When I gave my talk at the meeting on November 6"', I intended to give each one of you
these copies but I forgot to leave them.
The map is a copy of the slide I used during my talk to show where the proposed bypass
channel would be in relation to the existing 18" PG&E gas mainline. I'm also enclosing a
copy of the information I presented in my talk. Please note at the, bottom of that page is the
name and phone number of the PG&E representative who gave me the information about
the gas mainline..

Members of the Board of Supervisors:
There are so many inaccuracies, false statements, and misrepresentations in the reclamation
plan and EIR. I would like to point out just a few of these.
Just last week I sat down and looked at the latest and greatest drawing of the proposed mine
site. In looking at this you would say oh, there is a gas well here and the map shows a pipe
line going from the gas well this direction right under where the processing area would be.
Well, by just looking at this reclamation map I can assure you what I have just described here
does not accurately represent what is really happening out here. First of all, this is not a gas
well. This is an odorizing station. When natural gas comes out of the ground it has no smell
and if you had a leak in your home you wouldn't know so this is where they put something in
the gas so you can smell it.
There is an 18 -inch — we're talking huge here — an18-inch natural gas pipeline that goes right
through our field here, it goes out into the M&T here, and then it turns and heads north to the
odorizing station and then continues on north. This is PG&E's main gas line that runs north
and south in the state. This pipeline goes clear up into Canada and this line across here is
what supplies Chico with natural gas. Now, how could you do a detailed review of a project
like this and not even realize that there was a gas line that big going right through the project
site? How could that not show up on any of the maps and how could there not be any
discussion of this at all in the EIR or reclamation plan?
What is significant about this pipeline being here? Well, they want to put a bypass channel 15
feet from our property line right along here and they want to put the headwaters for the bypass
channel here. When we wanted to plant some trees in this field, PG&E came out and told us
where the pipeline was and, in so doing, we found out that all the way across this field it was
only about 40 inches down to the top of the pipeline. Ok — let's see. They want to put this
bypass channel over the top of this natural gas line. They want to make the bypass channel
four feet deep, but this pipe is only down 40 inches. That, my friends, is not going to work.
I'm not saying that they couldn't put the bypass channel here, but it is going to be an involved
process, and 1 think that this pipeline should have been at least noted and discussed in the
reclamation plan and it should have shown up on this reclamation map.
This is just another in a long list of serious and very significant deficiencies in this reclamation
plan.
