A. Price_Factor: Article Xll1B specifies that local jurisdictions select their cost of living
factor to compute their appropriation limit by a vate of the governing body. Local
jurisdictions may select either the percentage change in California per capita personal
income or the percentage change in the local assessment roll due to the addition of local
non-residential new construction. Since the percentage change in the assessment rolls due
to new construction is not available, we have used the C:PCPI for this calculation.
The percentage change to be used in setting the 2400-2001 limit as provided
Department of Finance is in population within the incorporated area of Butte County
California per capita personal income: 4.91
B. PO~ulation Percentage Change: The attached city and county population percentage
changes were prepared pursuant to Section 2227 of the Revenue and Taxation Code
and are calculated as of January l .
Change in population within the
incorporated area of Butte County 2.29%
Change in countywide population 1.94%
(The population factor was calculated using the most favorable alternative available under
Section 2228 of the Revenue & Taxation Code.)
C. Corn utation of Factor:
Price Factor 1.0491
Population Factor 1.0194
