Dear Dave:
I received Mr. Glander's letter re: the expiration of my permit
application. I thought I had made arrangements through the Chico
office to forestall this action (I explained it to them in January --
or so I believed --and was told "Don't worry") but I seem to have
been mistaken. I will reapply on Monday March 4, which they inform
me will be soon enough to avoid the threatened court action. I hope
I understand them correctly this time!
Enclosed are drawings (4 copies) of my proposal to shorten the deck
and covering, enough to satisfy the Sanitation Inspector here --I
have consulted -with them, and the 3'-8" depth of the footing was
supplied by their' .calculation. The woman took a copy of this plan
and sent it over today, I believe. As you can see, compared to the
other drawing, the total weight and dimensions of the addition are
greatly reduced.
I asked you in my letter of 1-24-91 what width you require the
footings to be, but received no reply (other than to tell me that
the proposal I submitted would require engineering to pass, a thing
which I cannot afford!) As I don't have specifications for decking,
could you let me know right away what if anything else will need to
be done --if the enclosed is insufficient --so I may complete the
revision and submit it for inspection. Also, will I need to have
the excavations inspected before I pour the footings? This
structure replaced one that was attached to the side of the house,
sheltering an old set of French doors that were replaced with
sliding double -glazed aluminum because of severe weather damage.
Again, I ask for your advice on this problem, bearing in mind that
I am very, very short on cash right now. With you knowledge of the
codes and practices, what might you suggest? I have had my -fill of
problems with this matter, and only want to be done with it with as
little hassle as possible at this time. I believe all the other
concerns of the 1986 inspection that led to this have been met.
I understand all of my 1990 fees can be refunded, with the
exception of a $40 filing charge. I wish someone had mentioned that --
in an earlier letter or visit to the local office. Another $280 or
so would cause us to miss a mortgage payment. Is there any way I
can expedite this process? Let me know what my next steps are, if
Possible. Thanks -for your, help and cooperation.

Mr. Humble:
On January 23, 1986, an inspection was made of the above listed dwelling at
your request. The.inspection was made as part of the rehabilitation project
currently underway in the Chapmantown area, south of. Chico.
The dwelling is'a large two story structure, with wood frame, wooden siding,
composition and shake roof. There appears to be a concrete perimeter founda-
tion. There are deficiencies in the plumbing system, electrical service and
water heater.. The house is served by community water and.private sewage dis-
posal system.-
In
ystem.In order to rehabilitate the dwelling under this program', the following will
be required.
1. Verify condition and size of septic tank and leach field, or provide,a
new sewage disposal system sized to adequqtely handle.total number of bed-
rooms in the dwelling.
C2. Complete work and repairs as shown on attached tentative work description
and cost estimate plus the following repairs:
3. Provide a water proof enclosure for the main electrical panel. Verify
grounding.. Provide protection for exposed wiring under stairwell.
4. Verify plumbing vents for bathrooms. Provide effective traps and vents.
Provide proper supports for all drain waste and vent piping.
5. Provide proper installation for the.water heater with venting, clearance
from combustibles,'.proper flue, adequate.combustion.a.ir and discharge line
on temperature -pressure relief valve to the outside.

196 Memorial Way; Chico, CA, contact Mr. Charles Bird.
All repairs,'reconstruction, replacement or patching shall be completed to the
extent necessary to result in a finished product. They may require tile, lino-
leum, shingles, -wallboard, -paint, vents, or whatever is necessary to accomplish
the desired finished product.

We sent you a warning letter dated December 7, 1989, notifying you that you are
in violation of the Butte County Code at the above referenced location. As of
this date, the following violations still exist:
Remodel residence and constructing a covered deck per letters dated January
30, 1986 and June 4, 1989 in violation of Sections of the 1988 Uniform Build-
ing Code as adopted by Section 26-1 of the Butte County Code as follows:
(1) 301(a) --Permits Required.
(2) 30.5(a) --Inspections required.
Permit application. #182-90 submitted on January 19, 1990 has expired. The above
violations shall be corrected or abated. It is now in order for you to re -submit
for permits and pay the appropriate fees within thirty (30) days of the date of
this letter. After permit issuance the work. must be completed and approved by
this office within the permit specified time.
Unless the violations are so corrected or abated, a citation shall be issued to
you to appear in court for said violations and for failing to comply with this
notice. Upon conviction of said violations or for failing to comply with this

Remodeling work without required permits. You were first notified
by letter dated January 30, 1985.
Since permits and inspections are required for the above work, please contact
this office within tem days of the date of this letter, submit two complete
sets of plans, apply for the required permits, and pay.& appropriate fees.
All work must stop until these permits are issued and you are authorized
by our field inspector to proceed. This field authorization cannot be made
until the existing work is inspected and approved.
Please be aware that Butte County has entered into a Code Enforcement Program
that seeks voluntary compliance with the Butte County Code but provides

Greetings:
I have had some conversations -with the Sanitation Inspector, as well
as your office here.in.Chico, regarding the deck on my house..
Presently, I cannot get the required clearance because it'is too
close to our septic tank, however they feel that this could be
granted if the supports for the covering and its footings were moved
further from the tank. To do this, I first will need your approval.of
these modifications.
I am submitting the enclosed drawing for your input. I want to do
this right the first time (okay, second time) and would like any
suggestions you could contribute that would help me save labor, time
and most importantly, money. Certainly, I don't want to have to do
this all over again if there, is some glitch that we don't cover now.
Finances are very crucial for my household right now!
Sanitation requires that the footings extend down to approximately
one-half the distance to the bottom of the septic tank so that the
loads don't put undue pressure on the side of the tank. I will
measure the depth of the tank and sink the footings to one-half that
distance (now undimensioned on drawing.) Would a 24 -inch diameter
footing be enough to satisfy your requirement?
Presently no decking is shown; if the drawing -is suitable up to this
point, would I be allowed to rebuild the deck out to the support
posts to,serve as a porch? I would put in footings per your needs for
the deck supports..The porch/deck would be approximately 12 -ft. by a-
ft 6 -in.+-

Dear Mr. Glander:
Reference your letter of June 4, 1986, regarding your
requirement for plans and fees for alleged remodeling on my
residence on A.P. #5-472-08: I would direct yourattention to a
telephone conversation I made to you on Februrary 11, 1986.
At that time I discussed with you the points that you
restated in the above letter. I conceded to supply your office
with the required plans and pay permit fees for items 1 and 3-6
inclusive; but due to financial hardship on me you agreed to
allow this to -be done in conjunction with the permits and fees
attendant upon my rehabilitation of my residence (,the purpose of
your inspection of January 23, 1986).
This -will be financed through the Butte County Community
Development Program Housing Rehabilitation Program, administered
by Connerly & Associates,. Inc. of Sacramento, CA. (It is not
through Chapmantown housing improvement project --I am not
familiar with that name.)
Only as of June 4, 1986, Mr. Steve Baker of Connerly informs
me that my loan request has been approved by their Loan
Committee. However, I am still not entering into escrow, nor have
funds been made available for any work.
My contractor has agreed to draw up the plans and pay for
any remedial permits at the time of application, as you had
allowed. I am not in a position to do so until such time.
Obviously, I would not have qualified for the program, (or
consequenty invited your°inspection of my residence) if I were not
in this circumstance:
Regarding Item 2, we were in agreement that my bathrooms had
not been remodeled, and you agreed verabally to drop that
requirement upon my accession to the other items. Please make a
note of that in my file for future reference. I sincerely doubt
that the previous owner had ever taken out permits, submitted
plans or paid fees for any work done on the house prior to my
purchase in 1975.
I am sure'we can satisfy your office as to all the
requirements enumerated if you will be patient. Obviously, I am
acting`in good faith in this matter, but cannot satisy these
items within ten days. I would appreciate your not referring it
to authorities for any action. I apologize, but this is the limit
of any response I can make at this time.

our permit application (no number assigned yet) for this
property.
I am having the Sanitation Dept. make an inspection of the
improvements --deck and covering --that they are concerned are
too close to my septic tank in hopes that we can reach an
accomodation for the retention of the improvements. This should
happen in the next week or so. At that point I hope to have
finalized its plan drawings.
Also, I find that I do not have sufficient funds to make
further changes or improvements at this time. This was the
problem at the time of the original contact by your office (see
previous correspondanced). However, I do hope to be in position
to follow through in approximately two months from now.
Sometime previous to then I will schedule your preliminary,
inspection, if that is agreeable with you.
You will note that'I have paid the permit fees (Feb.1990) and
have submitted plans to be checked. Corrections have been make
on the plans, and I will resubmit them as soon as the points
have been cleared up with Sanitation, per above. I may make the
permit deadline, but would like to request you indulgence if
time becomes a'factor in completion of your requirements, as of
this letter.
I hope this meets with your approval, and no more costs will be
levied on me, so that I may concentrate on making whatever
upgrades your department.may require.

1. No carport.
2. At the time I paid my permit fees and presented my plans, I was
not informed by your office in Chico that my floor plans
needed dimensioning beyond the exterior measurements. If the
gentleman had done so, it would have been an easy matter before
they were sent to you. Do you want to return the drawings to me
or must I have more copies made?
3. Zoning "violation" was resolved, if you are referring to the
house next door (2216 Laurel St.) which is owned by us. Current
useage is single family residential, which complies with A -R.
Sanitation informed me that my 6x12 -ft. deck is too close to the
existing septic tank. I can remove the deck, but must I remove the
roof over it as well? If supports can be "engineered" for it that
don't encroach onto the septic tank area, can it be left over the
sliding door? The door replaces an old set of French doors that
opened onto a small porch at that location, neither of which were
up to standard. Because this is the weather side of the house,'this
roof is really necessary to protect the door from rain.
I made the assumption that I could supplant these --though I made
the deck and roof larger than previous --without a permit.
Obviously, permits are required for anything more extensive than
hanging a picture.
Benita (note spelling) and I had the inspection leading to these
permit needs made preparatory to securing a Block Grant Housing
Rehabilitation Loan back in 1986 --otherwise I am sure we would not
have invited your inspectors into our old (but nice) home. After
their "violations" were noted, which would have helped qualify me
for the program, I was one of the few residents not granted the
loan because of financial considerations. This is supremely ironic
to us, as our family is not in any better financial condition to
make further changes that four years ago. You should know that we
were not turned in because of some unsafe condition --our house is
still above average for our very depressed area.
Please contact me as soon as possible re: my questions, above.

Model 585B/YACR Gas/Electric Units are fully self-con-
tained, single -packaged combination heating/cooling
horizontal -discharge units.
These packaged units are equipped with an energy-saving
RELITE-type electric spark ignition pilot that saves gas by
operating only when the room thermostat "calls for heat-
ing." Natural gas controls are standard. For propane opera-
tion, conversion kit P/N 301625-703 must be field installed.
Model 585B/YACR units have two A.G.A.-certified heating
input ratings. See Table I.
These units are designed for outdoor installation either on a
rooftop or at ground level on a slab. The cooling section is
factory -charged and sealed, minimizing installation time.
Installation is easy—connect gas supply,•air ducts, conden-
sate drain, high- and low -voltage wiring, and install the air
filter.
A full line of rooftop system accessories are available for
field installation. These accessories include plenums with
factory -supplied high-capacity filter and outside air intake
hood, unitized curbs, economizers (both plenum -installed
and horizontal), barometric relief dampers, concentric
diffuser box assemblies, flexible duct packages, and high-ca-
pacity filter racks with filters. When installing these ac-
cessories, see Installation Instructions packaged with them.
Important—Read. Before Installing
1. Check all local or other applicable codes for information
concerning proximity to'property lines, height above
roof, obstructions, etc.
2. Make certain power supply available (volts, hertz, and.
phase) corresponds to that specified on unit rating plate.
3. Check electrical supply provided by utility to be sure
that service capacity is sufficient to handle load imposed
by this unit.
4. Locate the unit where the vent cap is. a minimum of 4
feet from openable windows or doors.
5. The installation must conform with local building codes
or,.in the absence of local codes, with the National Fuel
Gas Code ANSI Z223.1.
GENERAL
The condensing section has been designed and tested in ac-
cordance with ARI 210. The appliance design is certified by
^ American Gas Association for use with natural or propane
gases with appropriate controls and orifices.

Place the unit on a level base. See Figures 8 and 9 for typical
installations. On flat roofs, be sure that the unit is af least 4
inches above the roof to prevent flooding. Consult local ;codes
for installation requirements. Be sure the roof will support
the additional weight. See Figure 2 for weight information.
NOTE: See the Installation Instructions packaged with the
accessory plenum and unitized curb when these system ac-
cessories are being installed.

from an overhang and damage the unit top or fan blade.
There is no minimum clearance requirement for the bottom
of the unit; therefore, combustible materials can be used for
supports.
D. Base Rails
The base rails are easily removed for a lower profile installa-
tion or a better fit to angle iron frames used in some rooftop
installations. To remove the base rails, simply remove the
screws on either end of the rails. .
NOTE: The base rails must not be removed when installing
the accessory unitized curb and plenum.
E. Condensate Drain
The unit is designed to dispose of condensate water through
a 3/4 -inch FPT connection on the drain pan. See Figure 2 for
location. It is recommended that a trap be installed in the
condensate drain line to avoid improper drainage. See
Figure 5. The trap should be as close to the coil as possible.
Make sure that the top of the trap is at least 2 inches lower
than the drain pan connection to prevent the drainpan from
overflowing.
Prime the trap with water and check the condensate line for
leaks.
If the installation requires draining the condensate away
from the roof or the building, connect a minimum of 7/8 -inch
OD copper tubing, 3/4 -inch galvanized pipe, or 7/8 -inch
plastic pipe, and pitch downward at a slope of 1 inch in every
10 feet of horizontal run.

tions.
11. VENTING
NOTE: The vent cap assembly is shipped in the blower com-
partment with sizes 018050 and 024050. Remove the blower
access door to locate the assembly. This assembly is shipped
in the control compartment with all other sizes. Remove the
control access door to locate the assembly. See Figure 2 for
the location of these access doors.

NOTE: Screw holes in the vent stack extension and the vent
cap are not symmetrically located to ensure proper orienta-
tion when installing these components.
Refer to Figure 6 and install the vent cap assembly as fol-
lows:
1. Place gasket and vent stack extension through hole in
combustion air duct and orient screw holes in base of
vent stack extension with holes in unit top.
2. Secure gasket and vent stack extention to unit top with
.screws provided.
3. Place vent cap onto vent stack extension and lorient
screw holes in vent cap with holes in extension.
4. Secure vent cap in place with screws provided.
5. Form flat wire screen provided into circular tshape
around protruding lip of combustion air duct.
6. Bend wire ends through holes of screen mesh to secure
screen in place. .

LIMITED WARRANTY
ONE-YEAR WARRANTY—This BDP COMPANY product is
warranted to be free from defects in material and workmanship
under normal use and maintenance for a period of one (1) year
from the date of original installation. A new or rebuilt part to
replace any defective part will be provided without charge for
the part itself, PROVIDED the defective part is returned to our
distributor through a qualified servicing dealer. The replace-
ment part assumes the unused portion of the warranty.
THIS WARRANTY DOES NOT INCLUDE LABOR or other
costs incurred for repairing, removing, installing, shipping,
servicing, or handling of either defective parts or replacement
parts. Such costs may be covered by a separate warranty
provided by the installer.
EXTENDED 4 -YEAR WARRANTY ON COMPRESSOR

compressor against defects in material or workmanship under
normal use and maintenance. A new or rebuilt compressor will

ONLY—During the second through fifth years after the date of
original installation, BDP COMPANY further warrants the heat
exchanger against defects in material or workmanship under
normal use and maintenance. A new or rebuilt heat exchanger
will be .provided under the same conditions as stated in the
One -Year Warranty.
EXTENDED 4 -YEAR WARRANTY ON ELECTRIC ELEMENT
FOR AIR HEATING ONLY—During the second through fifth
years after the date of original installation, BDP COMPANY
further warrants the electric element for air heating against
defects in material or workmanship under normal use and
maintenance. A new or rebuilt electric element will be provided
under the same conditions as stated in the OneYear Warranty.
LIMITATION OF WARRANTIES—THIS WARRANTY IS EX-
CLUSIVE AND IN LIEU OF ALL OTHER WARRANTIES EX-
PRESS OR IMPLIED INCLUDING ANY EXPRESS OR IM-
PLIED WARRANTY OF FITNESS FOR A PARTICULAR AP-
PLICATION OR PURPOSE. THE REMEDIES PROVIDED FOR
IN THIS WARRANTY ARE EXCLUSIVE AND SHALL CONSTI-
TUTE THE ONLY LIABILITIES ON THE PART OF BDP
COMPANY.
BDP COMPANY WILL NOT BE RESPONSIBLE FOR:
1. Normal maintenance as outlined in the Owner's instructions.
2. Damage or repairs required as a consequence of faulty
installation or application by others.
3. Failure to start due to voltage conditions, blown fuses, open
circuit breakers, or other damages due to the inadequacy or
interruption of electrical service.
4. Damage or repairs needed as a consequence of any
misapplication, abuse, improper servicing, unauthorized
alteration, or improper operation.
5. Damage as a result of floods, winds, fires, lightning,
accidents, corrosive atmosphere, or other conditions
beyond the control of BDP COMPANY.
6. Parts not supplied or designated by BDP COMPANY.
7. BDP COMPANY products installed outside the continental
United States of America, Alaska, Hawaii, and Canada.
8. ANY SPECIAL, INDIRECT, CONSEQUENTIAL, PROP-
ERTY. OR COMMERCIAL DAMAGE OF ANY NATURE
WHATSOEVER.
Some states do not allow the exclusion or limitation of
incidental or consequential damages, so the above limita-
tion may not apply to you.

FIRST: Contact the installer. You may find his name on the product or in your Owner's Packet. If his name is not known, call your
builder if yours is a new residence.

tank is serving only as a solar storage tank, and the upper limit of its
storage temperature is 1600F.

Here is a proposal and estimates on work or
materials cost"s-for our home at 2214 Laurel St. We have
the enclosed estimate from a local contractor who is
known.to us, Phillip Dickinson. I understand he is on
your bid list. These estimates are as close as we can
come up with right now --you know how that stuff goes. Let
us know if anything needs adjustment, to your judgement.
Below is how our request will read --the carport (Item 4)
will probably not make it; based on the costs in Phil's
estimate. I'did ask him to break it down like I have
done, with sub -totals for each, but he did it like on
the estimate. I'll reconcile them with him later, right
now we need to get our application in!
Our mortgage is CalVet, so we will have to apply to
get a second added through them. Do you have a form or
procedure for that that you use?
Sorry this took so long to get to your office. We
originally considered a more radical remodel, but have
decided against it on basis of cost. This is a scaled
down version.. If you need anything else, which you
undoubtedly will, just let us know.

1 North half of roof: Strip old decaying wood shingles
and dispose of. Re -sheet with 3/8 or 1/2 -inch CDX
plywood, lay down 15# builders felt in mastic at edges,
and re -roof with Owens-Corning Fiberglas 3 -tab
Composition shingles (Autumn Brown color) as is remainder
of roof. This constitutes approximately sq. ft.
Install two double -glazed ventilating skylights in north
face of roof in upstairs room. Demolish and dispose of
unused chimney below level of roof.

Extend porch roof to cover entire back porch outside
area, (approximately sq. ft.) and deck outside porch
area with 2x6 redwood. Replace storm drains and down
s out as needed.

3 Install new waste piping for kitchen area to
existing waste trunk, and install new waste piping to
laundry area on porch, including traps and vents.
Disconnect and remove old cast iron waste where replaced
by new piping.

4 Demolish and dispose of old unsafe carport.

All work shall be performed in a workmanlike manner, and
applicable sections and paragraphs of the 1979 UBC, NEC,
and County of Butte Building Department regulations shall
be followed. All work and material to be installed must
bve of medium or better quality. Contractor is
responsible for clean up anal disposal to homeowners
satisfaction of debris on this project. All debris is to
be removed from job site and disposed of in a proper
manner by contractor or his subcontrators.

This is a tentative work description and cost estimate,
and is subject to revision, obviously. Please give us a
call when you have looked this over and tell us your
impression. Also, advise as to the approximate time frame
you project for approval, etc.
There is a long chance that we may yet want to rehab
the one -bedroom we are trying to sell at 2218 Laurel St.
Would you send*us the literature on Landlord remodel
loans, and advise what would happen if we were to make a
nice 2 -bedroom of it, and then put it on the market
again?
