RESOLUTION AUTHORIZING CHAIR TO SIGN
ENDORSING THE TRANSFER OF STATE GENERAL FUNDS FROM THE STATE TO
THE CALIFORNIA MENTAL HEALTH DIRECTORS ASSOCIATION FOR A
CONTRACT TO PROVIDE SERVICES TO FOSTER CARE AND OTHER MEDI-CAL
ELIGIBLE CHILDREN PLACED OUTSIDE OF BUTTE COUNTY
BUTTE COUNTY DEPARTMENT OF BEHAVIORAL HEALTH
FOR
FY 1999/2000
WHEREAS, In order to improve access to services for foster care and other
Medical eligible children and youth who are placed outside of Butte County, the Butte
County Department of Behavioral Health (BCDBH} has entered into an Agreement with
the California Mental Health Directors Association (CMHDA} to gain access to a
statewide provider network managed by Value Options, a national behavioral health
company; and
WHEREAS, In order to implement the contract, the County must authorize the
State Department of Mental Health to transfer to the County Mental Health Directors
Association $50,140 from state general funds designated for distribution to Butte County
Early and Periodic Screening, Diagnosis, and Treatment (EPSDT} services in FY 1999-
2000; and,
WHEREAS, These monies will be matched by Medical Federal Financial
Participation of $40,000 for total funding of $90,140.00.
WHEREAS, These monies will fund provider certification, contracting, services
and claims payment, authorized on behalf of Butte County Medical beneficiaries by
Value Options through their contract with the California Mental Health Directors
Association, to improve access to mental health treatment for foster care and other Butte
County Medical beneficiaries placed outside of Butte County;
NOW, THEREFORE, BE IT RESOLVED That the Butte County Board of
Supervisors adopt this resolution authorizing the State Department of Mental Health to
transfer to the County Mental Health Directors Rssociation $50,140 from the state
general funds designated for distribution to Butte County to provide Early and Periodic
Screening, Diagnosis, and Treatment {EPSDT} services in FY 1999-20000; and. be it
FURTHER RESOLVED, That these monies are to be used to fund
administrative services including provider certification, contracting, services and
claims payment, authorized on behalf of Butte County Medical beneficiaries by
Value Options through their contract with the California Mental Health Directors
Association.

11th day of April 2000 by the fallowing vote:
