Pursuant to the request of Mr. Jeff Lane of Windsong Construction Company, we
are presenting our comments in regard to the above subject project.
Our office performed a field investigation on September 21, 1990 consisting of
drilling four exploratory test holes. Subsequently a geotechnical investigation
report, Job Number 90269, dated September 28, 1990 was prepared.
The following comments are prepared as a result of review of the aforementioned
geotechnical report as well as our conversations with Mr. John Henry of City of
Chico on June 14, 1994 and Mr. Jeff Lane on June 14, 1994.
After the 'site has been properly cleared and stripped and any necessary
excavations made, the exposed soils in those areas to receive on-site fill
materials, slab -on -grade or pavements should be scarified to a depth of 6 inches,
moisture conditioned to slightly above optimum water content and compacted to
approximately 88 to 92 percent relative compaction as determined by the ASTM
Test Designation D1557-78. Fill material should be spread and compacted in lifts
not exceeding 8 inches in uncompacted thickness.

It is our understanding that the structures will be supported on conventional
continuous footings bearing on undisturbed natural soils. All footings should be
founded at least 18 inches below lowest adjacent grade for one-story structures.
In addition, footings located adjacent to other footings or utility trenches should
have their bearing surfaces situated below an imaginary 1.5 horizontal to 1 vertical
plane projected upward from the bottom of the edge of the adjacent footings or
utility trench.
After the construction of the building pad, the footings should be excavated to the
proper depth and width and cleared of loose materials. We recommend that our
office inspect the footing excavations to assure that they are founded on
appropriate material, as well as for compliance with plans and specifications prior
to placing reinforcement.

All continuous footings must be designed with both top and bottom reinforcing to
provide structural continuity and permit spanning of local irregularities. Any visible
cracks in the bottoms of the footing excavations should be closed by wetting prior
to construction of the foundation. After the rebar are in place and inspected by
the city, the footings should be poured to the bottom of the slab elevation.
Prior to final construction of the slab, the subgrade surface should be proof -
rolled to provide a smooth, firm surface for slab support. A minimum of 4 inches
of clean gravel well graded between a maximum size of 1 -inch and a minimum
size of 1/4 -inch should be placed beneath the slab -on -grade. It should be noted
that slab reinforcing should be designed by the structural engineer in accordance
with the anticipated use and loading of the slab.
Clay soils are to be saturated to a minimum depth of 18 inches at the time the
slab -on -grade is placed, after a cut off wall is constructed around the structure.
This is generally done by gently flowing water into the gravel until a uniform
saturation to 18 -inch deep or greater is achieved. The saturation of the clay soils
is critical and should be verified by our office. The foundations can act as the
cut off wall.
Where passage of moisture through the slab would be detrimental, an impervious
moisture barrier and/or capillary break should be provided between the slab and
subgrade. If a moisture barrier is required, we recommend it consist of 4 inches
of free draining gravel covered with an impermeable membrane placed between
the subgrade soil and the slab. The membrane should be covered with 2 inches
of sand to protect it during construction, and the sand should be lightly moistened
just prior to placing the concrete. We highly recommend that the concrete be
placed with a maximum slump of 4 inches for slab -on -grade. Alternatively, a
capillary break can be provided by using 6 inches of free draining gravel well
graded between a maximum size of 1 -inch and a minimum size of 1/4 -inch with
zero percent passing the No. 4 sieve.
Final design of the foundations and reinforcing requirements shall be determined
by the project structural engineer responsible for foundation design.
We recommend that our firm be retained to provide soil engineering services
during excavation and foundation construction phases of the work. This is to
observe compliance with the design concepts, specifications and recommendations
and to allow design changes in the event that subsurface conditions differ from
that anticipated prior to the start of construction.

This is a courtesy notice to notify you that you are in violation of the
Butte County Code, as follows,'at the above referenced location:
Failure to obtain approval of previous corrections and failure to obtain
final inspection prior to occupancy and permit expiration for conversion
of garage to living unit.
Since permits and inspections are required for the above work, apply for
the required permits to make corrections and complete project and pay the
appropriate fees.
All work must stop until these permits are issued and you are authorized
by our field inspector to proceed. This field authorization cannot be made
until the existing work is inspected and approved.
It is the County's goal to obtain voluntary compliance with the Butte County
Code. However, you should be advised that Butte County has an active Code
Enforcement Program which provides an, effective means of enforcement if
voluntary compliance is not obtained. Enforcement may be pursued through
the issuance of citations, fines and the recording of a Notice of Violation
including a description of the action necessary to abate the violation.
You have thirty 30 days to voluntarily comply with the above directions
or to present an acceptable plan for abatement or corrective actions to
be taken by you.

I have reviewed your request for the above referenced building
clearance. The lot is tight for sewage disposal due to the
relatively large size of the house in relation to the lot and
_proposed swim pool. The proposed pool is in the area reserved for
100% repair of the leach line. It appears that there is room for
100% repair but it must be practical and carefully planned. In
order for me to complete the clearance evaluation, please submit
the following on a "to scale" plot map to demonstrate actual
installation.
1. Show utility lines, including the water line, to the house
and locate the water main.
2. Show existing 125 foot long by 36 inches wide leach line,
d -box, and septic tank.
3. Show 100% repair of the leach line with dimensions in #2
above, d -boxes, and tight lines needed so that no leach line
will'be longer than 100 feet and meeting all set backs.
For your convenience I am enclosing a copy of the septic system
location found in our files. If you have questions about this
matter please contact me at the office Monday through Thursday
between 8am and gam.
