A RESOLUTION AUTHORI7,ING T HE SUBMITTAL Oh' THE
REGIONAL h'UNDING REQUEST I'ORn-I ON BEHALF OF THE COUNTY OF
BUTTE AND THE 'I'OVVN OI' PARADISE FOR FUNDING UNDER THE
CALIFORNIA DEPARTMENT OI{' CONSERVATION BE~'ERAGI~
CONrI'AINER RF,CYCI.ING AND LITTER REDUCTION AC`T
WHF,REAS, the people of the State of California have enacted the California
Beverage Container Recycling and Litter Reduction Act that provides funds to Cities
and Colmties for beverage container recycling and litter cleanup activities; and
WHEREAS, the California Department of Conservation's Division of
Recycling has been delegated the responsibility for the administration of the program.
within the State, setting up necessary procedures for Cities and Counties or their

WHEREAS, the County of Butte reco~~nizes that it is in the public interest to
enact and implement an inte~~rated waste management plan to address the State's
diminishing landfi]1 capacity and the potential adverse environmental impacts from
landfilling: and
WHEREAS, as part of its plan to conserve landfill capacity and address
p(~te]IUaI enVll`alllllental ll]1paCiS ICOIlI Iendl'llling, the Baal`d Of SUpE',rV1SarS Of the
C".aunty of Butte adopted the Source Reduction and Recycling Klement and Household
Ila.zardo~ts Write Klement oli November lo, 1992, which Klements are included in the
Butte County Integrated Waste Management Plan; and
WHEREAS, the County of Butte acknowledges that certain waste streams must
be targeted to achieve the requirements of~ AB939 and to complete the implementation
of selected recycling programs identified in the County's Source Reduction Recycling
Klement; and
WHEREAS. the California Department of Conservation's Division of
IZecyclirlg encourages and allows ~uultiple jurisdictions to participate in regi«nal ~~r~u~t
programs which provide mutual benefits and consistency of programs f~t~r all
participants within a region; and
tii'HI?,RI;AS, the Town of~ Paradise has authorized the County r~>f Butte to act on
its behalf by suhrnittint~ a reti~ional funding request form for funding under the
California Depa-~tn-ent of Conservations Bevera~~e Container Recycling and Litter
Reduction Act and to he the Lead a~~ency for the iml~lementa[ion of pr{grams funded by
sold f~ct, and
WHEREAS, per Public Resources Code, Section 14581 (a)(4)(E) of the
California I3evera~~e Container Recycling and Litter Reduction Act, the eligible
participant must submit the Funding Request Form by the due date and time in order to

Supervisors authorizes joint participation, and the submittal of the I;unding Request
Dorm on behalf of the County of Butte and the Town of Paradise to the L~epartmcnt of
Conservation's Division of Recycling. The Director of Public Works of the County of
Butte, or designee, is hereby authorized and empowered to execute in the name of the
County of Butte and the Town of Paradise all necessary forms and information hereto
tt~r the purposes of securin~~ payment to implement and carry out the purposes specified
in Public Resources Code. Section 14581 (a){4}(A) of the C~difor-lia Beverage
Container Recycling and Litter Reduction .~1ct, and provide information regarding this
program to the Division upon request. "The County of Butte will he the responsible
party to provide records to the Division should an audit be performed.
PASSED AND ADAPTED by the Board of Supervisors, County of Butte, State
of California, this 16`'' day of May, 2000 by the following vote:
