KESOLUTION IN RECOGNITION OF SUSAN R. MINASIAN
UPON RETIREMENT AS COUNTY COUNSEL OF THE COUNTY OF BUTTE
WHEREAS, Susan R. Minasian, the County Counsel of Butte County, has announced her
retirement as of June 16, 2000: and
WHEREAS, Susan R. Minasian received a Bachelor of Arts degree from Pitzer College,
Claremont Colleges, in 190; and
WHEREAS, Susan R. Minasian received a Juris Doctor degree from Lincoln University Law
School and was admitted to the State Bar of California, in 1976; and
WHF,REAS, Susan R. Minasian began her law career as a Public Defender and general
practitioner in Plumas County; and
WHEREAS, Susan R. Minasian began her County Counsel work in 1983 in Plumas County.
beginning as Chief Legal Counsel and advancing to the position of County Counsel; and
WHEREAS, Susan R. Minasian subsequently served as t}1e Assistant County Counsel in
Sonoma County, a thirteen attorney office, from 1985 until her appointment in 1987 as Butte County
Counsel:
WHEREAS, Susan R. Minasian was first appointed Butte County Counsel for a four year term
commencing in 1987 and was subsequently re-appointed and has served continuously in that position
until the present time; and
WHEREAS, during her public law career, Susan R. Minasian has earned the respect of her
fellow employees, colleagues, County Supervisors and other clients she has served; and
WHEREAS, Susan R. Minasian, duringherterms as Butte County Counsel has diligently served
the residents of the County of Butte with extraordinary distinction, leadership, and innovation; and
WHEREAS. Susan R. Minasian has assisted in achieving excellent results for the County in
cases of litigation too numerous to list; and
WHEREAS. Susan R. Minasian has demonstrated great leadership in guiding the legal staff of
the Butte County Counsel office into a highly professional, efficient and effective team; and

WHF,REAS, Susan R. Minasian has accomplished many things as County Counsel, including,
but not limited to the following:
1. Negotiating the settlement of litigation with the City of Chico pertaining to annotation of
the North Valley Plaza Mall and disbursement of ]oval revenues between the City and
County;
2. Successfully negotiating with the State Department of Water Resources to prevent the loss
of the County"s water entitlement and to convert it to a revenue source;
3. Guiding the County through a financial crisis which included the threat of bankruptcy;
4. Encouraging and facilitating formation of the Butte Basin Water Users Group;
5. Assisting in the implementation and defense of the Utility User Tax and its eventual
sunsetting:
6. Responding to The Reclamation Board's designation of a 100 year floodplain along the
Sacramento River and devising the County~s response thereto, resulting in an agreement
allowing retention of local control; and
7. Facilitating communication between the County, the City of Oroville, FERC and the State
Department of Water Resources to form ORAL. with the goal of improving recreational
facilities around Lake Oroville.
NOW, THEREFORE, BE IT RESOLVEll, that this Board, on its ow-~ behalf, and on behalf
of the residents of Butte County, wishes to and does hereby express to Susan R. Minasian sincere and
deep appreciation for her many years of unselfish dedication and outstanding service rendered to the
County of Butte and its residents, and further wishes her well on her retirement.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte, State of`
California, on the 13th day of June 2000 by the following votes:
