Local jurisdictions may select either the percentage change in California per capita personal income or the percentage change in the local assessment roll due to the addition of local non-residential new construction. Since the percentage change in the assessment rolls due to new construction is not available, we have used the C:PCPI for this calculation. The percentage change to be used in setting the 2400-2001 limit as provided Department of Finance is in population within the incorporated area of Butte County California per capita personal income: 4.91 B.
