Please be advised that the Butte County Airport Land Use
Commission has met and held a, hearing regarding the above
referenced project. The commission found the project in
conformity with the Airport Environs Plan.for the Chico Municipal
Airport and. recommended that an Avigation Easement be granted to
the City of Chico prior to recordation of.the filed map.

Subject: TENTATIVE SUBDIVISION MAP FOR SIERRA TECHNOLOGY
CORPORATION AT EATON ROAD AND FLORAL AVENUE IN THE CITY
OF CHICO
DATE: June 8, 1989
This project is a Tentative Subdivision Map to create 2 parcels
that are currently physically divided by Eaton Road. The subject
property is located within the referral area of the Chico
Municipal Airport and is located within a compatible land use
Zone (CLUZ) II. The property is also mostly located within the
flight corridor as shown in the Airport Environs Plan for the
Chico Municipal Airport. The northerly parcel is currently zoned
C-1 (Light Commercial), while the southerly parcel is zoned R-2
(Duplex Residential).
The policies of the Environs Plan were based on�existing zoning
at the time the Plan was adopted in 1979. At the time zoning was
residential in the area and the policies discuss requirements for
residential development in the area. Those policies indicate
that residences require indoor CNEL levels of 45 dB under
California Administrative Code Title 25, Chapter 1, Subchapter 1,
Article 4 (Noise Insulation Standards). Similarly, transient
lodging also requires an indoor CNEL of 45 dB. Mobilehome park
development should not be permitted. Disclosure of the aircraft
noise environment should be by deed attachment and the public
reports.
While the policies do not address the commercial use in the CLUZ
Zone II, policies for the higher noise areas indicate that
commercial uses..would be appropriate depending upon the amount of
noise insulation incorporated into the building designs.
Since uses that would be permitted on the lots be created conform
to the policies of the Airport Land Use Plan if adequate sound
insulation is incorporated into the buildings, creation of these
two parcels appears to be in conformity with the Airport Land Use
Plan. It is recommended that avigation easements be granted to
the City of Chico. In this manner, title reports and public
reports will reflect the noise environment.
RECOMMENDATION:
Find that the two lot subdivision for Sierra Technology
Corporation at the intersection of Floral Avenue and Eaton Road
(Chico File No. 89-6-71) conforms to the provisions of the
Airport Environs Plan for the Chico Municipal Airport and
recommend that the project be conditioned'to require the
applicant to grant an avigation easement to the City of Chico.
