HomeMy WebLinkAbout00-106 00-106 RESOLUTION IN OPPOSITION TO PROPOSITION 36 WHEREAS, drug abuse is an issue of deep concern in our community; and WHEREAS, drug abuse endangers public safety, costs taxpayers millions of dollars. and ravages the lives of drug offenders, their families, their friends, and our community; and WHEREAS, Proposition 36 has dualitled for the November 2000 genera] election ballot; and WHEREAS. Proposition 36 is a misleading and poorly written initiative that will undermine legitimate high accountability drug treatment programs in California and will threaten public safety by effectively decriminalizing drugs like heroin, PCP, methamphetamine and crack cocaine; and WHEREAS, these drugs are a major cause of child abuse and neglect, domestic violence, violent and property crime; and WHEREAS, Proposition 36 will also seriously weaken the law against the possession of "date rape'" drugs; and WHEREAS, Proposition 36 is a misguided and poorly written initiative which will cost taxpayers millions of dollars in added public safety, court, and drug abuse costs; and WHEREAS, Proposition 36 threatens workplace safety by forcing employers to keep drug abusers on the job, and exposes employers to frivolous lawsuits and higher insurance costs; and WHEREAS, Proposition 36 threatens the continued existence of the nationally recognized and highly successful Butte County Drug Court; and WHEREAS, Proposition ~6 will not fund testing of offenders to detect continued use of controlled substances. has no accountability for offender violations, will create an increase in neighborhood based "fly by night" "treatment"' facilities, and will actually reduce the penalty for continued felony convictions of controlled substances; and WHEREAS, Proposition 36 is widely opposed by respected leaders in law enforcement, public safety. public health and drug treatment. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors is opposed to Proposition ~C and ur~cs its defeat.
