings and recommendations. PROPOSED SCOPE OF WORK PHASE 1- DEVELOP AIRCRAFT NOISE EXPOSURE MAPS Element 1-- Review and Validate Aviation Activitv Forecasts Objective: To validate existing activity data and forecasts of aircraft operations at Chico Municipal Airport. Up-to-date aviation activity forecasts are vital in produc- ing reasonable projections of future noise impacts. Task 1.1 Inventory Sources and Collect Recent Material Describing Current and Forecast Aviation Activity Description: Assemble information concerning current and forecast aviation activity from the following sources: Airport master plan, CASP update, City staff, and FAA forecasts. Output: Compendium of current and forecast aircraft operations and activity. Element 2 -- Assemble Existing and Planned Land Use Information Objective: To produce accurate geographical descriptions. of (1) existing environs land use patterns, (2) planned -environs land use patterns, and (3) population. A dis- tinction would be made between areas within the corporate limits -of all affected communities including the City of Chico and unincorporated lands of Butte City. Existing resources and information available through the involved public agencies would play a key role in this inventory. Task 2.1 Prepare Airport Environs Base Mai Description: Using U.S.G.S. topographic maps and other current in- formation, prepare a planimetrically correct base map depicting .the CMA environs at a scale of 1" = 1,000' or 1" = 2,000'. The base map will .identify the airfield configuration, political jurisdictions, major streets and highways and other physical and topographic features as required for the Airport Environs Plan. Output: A project area base map at an agreed-upon scale for the CMA environs. Task 2.2 Assemble Existing Land Use Information Description: Assemble updated composite CMA environs land use data from maps and other information provided by local responsible agencies. Field check land use and update the composite land use maps as necessary. • C' In addition to standard land use classifications, particular attention will be given to compiling data on the location and extent of noise sensitive land uses (i.e., single- and multi -family residential use, mo- bile home parks, cultural and recreational resources, and similar uses), and to the sites of, such other noise sensitive facilities as schools, health care facilities, hospitals, municipal government -buildings, and historic and architecturally significant sites. Task 2.3 Assemble Planned (Future) Land Use Information Description: Assemble planned environs land use information and assumptions for the 5 -year horizon from local City and City General Plans and zoning maps. Task 2.4 Prepare Existing Land Use Base Map Description; From the sources identified in Task 2.2, prepare existing land use map for the CMA environs at the same scale as the project area base map. Element 3 -- Prepare Aircraft Noise Exposure Data Objective: To achieve compliance with the -requirements of Sections 21675, et sect., of the State Public Utilities Code with respect to ensuring compatible land use in the vicinity of new and existing airports. Task 3.1 Review Input Data and Assumptions to be Used in Preparing Noise Description: Input assumptions to be used in preparing noise expo- sure maps would be reviewed and validated. In consultation with City IV -5 and FAA staff, review aircraft operations data base input parameters including: -- Aviation activity and aircraft mix. -- Flight track geometry. -- Flight track and runway use. -- Time of day splits. -- Operational procedures, including existing noise abatement pro- cedures. Ou ut: A memorandum or tabular report describing the aircraft op- erations data base for base year (1989) operations information. Task 3.2 Compile Aircraft Operations Data Base Description: Compile aircraft operations data base and other factors to INM Version 3.9. format. Output: A- data base format which can be used in the INM 3.9 noise model. Task 3.3 Conduct Field Noise Monitorine Description: Select up to four (4) sites within the CMA environs at which to monitor single event aircraft noise and other community noise levels. Two (2) days of field monitoring would be undertaken. Prepare tabular data and graphics (time histories) of representative aircraft and community noise events. Out ut: Documentation of significant issues and concerns raised with respect to the preliminary noise exposure maps and supporting docu- . mentation. Task 3.4 Prepare INM Noise Exposure Runs for the Years 1989 and 1994 (5- VUaL 11UL1GULL1 - Description: Run INM 3.9 to produce existing and 5 -year noise con- tours in CNEL levels of 60,'65, 70 and 75 dB for CMA. Output: 1989 baseline and 1994 future CNEL contours.. Task 3.5 Prepare Preliminary Noise Exposure Map Exhibits Description: Base year (1989) and 5 -year (1994) contours will be overlaid on the land use base map for the CMA environs. Ampacts based on' existing and potential incompatible land use will be high - IV -6 lighted separately. Locations of noise -sensitive public facilities and institutions will also be shown on the map. Out ut: Two noise exposure maps in CNEL contour format illus- trating areas of noncompatible land uses for the CMA environs. Tab- ular reports of noise impact, by community, :within areas of CNEL 65- 70 dB, 70-75 dB and 75 dB or greater. Task 3.6 Conduct Public Agency and Citizen Consultation Description: After review by the City and Airport Land Use Commis- sion, the preliminary noise exposure maps, together with tables de- scribing the extent of land use incompatibility, and accompanying text, would be reviewed with local government agencies, citizen groups and Airport users and tenants. Comments would be solicited with the ob- jective of refining the preliminary noise exposure maps and text in or- der to focus on appropriate land use and safety measures. Out ut: Documentation of significant issues and concerns raised with respect to the preliminary noise exposure maps and supporting docu- mentation. Task 3.7 Prepare and Submit Final Noise E.xposure Maps Description: The preliminary noise exposure maps and accompanying reports will be revised as necessary in response to the consultations as required by FAR Part 150. The final noise exposure maps, reports and required consultation doc- umentation could then be submitted to the FAA by the City. PHASE 2 - PREPARE AIRPORT NOISE COMPATIBILITY PROGRAM Element 4 -- Evaluate Alternative Aircraft Operational, Safety and Land Use Con- trol Strategies Objective: To describe and analyze. the actions taken, and measures which could be taken, by the City, ALUC and other responsible agencies to prevent or reduce noncompatible land use within the CMA environs. Task 4.1 Description: Interview appropriate representatives from the City and ALUC to identify and describe existing operational procedures, if any, implemented for noise abatement purposes. Interview staff of local planning agencies to determine and document what actions, if any, have been taken to reduce the extent of incom- patible land use within designated noise impact and safety. area IV -7 boundaries. Describe what actions have been proposed to prevent the intrusion of such uses in the future. Ou ut: A narrative that documents the above findings. Task 4.2 Inventory and Evaluate Land Use Control Powers Description: Inventory and evaluate the land use control powers of local agencies within the existing and projected noise impact and safety area boundaries. The capabilities of the affected jurisdictions to control or influence land use and development within noise im- pacted areas and safety areas will be identified. Output:. A narrative discussing the institutional environment within which the City of Chico and ALUC must work to achieve land use compatibility in the CMA environs. Task 4.3 Evaluate Noise Abatement and Safetv Alternatives Description: Analyze and evaluate potential airport noise abatement and safety alternatives. Potential noise abatement procedures will be discussed with City staff to determine their safety, noise reduction po- tential, and feasibility for implementation. Evaluate potential airport safety zones and height restrictions. Out ut: A narrative discussing the relative merits of a range of noise abatement and safety. procedures for possible implementation. Element 5 -- Prepare Airport Noise Compatibility Program and Land Use Plan Objective: To meet all specifications of Sections 21670, 21674(c) and 21675, et seq., of the State Public Utilities Code, Section 103 of the Aviation Safety and Noise Abatement Act (ASNA) of 1979 and Subpart B and Appendix A of FAR Part 150 and to describe the actions taken, and to be taken, by the City, ALUC and other re- sponsible agencies to reduce _and prevent incompatible land use in the CMA envi- rons. Task 5.1 Recommend Actions for Reducing Land Use Incompatibilities Description: Recommend actions to be taken by the City, ALUC and other responsible agencies to reduce and prevent incompatible land uses in existing and future noise impacted areas after implementation of the Airport Land Use Plan for the CMA environs. Output: Preliminary recommendations for reducing and preventing incompatible land use in the CMA environs along with estimates of benefits to be obtained through operational noise abatement and land use control measures. The City will be provided with sixty (50) copies of the draft plan. IV -8 Task 5.2 Conduct Public Agency and Citizen Consultation Description: Establish procedures for the local government agencies, City staff, and the interested public to review and comment on the noise abatement, safety, height restrictions, and land use compatibility recommendations. Out ut: 'Commentary on recommended action elements of the Air- port Environs Plan. Task 5.3 Prepare and Submit Final Airport Environs Plan Report Description: At the conclusion of the public and agency review pro- cess described in Task 5.2, prepare an Airport Environs Plan for sub- mittal to the City in accordance with the requirements of Sections 21675, et seq., of the State Public Utilities Code. End Product: An Airport Noise Compatibility Program and Environs Plan for CMA and its environs, consisting of the following elements: -- A copy of the current noise exposure map submitted to, and ac- .cepted by, the FAA under Section 150.21 of Part 150 (developed in Phase 1). - Documentation describing the impacts of current and future op- erations on areas surrounding CMA. -- A listing of public agencies and planning agencies identified un- der Section A150.105 of Appendix A to Part 150. -- A description of the consultation with (1) officials of public agen- cies in the areas surrounding Chico Municipal Airport, (2) FAA and other government officials having local responsibility for the area depicted on the noise exposure maps, and (3) any users of the Airport. -- A description and analysis of the alternatives considered by the City in developing the program, together with a discussion of why any alternative not included in the Program was eliminated. -- Measures proposed to. reduce or eliminate present and future in- compatible land uses in the CMA environs and the relative con- tribution of each of the proposed measures to the overall effec- tiveness of the comprehensive land use plan, including safety ar- eas, height restrictions, land use and development controls, and potential noise abatement measures. Maps depicting the above data will also be prepared. The City will be provided with 50 copies of the final Airport Noise Com- _ patibility Program/Environs Plan. IV -9 -- The actual or anticipated effect of the Program on reducing noise exposure to individuals and incompatible land uses in the sur- rounding communities during the near term and beyond. These projected effects will be based upon forecast assumptions of fu- ture aircraft operations, planned Airport development, planned land use chanes, and projected demographic changes in the envi- rons communities. PHASE 3 - CEQA ENVIRONMENTAL CLEARANCE Element 6 -- Prepare Initial Study of Environmental Impact Objective: To assist City of Chico in making an environmental determination lead- ing to environmental clearance for the Airport Land Use Plan in conformance with the requirements of the California Environmental Quality Act (CEQA). Task 6.1 Prepare Initial Study Description: Prepare. all documentation required for the develop- ment of an Initial Study in accordance with CEQA guidelines.
