Q~„ 'aW~'0i> 1~ ~~~A~~- . c ~ '' x a zt - , ~ ~ - ~~a~{ ~ ~'' Res~~lufi~n No. oo-os RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS AUTHORIZING AN APPLICATION TO THE STATE DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR SPECIAL COLD WEATHER FUNDING WHEREAS, the State of California, Department of Housing and Community Development, Division of Community Affairs, issued a Notice of Funding Availability (NOFA) for the Special Cold Weather Funding (Chapter 793, Statutes of 1999); and WHEREAS, the County of Butte is an eligible agency to apply for this funding and wishes to apply for and receive a grant from this funding source; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte as follows: The Butte County Board of Supervisors hereby authorizes the Chief Administrative Officer to apply far a Special Cold Weather Funding grant in an amount not more than the maximum amount permitted by the NOFA, and in accordance with the program statute, Regulations. 2. If the grant application authorized by this resolution is approved, the County of Butte hereby agrees to use the Special Coid Weather Funds grant for eligible activities in the manner presented in the application as approved by the Department and in accordance with Chapter 793, Statutes of 1999 (AB 612), and the Standard Agreement. 3. If the grant application authorized by this resolution is approved, the Chief Administrative Officer is authorized to sign the Standard Agreement and any subsequent amendments with the Department for the purposes of this grant. The County will retain responsibility for overall grant compliance. 'The Special Cold Weather Funding will be used solely to provide housing vouchers at local motels located within Butte County. Staff costs to operate this program will be paid for by the Community Services I31ock Grant that the Community Action Agency of Butte County, Inc. receives from the California Department of Community Services and Development. The Community Action Agency of Butte County, Inc. has developed a network of local service organizations, churches, and community groups in order to reach the homeless at varying locations within the County of Butte. Vouchers will be printed by the Community Action Agency of Butte County, Inc., labe]ed and distributed to participant organizations and agencies. The Vouchers will be numbered and in triplicate form, with space for the recipient to sign, the name of the organization and authorizing personnel, the name of the motel and their authorized representative. The completed vouchers will be mailed to Community Action Agency of Butte County, Inc. along with an invoice from the motel, and payments will be made semi-montlily. Each voucher issued will be for a specified number of night's stay at a motel. Community Action Agency of Butte County, Inc. will maintain a sign out sheet for vouchers that were issued for fiscal control and accountability. The Conu~lunity Action Agency ofButte County, Inc. will provide a structure whereby- homeless individuals and families can access services and participate in programs designed to assist them such as obtaining permanent housing, druglalcohol counseling, health services, and other programs. They are linked, and coordinate with local, county, state, federal agencies, other non- profit, civic, and social service organizations by mutual service work, experience and programs. A collaborative partner organization authorized to do so will complete intake and refer individuals to motels or the Community Action Agency. Community Action Agency of Butte County, Inc. staffwill monitor the direct program activities and assist in the completion of programlfiscal repotting.
