This is a proposal that was brought forward for discussion at two of our previous Housing meetings: the Barker family
owns 16 parcels in the AG‐20 zone at the west end of Will T Road (see RFI18‐0607). The site was considered for FEMA
housing and was not carried forward for the reasons noted in the email thread with Nicole Morales of Cal OES
(below). Attached is a map.

Hi Cathi,
A we discussed at Friday’s meeting, parcels in the vicinity of the Will T Road area west of Meridian Road and east of State Highway
99 are designated as Agriculture and zoned AG-20 (Agriculture – 20-acre minimum). The maximum permitted residential density
under zoning is one single family residence and a second unit per parcel. Utilities would need to be provided by individual wells and
septic systems.
Previous development is the area has been constrained by vernal pool resources in the area (see the drainage pattern is the aerial
view below) and issues of traffic on Will T Road; an unpaved private road.
This area was reviewed in early December for 32 MHUs on 16 parcels at the request of a property owner (RFI18-0607 - see
attached). Please let me know if you have any questions, or I can provide any additional information.

Sounds like it’s going to be quite a board meeting. We have already received direction from the Board on temp housing
in the Ag Zones. Maybe they are going to speak on the amendments to Chapter 53(??).

Chuck it looks like you have talked with this landowner. Currently zoning allows for 2 per parcel
not acre correct? It sounds like there will be a board item, or they are coming to the board to ask
that 4 per acre be allowed?? Katrina is asking for County approval on this...
Can you please bring me up to speed on this one. I seem to recall we have talked about this one

Hi Katrina,
Tom had a meeting with Environmental Health Dept this morning and was approved, if
we can get temporary zoning by the Board of Supervisors, for 4 MHU’s PER ACRE.
Discussed was placing one well per parcel, NOT acre and the parcels are in 5 and 10 acre
pieces. We are not opposed to drilling those wells, since that is what we do, to
accommodate moving this forward. Placed on each parcel could be a temporary
septic. Everyone we have talked to has said this would be an ideal location, outside of
residential areas and due to the number of sites needed and immediate access to HWY
99.

How many units did you request with the planning dept? Tom spoke with Chuck
Thistlethwaite, manager of the planning division, Butte Co. He approved 2 units
per parcel which would be 34 units total that can be placed on that 116
acres. That is approved as of now. Tom is going to meet with the Board of
Supervisors on Feb 26th. to see if they will modify the zoning to accommodate
more units per parcel other than 2. How many units would you like to see on 116
acres? We are on board to help these people out.

I’m following up my husbands voicemail he left for you today.
We had heard on the news there is still a great need for property
for the use of Camp Fire victims temporary housing.
We just wanted to reach out to you again because our 116 acres is
still available and think it would be such a perfect spot and solution
for the needed housing.
Below is the original email we sent in Jan if you wanted to take
another look. I really hope this works out. We would really like to
work with you and help out these wonderful displaced residents.
Hi Katrina,
You met my husband Tom Barker on Jan 2nd with Charles in
Oroville. Attached to this email is the map of the property you

requested. In total, we have 116 acres, 17 parcels. They are titled
in several different names but owned by us. Names are as follows:
forH Investments, Heitman Living Trust, Heitman Children’s Trust
and one lot that says Jane & Leonard McKee which is currently in
the process of change of title to Heitman Living Trust.
The property is located off HWY 99 and Grand Prairie Rd about 5
miles north of the closest elementary school(Shasta Elementary) in
Chico. The property is approximately 9 miles north of Enloe
Hospital and 3.2 miles north of the closest fire station (which is
located at 13871 HWY 99). The property is approximately 23
miles from Paradise.
The property currently has two water wells.
Existing power runs the length of the property down Grand Prairie
Rd. And also down Meridian Meadows Lane. Access to the
property is from HWY 99 and Will T Rd.
