reconstruction of dam~~~~ctl and tleterioratcd Facilities have increased dramatically si~~cc 1~~78; and
~ti~llh;Kh;~~S, since 1078, the. I~ist~ict's portion of the property tax revenues collecaed in the County
have decreased; and
1~ti'I1h;ItL;AS, the I~isu~ict Board ui~ Trustees has attempted to I:cep up with the operation.
nriintenunce, repair and recunstructiun costs by incorporating ef~f~iciencies into its operations, but, the above
described increases in the above described costs hive rendered this task impossible; and
~~~'1I1~:IZIa::1S. the reserve Funds uF the District. which must he preserved in order to be ready fur
emergency conditions and loss of 1~~icilitics, have been dr<<wn down over the years, to the point where such
reserve funds arc at an unat:ceptahly Iuw level; and
WHP~IZI+inS. Water Code Sections 51320 c~t sc~t/. provide ~~ procedure for the imposition of
additional assessments tivhich will enable the District to continue to adequately fund the operation,

Supervisors ("Board") ol~ the County of Butte that its circumst~u~ces require the imposition of an additional
assessment and has requested that the Board appoint an assessment Commission ("Commission") to
I~i~i iuli~ <<n~l appropriately ~ipportion the <<sscssmcnt among, the parcels within the District; <u~d
VVHh;IZh:AS, the District has contacted three individuals. Clay Castlcherrv, Frcd Davis and I:d
McLau~~hlin, none oC whom have any interest in real estate within the District, and all ol~ whom ~u~e qualified
to serve on the Commission by virtue of their trainin~~ and experience, and
WHEREAS, Mr. Castleberry, Mr. Davis and Mr. McLaughlin have each agreed to serve on the
Con1mlSSlon and each of them have ~~ivcn the District a ranee of hourly pay rates which he world acee~~t to
pcrf~n~m the duties set I~~rth above: and
~1~I11~:RE:1S, the District has determined that the ran~~c of hourly pay rites Which would be
acceptable to each of the three prospective Commissioners is reasonable; and

A. Pursuant to ~~ <<tcr Code SeCUOns 51320 and 51322, The Board hereby appoints Clay Castlebe--r-v,
Fred Davis and l~:d M~I,au~~hlin as Assrssmnnt Coi~~missi~~nei~ti, t~~ perform the duties of determinin~~ yin
assessment value ~~er acre for each parcel within the District which is in proportion to the benefits to he
derived from tl~~c continuance in operation of District facilities and services, ~~repare an operation and
n~au~lcn.u~cc ,istic5,uicnt roll ~untaii~in~~ thy: inft~rm~itiun ;hccif ic~l in ~Vat~r Cu~lc S~~tiun ~ 1.~?-~ ~i~~d ~i rcpc~rt
