HomeMy WebLinkAbout00-16113E IT RESOLVED, that the Board of Supervisors of the County of Butte hereby establishes the Butte County In-Home Supportive Services (IHSS) Advisory Committee ("advisory committee") as follows: Pur ose. "The purpose of` the Butte County IHSS Advisory Committee is to provide recommendations to the Board of Supervisors on the preferred mode or modes oi' services to be utilized in Butte County for In-Home Supportive Services. Responsibilities. The advisory committee shall provide ongoing advice and recommendations regarding in-home supportive services to the Board of Supervisors, any administrative body in the county that is related to the delivery and administration of in- home supportive services, and the governing body and administrative agency of the public authority, nonprofit consortium, contractor, and public employees. Organization. The advisory committee shall be comprised of not more than l 1 individuals. No less than SU percent of the membership shall be individuals who are current or past users of personal assistance services paid for through public or private funds. ~I'wu members of the advisory committee shall be current or former providers of in-home supportive services. No more than one county employee shall be appointed to the advisory committee. The consumer slots may be filled with representatives from organizations that advocate for home care workers and from organizations or individuals that advocate for elderly and persons with disabilities. All members shall serve at the pleasure of the Board of Supervisors, B •l~ aws. "The advisory committee shall develop bylaws which shall include, but not be limited to, rules and procedures relating to the following aspects of the operation: clcction of officers, terms of office, duties of officers, meeting frequency, provision for compliance with the Brown Open Meeting Act, quorum requirements, process for amending bylaws, and rules of order. The bylaws recommended by the advisory committee shall become effective immediately upon ratification by the Board of Supervisors. Staff Support. Staff support shall be provided by the Department of Social Welfare and will generally be limited to preparation of agendas and minutes and distribution of agendas, minutes and other correspondence. RESOLUTION CREATING "THE BUTTE COUNTY IN-HOME SUPPORTIVE SERVICES (INSS) ADVISORY COMMITTEE 1:xpenses. Membe--s of the advisory board are eligible for reimbursement of~ transportation-related expenses at the rate per mile authorized to county employee and ofi~icials. In order to receive reimbursement, advisory committee members must show proof of valid insurance coverage according to county standards. A11 other incurred expenses are subject to approval by the Director of Social Welfare prior to incurring such expense. Approved expenses will be charged to the Department of Social Welfare's I~-ISS Administrative Allocation.
