Subject: Application Status – Mining Permit (MIN16-0002) /M&T Ranch
Dear Mr. Les Heringer, Jr.
On April 8, 2016, an application for a Conditional Use Permit (UP16-0001), Mining Permit and
Reclamation Plan (RP16-0001) was submitted to our office to establish a surface mining
operation south of River Road, approximately 1 mile northwest from Chico River Road, and 5 miles west from the City of Chico (APN 039-530-018). Planning staff distributed the application
for review and comment to County departments and State agencies that in the opinion of the Director of Development Services may have an interest in the project or have applicable special expertise. This request for review and comment provides these agencies an opportunity to
identify potential impacts, possible mitigation measures, needed project revisions, and to complete an accurate environmental assessment. As a result of this review, the above referenced project was deemed “complete” on July 12, 2016.
Completeness of an application indicates that it is ready for additional processing. Following the preliminary application review and the determination of having a complete application, an initial
environmental review will be performed, pursuant to the California Environmental Quality Act (CEQA). The initial environmental review of the proposed project is anticipated to be completed
within the next 30 days, and will be used to evaluate whether the proposed project will have any
significant impacts to the environment. Please note that accepting an application as complete does not limit the County’s authority to require the applicant to submit additional information
needed for environmental evaluation of the project, if the applicant make changes to the project,
or if there are changes in circumstances that could not be anticipated during the initial review.
