A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE
BUTTF. COUNTY REGIONAL USED OIL BLOCK GRANT RECYCLING
PROGRAM GRANT APPLICATION, SIXTH CYCLE
WHEREAS, the County of Butte recognizes that it is in the public interest to
enact and implement an integrated waste management plan to address the State's
diminishing landfill capacity and the potential adverse environmental impacts from
landfilling; and
WHEREAS, as part of its plan to conserve landti]1 capacity and address potential
environmental impacts from landfilling, the Board of Supervisors of the County of Butte
adopted the Source Reduction and Recycling F,lement and Household Hazardous Waste
Element on November l ~, 1992, which Elements are included in the Butte County
Integrated Waste Management Plan; and
WHEREAS, the people of the State of California have enacted the California Oil
Recycling Enhancement Act that provides funds to cities and caunties for establishing and
maintaining local used oil collection programs that encourage recycling or appropriate
disposal of used oil; and
WHEREAS, the California Integrated Waste Management Board has been
delegated the responsibility for the administration of the program within the state, setting
up necessary procedures governing applications by cities and counties under the program;
and
WHEREAS, the California. Integrated Waste Management Board encourages and
allows multiple jurisdictions to participate in regional grant programs which provide
mutual benefits and consistency of programs for all participants within a region; and
WHEREAS, the Cities of Biggs, Chico, Oroville and Town of Paradise have
authorized the County of Butte to submit a Regional Used Oil Recycling Block Grant
application to the California Integrated Waste Management Board on their behalf and to
be the lead agency for the implementation of the Grant; and
WHEREAS, tl~ic County of Butte, as the lead agency. will be responsible for the
purchase of materials, equipment, and {fixed assets on behalf of all grant participants as necessary
for the implementation of the grant, and;
WHEI2h,AS, the applicant will enter into an agreement with the State o1~ California for
implementation of~a used oil rccvclin~~ ~~ro~~ram:
NOW, THEREFORE, BE I"T RI?SOLVP;D that the E3utte Count}~ Board of Supervisors
authorizes the submittal o(~ a regional application on hehalf of~ the Cities of Biggs. Chico,
Oroville and Town of Paradise to the California hltegrated Waste Management Board for a Sixth
Cycle Used Oil Recycling Block Grant. `fhe Public works Director oi~ the t"aunty of I3uttc. or
his designee, is hereby authorized and empowered to execute in the name of the County of I~utte
and the above named cities all necessary Applications, contracts, payment requests, purchases,
agreements And amendments thereto for the purposes of securing funds and to i~i~plement and
carry out the purposes specified in the grant application.
